Strokes of unity
I
Reflections on Charlie Hebdo
have been mourning the loss of
my colleagues in Paris in the
tragic and unspeakable events last
Wednesday January 7th.
There has been a tremendous outpouring of
images from political cartoonists and satirists
around the world in response to the attack
on our fellow cartoonists and freedom of
expression.
It is not easy to come up with an image that
tells a thousand words.
I have tried to create one that expressed
what I felt that day.
I share it here, along with some personal
notes.
My wife and I had just returned from a visit
to Paris last week. By coincidence, the last
item I bought before heading to the airport
was the last issue of Charlie Hebdo.
I had met one of the cartoonists, Georges
Wolinski, in 2012 in Portugal.
He was one of the jurors at the Porto
Cartoon World Festival in which I won an
award. I was invited to attend the ceremonies.
I knew about his work and experience in the
cartooning field.
It was an honor to receive my award and
diploma from his hands.
Together with other colleagues, we spent
a few days together and talked about humor,

politics, life and his upcoming retrospective
of a half-century of cartooning to be exhibited
at the Mitterrand Library in Paris. At that
time, he invited me to send material for
Charlie Hebdo.
After seeing the publication this past
Monday, I thought, “Wow, this is really
outrageous humor, very satirical. I’m not sure
my work would fit here, but maybe I can send
him my impressions of Paris seen through
the eyes of a Mexican cartoonist who lives in
New York.”

H
e estado de luto por la pérdida de
mis colegas de París en los trágicos
e indescriptibles acontecimientos del
pasado miércoles 7 de enero.
Ha habido un enorme flujo de imágenes de
los políticos y satíricos caricaturistas en todo el
mundo en respuesta al ataque contra la libertad
de expresión y nuestros compañeros.
No es fácil concebir una imagen que valga más
que mil palabras. He tratado de crear una que
exprese lo que sentí ese día. La comparto aquí,
junto con algunas notas personales.
Mi esposa y yo regresamos de una visita a
París la semana pasada. Por coincidencia, el
último artículo que compré antes de dirigirme
al aeropuerto fue el más reciente número
de Charlie Hebdo.
Conocí a uno de los caricaturistas, Georges
Wolinski, un par de años antes en Portugal.
Fue uno de los miembros del jurado en el
Festival Mundial de Historietas de Porto, en el
cual gané un premio. Fui invitado a asistir a las

t was supposed to be a trip of
creative inspiration
after a year of back-toback art projects.
Still, as I traveled in Paris
last week, taking in the almost
unbearable beauty of the city, my
heart was still with the victims of
Ayotzinapa, Mexico.
Before my trip, I had been
working on Tribute to the
Disappeared, an art project that
honors the 43 students disappeared in
Mexico and other victims of
violence and injustice around the
world.
In an effort to inspire solidarity
from Paris, I left a trail of
drawn and written messages
throughout the city, including at
the Cathedral of Notre Dame,

amazing Mayan Art Exhibition,)

Huge turnout for municipal ID debut

T
he launch of the country’s
most ambitious municipal ID
program is off to a rousing start in
the Bronx.
On Mon., Jan. 12, the first day that New
York City residents could sign up for IDNYC,
a lengthy line of applicants formed at the
Bronx Library Center on East Kingsbridge
Road, one of the locations where Bronxites
can register for the municipal ID card.
“We had a few hundred people in here
during the morning,” remarked Michael
Álvarez, manager of the Bronx Library
Center. “When the library opened at 9 o’clock
in the morning, there were people already
standing in line outside.”
The large crowd included Bronx Borough
President Rubén Díaz Jr., who sat down to fill
out an application for his own ID card.
“I congratulate Mayor de Blasio, Speaker
Mark-Viverito and the entire City Council
on the implementation of this incredible,
groundbreaking program, and encourage all
New Yorkers to sign up, just
like I did today,” said Díaz.
He added, “The program will
not only provide people with a
legal identification recognized
as a valid form of ID, but it
will also help the 1.4 million residents of the

