This invitation for bids follows the procurement notice (Invitation for
Bids) for the subject package(s) which appeared in National and
Regional Newspapers on 10-09-2014This shall also be available on
APDCL’s website given at para 11.0 from 10-09-2014
2.0
Assam Power Distribution Company Limited (hereinafter referred to
as ‘APDCL’) have been entrusted to execute the Project i.e. Rural
Electrification works of Nagaon District in Assam under Rajiv
Gandhi Grameen Vidyutikaran Yojna (RGGVY)-12th Plan on behalf
of Government of Assam. The execution of the project shall be funded
out of the proceeds of financial assistance to be received by
Government of Assam/APDCL from Rural Electrification Corporation
Limited (REC) and the ownership of the project shall remain vested
with Government of Assam. The project shall be executed by APDCL
on turnkey basis and all eligible payment under the project shall be
made from the proceeds of financial assistance to be received by
Government of Assam/APDCL. For the purpose of all procurement
activities related to the aforesaid project, APDCL shall be referred to as
‘Employer’ and Government of Assam “the Owner”
3.0
APDCL, therefore, invites sealed bids from eligible bidders for the
following package(s) for aforesaid project on Domestic Competitive
Bidding basis:

This Invitation for Bids extended through media, website or written
communication or by any other means, and issuance of Bidding
Documents as per para 7.0 below shall not be construed to mean that
the prospective bidders to whom the Invitation for Bids has been
extended and/or Bidding Documents have been issued is deemed to
be an eligible bidder. The eligibility of the bidders shall be determined
as per the provisions of Bidding Documents.
3.1
This Specification covers the following scope of works:
The scope of work under the subject package includes site survey,
planning, design, engineering, assembly manufacturing, testing,
supply, loading, transportation, unloading, insurance, delivery at site,
handling, storage, installation, testing, commissioning and
documentation of all items/material required to complete the Rural
Electrification works in Nagaon district which inter-alia include
construction of New/Augmentation 33/11 kV Substation, 33 kV bay
extension, construction of 33 kV lines, 11 kV lines and construction of
11 kV & LT line, Installation of distribution transformer and providing
service connection to BPL consumer spread all over the district.
The above scope of work is indicative and the detailed scope of work is
given in the Bidding Documents.
3.2
The completion period for Package-NGN-XII/01,Package-NGN-XII/02,
Package-NGN-XII/03,
Package-NGN-XII/04 ,
NGN-XII/05
&
Package- NGN -XII/06 for Rural Electrification works of Nagaon
district in Assam under Rajiv Gandhi Grameen Vidyutikaran Yojna
(RGGVY) shall be the period as specified in ITB Sub-Clause 24.1(c).
3.3
Bidding will be conducted through the domestic competitive bidding
procedures as per the provisions of ITB/BDS and the contract shall be
executed as per the provisions of the Contract.

4.0
The detailed Qualifying Requirements (QR) are given in the Bidding
Document.
5.0
The complete Bidding Documents including tender drawings and
technical specifications are available at APDCL’s website
http://www.apdcl.gov.in Interested bidders can download the Bidding
Documents and commence preparation of bids to gain time.
6.0
Interested eligible bidders may obtain further information from and
inspect the Bidding Documents at the office of the Chief General
Manager (RE), at the address given at para 11.0 below from 11:00
hours (IST) to 14:00 hours (IST) on all working days till the sale of
Bidding Documents is open as per para 7.0 below.
7.0
The Bidders will be required to download the Bidding Documents from
the web portals mentioned in para 5.0 above. However, they will have
to pay a non-refundable tender participation fee of INR 10,000/-for
each package in the form of demand draft in favour of The Chief
General Manager (RE), APDCL, payable at Guwahati along with their
bid and provide the DD details in the web documents. The acceptance
of the bid shall be subjected to acceptance of the documents fee.
The Bidders must note the followings: i) A Bidder must get

ii) A Bidder must download the Bidding Documents and submit Pricebid electronically by using its own user ID & pass word on the
portal.
iii) A Bidder will be required to encrypt & sign its online bid using own
Digital Signature Certificate (Class-II or higher with both Signing
and Encryption Certificates). Prospective Bidders must procure
DSC before participating in the tenders.
iv) A Bidder will be required to pay a Service Fee (online) in order to
participate in the bidding process. However, viewing & downloading
of the bid doc. will be free of cost.
In case of any discrepancy between the documents downloaded by a
bidder and the official Bidding Documents (hard copy) kept at
EMPLOYER’s office i.e. the office of the Chief General Manager (RE),
APDCL, the latter shall prevail.
The Bidding Documents are meant for the exclusive purpose of bidding
against this specification and shall not be transferred to any other party
or reproduced or used otherwise for any purpose other than for which
they are specifically issued.

8.0
A pre-bid meeting will be held at the office of the Employer at Bijulee
Bhawan, Paltanbazar, Guwahati-781 001, Assam, India, on 22-092014 at 13:30 hrs to clarify the bidders various issues raised in
accordance with clause 6.4 of ITB. Further, a Training Session for
prospective bidders will be held at w.e.f. 16:30 hrs on the same day.
9.0
A Single Stage Two Envelope Bidding Procedure will be adopted and
will proceed as detailed in the Bidding Documents.
9.1
Bids must be delivered in single sealed envelopes to the address below
at or before 13:00 hours (IST) on 28-10-2014 Price breakup shall be
submitted electronically. Late bids will be rejected. First Envelope i.e.
Techno Commercial Part shall be opened on the same day i.e. 28-102014 in the presence of the bidders’ representatives who choose to
attend in person at the address below at 13:30 hours (IST). Second
Envelope i.e. Price part Envelope (excluding price breakup) shall be
opened in the presence of the bidders’ representatives who choose to
attend at the time and date at the address given in the intimation for
opening of Second Envelope in accordance with Clause 25 of ITB.
All bids must be accompanied by a bid security of ₹ 10,00,000/(Rupees Ten Lakhs) only for each package (As per Annexure to
SECTION-I(IFB), Volume-I).
10.0
EMPLOYER reserves the right to cancel/withdraw this invitation for bids
without assigning any reason and shall bear no liability whatsoever
consequent upon such a decision.
11.0
