Minutes of the Planning, Trees & Highways Committee Meeting held on Tuesday 9 September 2014
in the Committee Room, Parish Hall, Kings Drive, Leicester Forest East, commencing at 7.15pm.

To confirm the Minutes of the Planning, Trees & Highways Committee Meeting
held on 28/7/14 as a true record. Proposed by Councillor Darlison, Seconded by
Councillor Linnett. Carried.
PTH14/77
Matters arising from those Minutes:
(a) PTH14/71 – Planning Application – 14/0569/1/PX – David Wilson Homes EM,
land off Forest House Lane, Leicester Forest East, - The Clerk confirmed to
Members that the Planning Application had been approved by Blaby District Council’s
Development Control Committee. Members were handed a copy of the representation
made by the Clerk at the meeting.
The Chairman read out the email received from Ms. H. Bareford, David Wilson Homes
regarding the proposed footpaths from the proposed development.
Members
discussed these locations and the Clerk was asked to query with Ms. Bareford the
following:
1. Why are footpaths 2m wide
2. Request a staggard entrance on all footpaths
3. Location of footpath on to Baines Lane
Councillor Fox raised the issue of S106 monies being contributed from the
development and the Clerk advised that the Members of the Parish Council should put
forward a request (as per conditions of CIL) for monies towards the parish hall and play
equipment too. Councillor Fox also requested that the Clerk should include on the
Action List a note regarding S106 contributions from developments throughout the
parish. Clerk to action.
Members of the Committee discussed the proceedings of the Development Control
Committee and it was Proposed by Councillor P. Fox and Seconded by Councillor S.
Coar that the Clerk should contact the LRALC to ask if they know if other
Borough/District Councillors allow public participation after an Officer has reported to
the Committee Members. Clerk to action.
Members also agreed that a letter of complaint should be forwarded to the Chief
Executive of BDC regarding the proceedings of the DCC meeting. Clerk to action.

Information regarding grass cutting for 2015 – The Clerk confirmed that the County
Council would be reducing the number of cuts on the grass verges and that there was
an opportunity of parish councils to pay for these. No costs are available from the
District Council as yet. Members discussed the matter and agreed they would not
pursue this matter.

Flower Box, Hinckley Road – to consider the quotation received to repair the
flower box – A quotation of £135 has been received from Hurst Installations to repair
the flower box – Members agreed to accept the quotation – Clerk to action.