L
eo Gjoni was understandably
upset when thieves broke into
his family’s Pelham Bay home two
years ago. Police said there’d been
a rash of area robberies.
But the Gjonis watched the local news
every night but hadn’t heard anything about
it.
When Gjoni’s father warned the neighbors,
he found out many of them had already been
robbed.
Gjoni wasn’t sure what bothered him
more—being robbed or the silent neighbors.
“People are afraid that if they speak out,
something may happen to them,” he
said. “We’ve been empowering
criminals with our silence.”
He looked for a way to find
news about his neighborhood but
wasn’t satisfied with the result.
So he spent a year creating
Shoutloc.
It’s a simple-to-use smartphone
app. The phone’s GPS locator allows
users to create and receive a steady stream of
comments, or “shouts,” from people within
a three-mile radius, allowing people to keep
tabs on their immediate neighborhood. Users
can also reply to shouts as well as upload
photos and videos.
“I’m focused on solving a
problem,” says Shoutloc
app developer Leo Gjoni.
Users are able to type in
an address anywhere in the
world to find out about areas
they might be thinking of moving
to or where friends and family live.
“You can get a sense of what kind of people
live there and what goes on there,” he said.
Gjoni said that the app is also good for people
on vacation. They can find out what’s going
on in their new surroundings while keeping
up with events at home.
The app is free. People have the option
of uploading their photo and using their real
name or being anonymous. Gjoni said the
anonymity aspect is important--it empowers
and protects people who are afraid to speak
out against criminal activity.
“It’s better for people to understand that’s
what’s going on in your community than
being silent and just holding it in your heart,”
he said. “That’s what’s really dangerous.”
Users can also report shouts that are
inappropriate. “If we believe the content
doesn’t follow our guidelines we will
completely remove it and possibly remove
the user,” he said.
While banned Facebook and Twitter users
can just move to create another account, on
Shoutloc, users would have to get another
phone to create a new account. “I have a zero
tolerance policy against anybody who doesn’t
follow our guidelines,” said Gjoni.
While social networks are also a source
of local news, finding who to follow and
friend and searching for specific community
pages is time consuming. “With Shoutloc,
you just get on the app and right away and
you automatically get the relevant content for
your community,” he said.
Future releases will incorporate accounts
for businesses, schools and other institutions.
Gjoni says he is not focusing on monetizing
the app at present. “I’m focused on solving
a problem,” he said. “I feel if I solve it, the
money will naturally follow.”

of New Year’s Priorities

smoking, exercising,
eating healthy, keeping doctor
appointments and taking
medications on time”, are some
of the most common New Year’s
resolutions. As we enter 2015, I
recommend that you add another
important resolution to your list:
Know Your HIV Status.
Knowing your HIV status is essential
for you to take action to remain HIV-free
(negative), to seek treatment, or if you
are HIV positive, to protect yourself and
others. Modern medicine and technology
have made HIV testing faster and more
accessible than ever before. All it takes is
on average 10 minutes via an oral swab
(taking a saliva sample).
The main reasons for a reluctance to be
tested for HIV are the perceived stigma
and misinformation associated with the
virus. Rather than a “death sentence” as
it was known three decades ago, HIV (the
virus that causes AIDS), is now considered
a treatable chronic condition, like other
chronic illnesses such as diabetes and heart
disease.
With timely and adequate healthcare,
people with HIV can now live full, healthy
lives. With new medications, much of the
damage to the body’s immune system can
be reversed and the amount of virus in
the blood can become undetectable. By
following a healthy lifestyle and treatment
plan, patients living with HIV can come
into the hospital as little as 2-3 times a year
for follow up visits. Most patients living
with HIV and who are engaged in care, live
a full life span and die of something other
than HIV disease.
While the number of new HIV
diagnoses in the five boroughs has
decreased by a historic 40% between the
years 2003 and 2014, infections continue
to disproportionally affect Blacks and
Hispanics. In 2013, Black and Hispanic men
and women accounted for approximately
75.8% of new HIV diagnoses, and over

yourself when having sex with partners in
higher risk populations and those with

programs where clean needles are available
for those who need them.

