Program Schedule Thursday, May 8th 8:00 am Registration 8:30 – 10:00 am Avoiding HIPAA Headaches Steve Wirth, Esq. and Doug Wolfberg, Esq., Page, Wolfberg & Wirth, LLC The patient privacy landscape has changed considerably with the recent implementation of the new “Omnibus Rules” imposing new privacy and electronic security obligations on providers and business associates alike. Enforcement has become more aggressive and the penalties have never been steeper. The HIPAA experts from PWW will bring you up to speed on all the new rules – and help prevent HIPAA complacency from slipping into your ambulance service. 10:00 – 10:30 am Break (vendor area) 10:30 am – Noon Ready for Landing? ICD-10 is on Final Approach! Steve Wirth, Esq. and Doug Wolfberg, Esq., Page, Wolfberg & Wirth, LLC ICD-10 codes will be landing into our space in just a few short months. You need to fully understand this entirely new coding system and how ICD-10 codes “fit” into the realm of ambulance reimbursement. PWW attorneys and consultants have developed practical strategies for integrating these new codes into a manageable system that can help you: 1) increase the accuracy of claim submission, 2) improve the “specificity” in PCR documentation that the new codes will require, and 3) better ensure reimbursement compliance. This session will provide the latest updates from the government on ICD-10 implementation and discuss strategies for effective use. We’ll cover the important distinctions between the various “codes” that are used in the field of ambulance billing and how to make them more manageable and less time consuming for your staff. Noon – 1:00 pm Lunch (provided) Visit the vendors 1:00 – 2:30 pm Annual Medicare Update Amy Ascher and Sharon Cardinale, Provider Outreach and Education, Novitas Solutions 2:30 – 3:00 pm Break (vendor area) 3:00 – 4:00 pm Novitas Ground LCD Update and ICD-10 Roundtable Novitas is expected to release their revised Ground Ambulance Local Coverage Determination (LCD) Policy around April 10, 2014 with ICD-10 codes. You will hear about the ICD-10 codes and from Novitas earlier in the day. This session will allow you to provide feedback on how this will affect your service and feedback to the AAP as we develop comments for Novitas for reconsideration of their policy. 4:00 – 4:15 pm Break (vendor area) 4:15 – 5:30 pm The ACA and Your Subscription Program JR Henry, Director, Valley Ambulance Authority The seminar will provide an overview of how health care reform and the Affordable Care Act (ACA) are impacting your ambulance subscription/ membership program. JR will discuss practical ways to evaluate your program and offer new best practices designed to enhance your subscription program revenue. 5:30–7:00 pm Vendor Reception Friday, May 9th 8:00 am Continental Breakfast (provided) 9:00 – 10:30 Patient Account Collections – Use Your Words Carefully Maggie Adams, EMS Financial Services, Inc. Today, providers need to worry about patient satisfaction while trying to collect money. To make matters worse, the next year is likely to bring a significant increase in self-pay account balances with the advent of High Deductible Health Plans (HDHP). These plans will require many patients to have high deductibles leading to a potential for self-pay to rise to 30% of the average provider’s accounts receivable balance. Changes from the Affordable Care Act require a different approach to internal collection procedures with new definitions for “extraordinary collection activities.” This session discusses best practices in self-pay account resolution for results as well as to maintain compliance. We will discuss emerging technologies and proposed new regulations on the horizon. We will also address the effect of recent decisions on written and verbal communications with patients. 10:30 – 10:45 Break (vendor area) 10:45 – 12:15 pm The Vulnerable Population – More Medicaid Patients, More Managed Care Maggie Adams, EMS Financial Services, Inc. Whether your state embraces federal money from the Affordable Care Act to help cover the uninsured, or if your state has developed its own plan, the bottom line is that there will be more patients covered by Medicaid. For many, that means more movement to Medicaid managed care. This timely session will cover the issues ambulance providers will need to address in order to ensure they receive proper reimbursement from Medicaid and Medicaid managed care. This presentation will also touch on trends in reimbursement for services not transportation-related i.e., treatment without transport service rendered through the up and coming concept of community paramedicine. 12:15 pm Conference Wrap Up Dean Bollendorf, President
