A RESOLUTION DECLARING CANCELLATION OF THE ABSTRACT OF AWARD
AS PER RFQ NO. 2014-06-00108 PROCUREMENT OF 9200 PIECES BWD 2015
HANGING CALENDAR AND AMEND THE MODE OF PROCUREMENT FROM
SHOPPING TO PUBLIC BIDDING OF THE SAME PROCUREMENT
BAC RESOLUTION NO. BWD-2014AMEND-001
WHEREAS, in accordance with the pertinent provisions of RA 9184, the Balamban Water
District (BWD) Bids and Awards Committee (BAC) conceded BAC Resolution No. BWD2014SHOPPING-COMFIN-012 on June 19, 2014 recommending SHOPPING as a mode of
Procurement for 9200 pieces BWD 2015 Hanging Calendar with an Approved Budget for the Contract
(ABC) of Php 358,800.00 with Request for Quotation (RFQ) No. 2014-06-00108 and posted the same
in the website of BWD, the PhilGEPS and in the conspicuous places at the premises of BWD
continuously from June 23 to June 30, 2014;
WHEREAS, in response to the said advertisements, five (5) suppliers submitted their
quotation as follows:

WHEREAS, the BWD BAC then prepared the Abstract of Quotation as Calculated and the
Abstract of Award to be awarded to Cebu New Life Press as the Lowest Calculated Responsive
Quotation;
WHEREAS, the same Abstract of Award was approved by the General Manager of BWD and
was faxed/emailed to Cebu New Life Press;
WHEREAS, it was found out later on that the mode of procurement adopted was Shopping
when in fact, as per meeting with the BAC, it should be PUBLIC BIDDING;
WHEREAS, Section 41 of the Revised IRR of RA 9184 provides that the Head of the Procuring
Entity (HOPE) reserves the right to reject any and all bids, declare a failure of bidding, or not award
the contract if the BAC is found to have failed in following the prescribed bidding procedures;
WHEREAS, pursuant to the above mentioned provision, the Abstract of Award dated July 02,
2014 as per RFQ No. 2014-06-00108 Procurement of 9200 pieces BWD 2015 Hanging Calendar was
cancelled and effective immediately as per letter sent by Engr. Dante B. Navarro to Cebu New Life
Press cc: BWD Bids and Awards Committee dated July 08, 2014 due also to negligence on the part of
BWD BAC;
NOW, THEREFORE, in the light of the foregoing considerations, we the members of the
Balamban Water District (BWD) Bids and Awards Committee (BAC), hereby RESOLVE as it is
hereby RESOLVED to amend the mode of Procurement for 9200 pieces BWD 2015 Hanging Calendar
from SHOPPING to PUBLIC BIDDING, prepare the schedule of bidding activities and an Invitation to
Bid will be issued, published and posted in accordance with the requirements of RA 9184 and its
Revised Implementing Rules and Regulations.
Done at Balamban Water District – Conference Room, Aliwanay, Balamban, Cebu, this 9th day
of July, 2014.