BRIO Award Application Submissions
The Bronx Council on the Arts (BCA) is seeking submissions for its 2015 Bronx Recognizes Its Own (BRIO) Awards.
The BRIO fellowship program celebrates 26 years of supporting individual artists in the creation of work in literary,
media, performing and visual arts.
Eligible applicants must be 18 years or older, live in the Bronx, and may not be enrolled
as a full-time graduate or undergraduate student. Individuals who work for BCA or who
are recipients of any of the Council’s awards in 2014-15 including BRIO, Arts Fund, or
Community Arts Grant, are also ineligible.
Bronx artists may apply in one of the following categories: Acting; Choreography;
Crafts; Dance; Digital Arts; Fiction; Film Animation; Illustrated Text; Illustration/Artist
Book; Installation Art; Instrumental and Vocal Music Performance; Mixed Media, Music
Composition; Narrative/Documentary/Experimental Film/Video; Non-Fiction; Painting;
Performance Art; Performance Poetry; Photography; Playwriting; Poetry; Printmaking/
Drawing; Screenwriting; Sculpture; Spoken Word; and Storytelling.
A total of 25 awards, at $3,000 each, are available to Bronx artists.
The selection of awards is based solely on artistic excellence and
decided by a panel of arts professionals of various disciplines. All
materials involved in the selection process are reviewed anonymously.
Applicants will be notified of panel decisions by e-mail approximately
four months after the deadline date.
A workshop with tips on presenting work professionally is scheduled
for Tues., Jan. 20th, from 5:00 p.m. - 7:00 p.m. at Longwood Art Gallery, located at Hostos Community College.
Applicants are urged to attend this workshop; please note that space is limited.
Individual consultations can be arranged with a BRIO administrator by appointment only.
For literary applicants, one-on-one half-hour consultations can be arranged with the Bronx Writers Center Director
to help prepare your manuscript for BRIO.

Making the grade in style

M
onitoring cosmetology
businesses should be as
easy as A-B-C, according to local
legislators.
Bronx Borough President Rubén Díaz Jr.,
together with City Councilmember Rafael
Espinal, has unveiled a city-wide legislative
package that would create a letter grading
system for New York City cosmetology
outfits, including nail salons, barber shops,
spas and beauty parlors.
The system would be similar to the one
used to grade restaurants and food service
establishments.
“All we want is to protect the
safety of the residents of New
York City,” said Díaz.
This past Wed., Jan. 7, Díaz and
Councilmember Espinal revealed
their plan on the steps of City
Hall, joined by Councilmembers
Andrew Cohen of the Bronx,
Mark Levine of Manhattan, Rory
Lancman of Queens and David
Greenfield of Brooklyn.
The legislation also includes a
provision to create a “Customer’s
Bill of Rights” for salon and spa
patrons.
Legislators unveiled a
citywide letter grading system
for cosmetology businesses.
Businesses
would
be
required to post the Bill
of Rights in full view of
customers.
A third item calls on
the New York State
Division of Licensing
Services, which provides
licensing for cosmetology
professionals, to expand its
health and safety training options.
According to Díaz, increased regulations
are needed for beauty businesses, as they
currently have minimal oversight.
Díaz explained that his aunt went for a
recent pedicure and ended up with a toe
infection that required an emergency room
visit — a result of unsanitary equipment at
the salon she visited.
Holding up salon instruments such as
cuticle scrapers and razor blades, Díaz said,
“The reality is that whenever we go into
a place of business that uses one of these,
that has dead skin on it, to me that is a mini-

Committee on Consumer Affairs.
“I’m confident that all of the new measures
we’re looking to put in place will ensure
that consumers are protected and have the
necessary information in order to make sound
decisions on whom they choose to patronize,”
he added.
Díaz stressed that the intent behind the
legislation is not to penalize salons and their
workers.
He said his office has held discussions
with salon businesses to get their feedback on
proposed legislation, and Díaz has called for
training and grace period to comply with any
new regulations put in place.
“That way, we can bring them up to speed
before any inspectors come in,” he said.
Levine said that cosmetology businesses
worried about the new legislation should not
be, as it will ultimately increase accountability
and transparency in the industry.
“When the restaurant grading system was
proposed, there were howls of panic that this
would be bad for restaurants,” said Levine.
“But the opposite had happened,” he added.
“Consumers have learned to love the grading
system, and rely on it, and it has rewarded

