Cost of Bidding Documents: 5,000.00
1. The Department of Public Works and Highways (DPWH), through Fund 101 intends to
apply the sum of (Please see above projects) being the Approved Budget for the Contract
(ABC) to payments under the contract for above-mentioned projects. Bids received in
excess of the ABC shall be automatically rejected at bid opening.
2. The Department of Public Works and Highways now invites bids for projects
mentioned above. Works includes Widening/Improvement/Drainage. Completion
of the Works are (Please see above projects). Bidders should have completed, within ten
(10) years from the date of submission and receipt of bids, a single contract similar to the
Project, equivalent to at least fifty percent (50%) of the ABC. Bidders will bid for the
entire contract or per lot, and not per item.
3. Bidding will be conducted through open competitive bidding procedures using nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government
Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations
with at least seventy five percent (75%) interest or outstanding stock belonging to
citizens of the Philippines.
4. Contractors/applicants who are interested in the DPWH civil works are required to
register prior to the set schedule of submission of bid while those already registered shall
keep their records current and updated. Contractor Profile Eligibility Process (CPEP) are
subject to further post-qualification. Information on registration can be obtained at
DPWH website www.dpwh.gov.ph or Central Procurement Office (CPO), 5th Floor,
DPWH Bldg., Bonifacio Drive, Port Area, Manila from 8:00 A.M. to 5:00 P.M.
5. Interested bidders may obtain further information from DPWH-Pampanga 3rd District
Engineering Office, Angeles City and inspect the Bidding Documents at the address given
below from 8:00 A.M. to 5:00 P.M. Monday to Friday.
Integrity Pledge as per Annex “A” of Department Order No. 86 should be complied with
prior to submission of bid.

with machine copies of two (2) valid ID’s; e) Certificate of Training/Seminar of Safety
Officer Seminar issued by Department of Labor and Employment (DOLE); f) Philippine
Government Electronic Procurement System (PhilGEPS) Order From (Documents Request
List) and g) Latest copy of CPES Rating to the DPWH-Pampanga 3rd DEO BAC for
authentication.
7. A complete set of Bidding Documents may be purchased by interested Bidders from the
address below and upon payment of non-refundable fee for the Bidding Documents in
the amount of (stated above).
8. It may also be downloaded free of charge from the website of the Philippine Government
Electronic Procurement System (PhilGEPS) and the DPWH Website www.dpwh.gov.ph,
provided that bidders shall pay the fee for the Bidding Documents not later than the
submission of their bids.
Payments can be made at any DPWH field office. The submission of the Original Receipt
(OR) for payments of bidding documents issued by any DPWH field office is sufficient for
the BAC of this Office to process the electronic eligibility evaluation of contractors.
The Department of Public Works and Highways (DPWH) will hold a Pre-Bid Conference on
March 14, 2014, 10:00 A.M. at the DPWH-Pamp. 3rd District Engineering Office,
Angeles City, which shall be opened only to all interested parties who have purchased
the Bidding Documents.
9. Bids must be delivered to the address below on or before March 27, 2014, 10:00 A.M.
at the DPWH-Pampanga 3rd District Engineering Office, Angeles City, this
Office. All bids must be accompanied by a bid security in any of the acceptable forms
and in the amount stated in ITB Clause 18.1.
Bids will be opened in the presence of the bidder’s representatives who choose to attend
at the address below. Late bids shall not be accepted.
10. The Department of Public Works and Highways (DPWH) – Pampanga 3rd District
Engineering Office, Angeles City reserves the right to accept or reject any bid, to annul
the bidding process, and to reject all bids at any time prior to contract award, without
thereby incurring any liability to the affected bidder or bidders.
