Nuzhat Salamat Mr. Anis Alam Dr. Arshad Malik Mr. Usman Waheed The Islamabad Blood Transfusion Authority (IBTA) organized an Inspection Preparatory Workshop for Registration and Licensing of the Blood Banks in Islamabad on February 18-19, 2014. The workshop was attended by the management and technical representatives of 14 blood banks operating in the Islamabad Capital Territory. Representatives from the provincial authorities were also invited to attend the workshop as Observers. Experts from GIZ and KfW were also present on the occasion. The workshop highlighted the significance of the need for regulation in transfusion medicine, and increased the awareness of participants on licensing procedures, basic blood bank services, documentation and the utilization of operational tools developed by the Safe Blood Transfusion Programme. Technical presentations were made by eminent haematologists and transfusion medicine experts. The experts included Prof. Khalid Hasan, Former Chairman IBTA, Prof. Haroon Khan, Consultant Pathologist PIMS, Col. Nuzhat Salamat, Deputy Commandant, Armed Forces Institute of Transfusion, Dr. Samina Amanat, Consultant Hematologist, PAEC Hospital, Prof. Ayesha Junaid, Consultant Hematologist, Shifa Int’l Hospital, Dr. Arshad Malik, International Islamic University, Mr. Anis Alam, CEO Biocare Labs, Mr. Asim Ansari, Medical Technologist, Kulsum International Hospital and Mr. Usman Waheed, SBTP. Effective and successful blood transfusion services are to a large extent a result of empowered and functional regulatory authorities. In Pakistan, there are separate regulatory authorities in all the provinces and regions instead of a single national regulatory authority. These authorities were established in the early 2000s but have either been non-functional or did not perform according to their envisaged role. The result was that the sector remained unregulated to a large extent. However, in 2012-13, as a result of the advocacy efforts of the Safe Blood Transfusion Programme, the regulatory oversight of the transfusion sector was accorded priority by the health departments especially in Punjab, Azad Jammu & Kashmir and the Islamabad Capital Territory. And the regulatory authorities in Punjab, AJK and ICT have since been reactivated. The Islamabad Blood Transfusion Authority (IBTA) is now taking a lead role to strengthen the regulation of transfusion services not only in the Islamabad region but also throughout the country. For the first time, a workshop was organized for the benefit of the blood banks seeking licenses. This initiative was taken by IBTA in cognizant of the fact that the service providers are not fully familiar with the role and responsibilities of the regulatory bodies and generally view the inspection process as a punitive measure. The interactive workshop thus provided an opportunity to not only prepare the Islamabad blood banks for their forthcoming inspections but also develop their capacities to improve their standard of services. In addition to the stakeholders from Islamabad, representatives from the provincial blood transfusion authorities were also invited to the workshop. Following the success of this pioneer workshop, the provinces have also requested the IBTA to coordinate with them and organize similar workshops in the provinces. This coordinated approach will help ensure the creation of a minimum level of standard of services and regulation. For the promotion of voluntary blood donation, the BDO network of Islamabad and SBT Programme conducted awareness seminar and screening camp at the College of Medical Laboratory Technology, National Institute of Health, Islamabad. Since the establishment of Islamabad BDO Network in January this year, this was the first activity organized by the Network. Related voluntary blood promotion and blood screening activities has been reported from Faisalabad and Jhang conducted by the Ali Zaib Foundation, an important partner organization of the SBTP.. In the month of February, the International Team Leader of EPOS, the FC component firm of KfW, paid a visit to Pakistan to take stock of the implementation of the infrastructure development work being financed by KfW. Meetings were held with the provincial managers in some provinces and also jointly in Islamabad. Contracts for the equipment vendors were also finalized this month and equipment delivery to the hospital based blood banks will be completed by June 2014. And from August 2014 onwards, the 10 newly constructed Regional Blood Centers will also be handed over to respective provincial health departments for operationalizing the services from these centers. These measures will thus enable the successful completion of the challenging first phase of the project. Prof. Hasan Abbas Zaheer Project Director The participants appreciated the efforts of the IBTA in adopting an educational approach to strengthen the regulatory work. The presentations were related to the standardized blood banks processes in the vein-to-vein transfusion chain and were very well received by the participants. The experts discussed in detail the quality criteria in each section. A detailed discussion on the inspection checklist was also done. The workshop also included a field visit to the Armed Forces Institute of Transfusion, Rawalpindi, to enable the participants to observe the functioning of an ISO certified transfusion center providing services in compliance with the international recommendations. During the visit to AFIT, Col. Nuzhat Salamat, Deputy Commandant, provided an overview of the blood banking system at AFIT and the process of ISO accreditation. FREE HEPATITIS B & C AND HIV SCREENING CAMPS ORGANIZED BY ALI ZEB FOUNDATION Jhang Ali Zaib Blood Transfusion Services Center in coordinance with SBTP organized a successful free Hepatitis “B” Hepatitis “C” and HIV Screening Camp on January 28, 2014 at Jhang. The