Safety for seniors
S
enior citizens in the South
Bronx and East Bronx can now
better protect themselves from fire,
thanks to an FDNY program that
provides free smoke detectors and
fire safety reviews for their homes.
The FDNY’s Fire Safety Education
Unit will install new combination smoke
and carbon monoxide alarms with 10-year
batteries, as well as conduct home safety
reviews for eligible residents.
In the Bronx, the service is available to
senior and handicapped households from
Community Board 5, which includes the
neighborhoods of Fordham, Morris Heights,
Mount Hope and University Heights, and
also Community Board 10, which serves
the communities of City Island, Co-op City,
Pelham Bay, Throggs Neck and Westchester
Square.
There is no cost for the service.
To launch the Senior Citizen Alarm

The Bronx single mother of two attended
the Clinical Medical Assistant (CMA)
presentation on Sat., Jan. 10th at the Winter
2015 Open House hosted by CUNY in the
Heights (CITH).

The presentation was conducted by
instructor Ady Furnier, who has taught at
CUNY in the Heights for the past five years.
Furnier explained that the CMA course was
an intensive, three-month course in which
students are trained to assist physicians in
administrative and clinical tasks.
Courses related to healthcare, including
those for Certified Nursing Assistants,
Electrocardiography Technicians, Dental
Assistants, and Dialysis Technicians, are
popular.
“Our classes are packed,” confirmed
Furnier.
Administrators, instructors and staff on
Saturday welcomed prospective students and
conducted one-on-one informative sessions.
There was coffee, cookies and face-painting.
“We are excited to provide community
members with services to better their lives
and that of their kids by offering quality,

Nilka Martell, quien continúa explorando

to Nilka Martell, who
continues to explore her
hometown.
“I am a Bronx native,
daughter, sister, mother
of three beautiful Bronx
babies, photographer,
writer and motivator,”
says Martell, of Puerto
Rican descent.
A paralegal for
over 17 years until
December 2010,
she has since been
dedicating her time to
exploring the Bronx.
Her energy and
enthusiasm are
indefatigable, and
admirable.
“I want to make my fellow
residents aware and informed of
how lovely our borough is, what it
offers, and how to lend a helping
hand in our environment.”
Of this new time in her life,
Martell says, “I have never felt so
alive.”
Growing up, I and my family always had
pets. We had a dog, at times more than one.
We also had a cat, birds and for some years,
gerbils.
The tradition continues, as my older
sister has quite a few pets, and my younger
sister has two dogs. I have cats at home.
I remember walking the dogs with my
dad as a child. Those long walks were not
only beneficial for our dog, it afforded us
both quality time together.
The dogs always demonstrated their
affection for all of us. They waited for us
by the door, welcoming us with a chorus
of barks before we even entered our
apartment. They were faithful companions
and loved us all unconditionally.
In my own home, my children and I
have elected to have cats, and there is no
shortage of joy.
We still spend time together observing
them interact with each other and with us,
laughing at the silly things they do, and
enjoying their furry warmth.
If you’ve thought about adopting your
own in this year, here’s some good news.
New Beginnings Animal Rescue is
hosting an Adoption Event right here in the
Bronx. On Sat., Jan. 17th, from 1 p.m. – 4
p.m., make sure to stop by NYC’s Top Dog
at 2515 Newbold Avenue.
There are dozens of animals waiting for a
permanent home.
New Beginnings Animal Rescue is the
only no-kill shelter in our borough. Cats
and dogs are often dropped off at the
location and some stay for months before
finding a family.
Instead of spending money on purchasing
a pet, I encourage you to take a look at these
beautiful dogs and cats just waiting to be
adopted. All animals are up to date with
vaccinations, and are spayed or neutered.
My good friend volunteered at the shelter
for some time. She served as a foster parent
to many pets, providing a home for them
until they were adopted. Several of those
pets she adopted herself.
I love to visit her, especially since one
of her dogs, Franklyn, and I have formed
quite a bond. I’m always excited to get to
the door because I know Franklyn will be
wagging his tail, jumping up and down and
running around in circles. He always knows
how to make me smile.
So come on out at Saturday and have a
free cup of joe, courtesy of Morris Perk,
while you look for a faithful friend to call
your own.

