INVITATION FOR BIDS (IFB)
LABORATORY ITEMS FOR 10 REGIONAL BLOOD CENTERS
The Government of Pakistan has received a Financial Contribution from the Federal Republic of
Germany through German Development Bank (hereinafter referred to as “KfW”), to support the
improvement of blood transfusion services in Pakistan - Safe Blood Transfusion Project – for the
supply of equipment for regional blood centres (hereinafter referred to as “RBC”). It is intended that
parts of the proceeds of this Contribution will be applied to eligible payments under contract for
procurement of Goods and Services for which this invitation for bids is issued.
The bidding will be conducted in accordance to the KfW’s “Guidelines for Procurement of Goods and
Services” and the relevant regulations of the Government of Pakistan. The bidding is open to all
companies, either national or international establishments.
The bidding for repeat tender no.1 shall comprise of the following Tender Lot and equipment:

Bidders must offer for all items in full quantity in the above Tender Lot. A partial bid is not acceptable.
The Ministry of National Health Services, Regulation and Coordination (MoNHSRC) on behalf of the
Project Executing Agencies (provincial/state Departments of Health) of Safe Blood Transfusion
Project, now invites sealed bids from eligible bidders for the supply of Laboratory Items in this repeat
tender no. 1.
A complete set of Bidding Documents in English may be purchased by any interested eligible bidder
upon the submission of a written request and for a non-refundable fee of Euro 30.00 or PKR 3,000.00.
The written request has to clearly state the company’s name, a valid office address, a valid e-mail
address and telephone number. The subject of the written request should be: Bid No: PK SBTP ICB
EQ 04-2014.
Bidding documents may be directly purchased from the address below, during working days from
Monday to Friday (9:00 a.m. to 4:00 p.m.) following the day of advertisement. Alternatively bidding
documents may be requested via e-mail to the e-mail address below, in which case bank details for
the payment of the document fee will be provided together with the bidding documents.

The deadline for the purchase and collection of Bidding Document is 7 days before the deadline of
Tender Closing.
The bidding document (in e-copies format) will be sent by email, but under no circumstances will the
Purchaser be held responsible for any delivery or loss of the document mailed.
A prospective Bidder requiring any clarification of the Bidding Documents shall contact the
Purchaser in writing no later than eighteen days (18) days prior to the deadline for submission of
bids.
The bidding document (in e-copies format) will be sent by email, but under no circumstances will the
Purchaser be held responsible for any delivery or loss of the document mailed.
All the bids must be accompanied by a bid security of at least 2% of the bid amount in the name of
Safe Blood Transfusion Project and be delivered to the SBTP office at the address mentioned
above on or before 10.00am on Wednesday, August 27, 2014.
Bids will be opened in the presence of Bidders or their representative, who choose to attend, on the
same day (Wednesday, August 27, 2014) at 10:30 am at the office of Safe Blood Transfusion
Project.
As the Authority competent to accept the tender, the tender committee on behalf of the Project
Execution Agencies reserve the right to accept or reject one or all the Bids without assigning any
reason thereof. Award of the Contract will be subject to approval by the KfW Entwicklungsbank
(KfW), Federal Republic of Germany.