objective of camp was to encourage the general public to check their HIV & Hepatitis states. The comers were given leaflets containing information related to the diseases. In these screening camps, the patients with positive results were guided for the medical treatment with respective diseases. People from all segments of urban as well as rural communities participated in the said camp. 229 people were screened out of which 53 people with Hepatitis “C” and 13 people with Hepatitis “B” were found infected. However not a single individual was found infected with HIV. An awareness lecture about blood infections such as Hepatitis “B”, Hepatitis “C” & HIV was also organized there. Faisalabad Ali Zaib Blood Transfusion Services organized another free Hepatitis B, Hepatitis, C and HIV 1 & 2 screening camp at Police line Jail Road Faisalabad on February 10, 2014. SP Operations Mubashire Maikan and the other high ranked police officers participated in this camp. Various ranked Police officers and the constables were screened. Moreover, an awareness lecture about blood diseases such as Hepatitis “B”, Hepatitis “C” & HIV was also organized. Awareness Seminar and Blood Screening Camp at CMLT, National Institute of Health, Islamabad The Blood Donor Society, College of Medical Laboratory Technology, National Institute of Health, Islamabad, organized a seminar on voluntary blood donation on February 20, 2014. Prof. Hasan Abbas Zaheer, Project Director SBTP was invited as a guest speaker. The seminar was attended by the students and faculty members of CMLT. Prof. HA Zaheer, during his lecture, informed the participants about the government’s system reforms in the blood transfusion sector with special reference to voluntary blood donation. He also highlighted the need for networking of blood donor organizations and emphasized the CMLT Blood Donor Society to become part of the Islamabad BDO Network where other universities BDOs are brought at a single platform to work towards increasing awareness among youth. Principal CMLT, Mrs. Bedar Bakht appreciated the efforts of SBTP for creating a platform for BDOs to work for this noble case. A blood screening camp was also organized on the occasion. Guenter Merk, Team Leader, EPOS 9th Mission to SBT project Mr. Günter Merk, Team Leader SBTP, EPOS Health Management completed his 9th mission to Safe Blood Transfusion Project from 27 Jan to 15 Feb 2014. During his visit to provinces, he met Prof Dr. Mahfooz-urRahman, Provincial Manager Punjab, Dr. Zahid Hasan Ansari, Provincial Manager Sindh, and GQS contractor Sindh to discuss the project progress and resolve bottlenecks affecting the implementation of the Project. In addition, he met with Dr. Ghulam Asghar Abbasi, Chief Health, P&D Division Islamabad, KfW & GIZ representatives and Prof. Dr. Hasan Abbas Zaheer, National Coordinator, Ministry of National Health Services, Regulations and Coordination to discuss the project implementation and next-steps. Mr. Zahid Mahmood, National Team Leader also accompanied him during the field visit and meetings with partners. SBTP Provincial Coordination Meeting held in Islamabad on Feb 12, 2014 To discuss the operationalization of under construction 10 state-of-the-art regional blood transfusion centres (through KfW – German Development Bank), EPOS organized a provincial coordination meeting of the provincial managers in Islamabad on 12th February 2014. The blood transfusion managers from Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan and AJK were present. The meeting was attended by Dr. Guenter Merk, Mr. Zahid Mahmood (EPOS), Dr. Khawaja Aftab Ahmed (GIZ) and Prof Dr. Hassan Abbas Zaheer (M/o NHSRC & CAD). In the meeting, each province shared current status of blood transfusion activities and agreed to develop a detailed plan for timely operationalization of regional blood centres including release of PC-1 funds, recruitment of staff and procurement of consumables & vehicles. The representatives of GIZ and EPOS presented phase-II activities to be supported by the GIZ and KfW and provincial Departments of Health. Provinces sign Contract for Rs. 251 million for Supply of Equipment to 59 Hospital Based Blood Banks On 12 February 2014, the five provinces and the state of AJK signed contract worth Rs. 251 million (Euro 1.743 million) with M/s Global Marketing Services and M/s Pak Glorious for supply of equipment to 59 public sector hospital based blood banks of the departments of health Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan and AJK. M/s Global Marketing Services and M/s Pak Glorious will deliver equipment to the selected blood banks by June 2014. The cost of equipment will be paid by KfW – German Development Bank. It's a non-profit, student run, volunteer organization with the mission to focus the energies of our student body towards voluntary work and community service in order to bring a better change in our society. With diverse focus areas ranging from basic human values, women rights & religious moderation; working for orphanages, special children and old homes; free tutoring & education; first Aid; disaster response and recovery; Blood Donations and Eye Donations; NCSC has held various events within and outside NUST in order to promote heath, education, social issues and solutions etc. With more than 3000 students associated, and mentored by Talat Hussain, NCSC continues to grow and expand the boundaries of the community service work being done and sparking the spirit of love and compassion in the students. Eye donation will cards signed by volunteers for 300 blind. One floor of free eye hospital (REDO) renovated and decorated. Thrice a day free tutoring camp for under privileged children. Informal school established for 80 non-school going children. Free tutoring for 110 orphans from SOS village. Connecting 600 student projects to the industry for better employability.