Los perros siempre demostraron su afecto
por todos nosotros. Nos esperaban en la
puerta, dándonos la bienvenida con un coro de
ladridos antes de que incluso entráramos en
nuestro apartamento. Eran fieles compañeros y
nos amaban a todos incondicionalmente.
En mi propia casa, mis hijos y yo hemos
optado por tener gatos, y no hay escasez de
alegría.
Seguimos pasando tiempo observándolos,
riéndonos de las cosas tontas que hacen y

W
ho says you can’t go home
again?
The Dyckman restaurant
opened in the 1960’s.
Long-time patrons of the Park View Café
might have been faulted for wringing their
hands when the beloved diner shuttered for
renovations a few years ago.
For four decades, the neighborhood
restaurant has served as a beacon for those
seeking straightforward, delicious staples.
The menu was long on classic cuisine, such
as burgers, omelettes and sandwiches, that
fortified and pleased the palate.
“He was one of the first ones in the
neighborhood to open a restaurant,”
explained Stacey Anton, referring to her
father-in-law, John Anton, who opened the
restaurant in the 1960’s.
Anton, together with her husband Gus,
runs the Café.
The owners promised at the time that

Center for municipal ID enrollment is a
logical choice.
“I feel it’s an extension of what we’ve
already been doing for the community,
offering services such as job assistance and
English classes,” said Álvarez.
“A lot of individuals come to the library
because they feel it’s a safe place,” he
added. “It’s a place they feel comfortable
learning English or discovering services to
assist themselves.”
Though Álvarez expects many Bronx
residents to apply for the card at his library,
he said was taken aback by the crowd on
January 12, as many stood outside in rainy,
cold weather prior to the library opening.
“I never expected such a large turnout on
the very first day,” he remarked.
The Bronx Library Center will offer
IDNYC enrollments during the following
hours: Mondays, Wednesdays, Fridays
and Saturdays between 9 a.m. and 9 p.m.;
Tuesdays and Thursdays from 5 p.m. to 9
p.m.; and Sundays from 12 p.m. to 6p.m.
To acquire a card, registrants must fill out
an application and provide proof of identity
and residence.
Alvarez said that applicants then have
their photo taken onsite, and will receive
their IDNYC card in the mail within three
to four weeks.
All New Yorkers age 14 and older are
eligible for an ID card.
“If you live in New York City,” said Díaz,
“show that you’re a real New Yorker and
sign up for IDNYC.”

Some of the content included in the
publication was a spread on “How to recognize
if your teenager is becoming a jihadist” (one
clue was his replacing his Bob Marley poster
with one of Osama Bin Laden). Another was
a story about Pope Francis, who has sought
to make changes within the Catholic Church,
with a cartoon reading “Popes of the world,
unite!”
Then on Wednesday, back in New York, we
woke up to the horrific news that my friend
had been killed in the attack.
I was in shock, sad and trying to make
sense of what just had happened. For hours, I
remained glued to the news.
Georges Wolinski was among a group of
cartoonists in France (Charb, Tignous, Cabu,
Honore, among them) known for its fierce
defense of freedom of expression.
They took it to heart.
They knew they were a target.
They paid with their lives believing in
that ideal, that through their pens they would
make people think, question, debate.
If in America, The New Yorker is
representative of everyday life and existential
humor in the big city, France’s Charlie Hebdo,
which was named after Charlie Brown (hebdo
means weekly), exists to critique everyone,

the most known publication on the planet.
A million copies of the next issue, due to

The goal of the terrorists backfired.
Instead of eliminating ideas and drawings,
instead of silencing their creators, the
opposite has happened – and that tidal wave
of awareness and solidarity has reached every
corner of the world.
I believe that even if we do not agree with
Charlie Hebdo’s kind of humor, the kind of
violence perpetrated is not the answer and
never will be.
Cartoonists, artists and writers will continue
to create work that contributes to the debate
about what’s going on in this baffling world.

provide a sneak peek of the early findings
from its first-ever, city-wide ecological
assessment project, including forest facts

only 17 percent of the population, comprised
40 percent of fire deaths in New York City in
2013.
Although landlords are responsible for
the installation of smoke detectors, tenants
are responsible for their own battery testing
and maintenance, which may be a challenge
for the handicapped or senior citizens with
mobility issues.
So far in 2015, four deaths have occurred
in New York City because residents did not
have a working smoke alarm, said an FDNY
spokesperson.
As part of the Senior Citizen Alarm
Program, the FDNY is also conducting group
presentations on fire safety education in an
effort to reach a wider audience. Members of
the FDNY are visiting community centers in
various neighborhoods to discuss fire safety
and prevention.
The FDNY spokesperson said that the risk
of home fires is increased during the winter
months, when many New York City apartment
dwellers use portable heating devices.

A new Spanish language course, Periodismo
y Redes Sociales, (Journalism and Social
Media) is making its debut.
For those lacking a high school diploma,
there is a High School Equivalency Diploma
course in English or Spanish.
Estebania Sánchez, who has set her
sights on applying to be a school bus driver,
registered.
“They ask for a high school diploma for
every job,” said Sánchez, who currently
works as a home attendant. “Even to clean,
you need it.”
Making a comeback is the popular Paralegal
Studies class.
“We teach students how to do legal research
and writing, prepare documents, produce
discoveries, draft complaints, as well as to be
versed in legal terminology,” said instructor
Joan Clay of the 90-hour course.
One prospective student, who has been
employed as a legal assistant for the past 2
years, was seeking to become certified.
“I want more money,” she said. “Money
makes the world go round.”
The Event Planning class is a 36-hour
course, and aims to prepare students to join
the industry or start their own business in a
rapidly growing field.
“We organize social events, corporate
parties, political events and fundraisers,” said
instructor Albania Rosario.
Skills required, she added, include
excellent communication skills, the ability to
effectively manage time and budgets, and to
be highly organized.
Known as College for Kids, classes for
children offer both academic enhancement
and recreation. The classes look to improve
language and mathematic skills. Lessons in
French and robotics are also offered, as are
piano, ballet, karate, guitar, yoga, and hiphop.
Sandra Toledo registered her two children
for academic enrichment classes.
Her daughter Melissa Ulloa, a first grader,
will take math and reading, and her son
Melvin will study robotics.
“I like to work with machines,” explained
the 8-year-old. “I would like to learn how to
make robots from scratch.”
There are also free online courses. Spanish
for English speakers and English for Spanish

environment, there are many reports
in recent years of dirty establishments.

businesses throughout New York State have
increased 56 percent since 2012.
“Most of these violations stem from
customer complaints that are investigated,”

Pennella said that the proposed regulations
will keep salons honest, as they will want to
maintain good ratings to stay ahead of other
salons they are competing with.
“I think it’s a great way of creating more
clients when customers know the grades, and
also everyone will know the salon is sanitary,”
commented Pennella.

The flu may seem like
the common cold at
first, but then quickly
worsens. Currently, the
only treatment we have
available for the flu
is Tamiflu, which your
doctor can prescribe.
Although Tamiflu won’t
cure the flu, when taken
within three days of the
onset of symptoms, it
can lessen the flu’s strength.
Still, the best way to prevent
the flu is through vaccination
and hand-washing. Even if
you still come down with the
flu after receiving the flu shot,
it will be much less severe than
it would’ve been if you weren’t
vaccinated. Also, make sure to
wash your hands thoroughly
and regularly. Lastly, if you
feel like you might be getting
sick with the flu, stay home
from work or school, get lots
of rest and fluids, and visit one
