Faculty
Maggie Adams — Maggie Adams is the president of EMS Financial
Services, with over 20 years experience in the ambulance industry as a
business owner and reimbursement and compliance consultant. Known
for a practical approach and winning presentation style, Maggie has
worked with medical transportation providers and billing companies of all
kinds to support their billing, auditing, and documentation training efforts.

J.R. Henry — J.R. has more than 35 years of experience as an
Paramedic, administrator and firefighter. During his career, Mr. Henry
has become well known as an expert in the area of ambulance service
operations, management and reimbursement related issues. J.R.
currently serves as the Executive Director of Valley Ambulance Authority
which serves 16 communities in the western suburbs of Pittsburgh.
Starting in 1979, J.R. served as the Executive Director of the Ross/West
View Emergency Medical Services Authority for more than 20 years.
From May 2002 through July 2004, J.R. was the Managing Consultant
for PWW Consulting Inc., located in Mechanicsburg, PA. J.R. founded
his consulting firm in 1982 and has provided consulting services and
seminars to hundreds of EMS and Fire Department organizations,
hospitals and municipalities, across the nation. In addition to his
administrative and consulting activities, Mr. Henry is a Paramedic and
a Vehicle Rescue Technician. J.R. is also a life member of the West View
Volunteer Fire Department. He also holds membership in numerous local,
state and national EMS organizations. He served as the President of the
Pennsylvania Emergency Health Services Council from 2005 to 2012 and is
currently a Board Member for the Emergency Medical Service Institute and
the Allegheny County EMS Council. J.R. Henry also currently serves as the
Mayor of the Borough of West View. Prior to his appointment as Mayor in
2006, J.R. was an elected member of the Borough Council since 1988. J.R.
also serves as the Borough’s Emergency Management Coordinator.
Stephen R. Wirth, Partner — Steve Wirth is an attorney and partner,
along with Doug Wolfberg and the late Jim Page, of Page, Wolfberg &
Wirth, LLC. The firm represents ambulance services, municipalities, fire
departments, hospitals, and other organizations across the country in a
wide range of medical transportation, reimbursement, compliance, labor
and employment, and corporate law issues. Steve has over 35 years
of experience as an EMT, paramedic, flight paramedic, EMS instructor,
fire officer, and EMS administrator. He recently completed two terms
as a member of the Panel of Commissioners for the Commission on
Accreditation of Ambulance Services (CAAS), the national ambulance
service accrediting body, and served as Chair during his final term. Steve
is a dynamic and frequently sought after speaker at regional, state and
national conferences on a variety of EMS, fire service and public safety
subjects. He has authored numerous articles and book chapters on a wide
range of EMS management, reimbursement, risk management, corporate
compliance and workplace law topics. He is a contributing writer for
Journal of Emergency Medical Services (JEMS), and EMS Insider.
Steve co-authored the highly acclaimed Ambulance Service Guide to
HIPAA Compliance and numerous other popular compliance manuals
and video training programs produced by PWW. He enjoys teaching
and is an adjunct professor for the University of Pittsburgh and George
Washington University EMS degree programs. Steve graduated cum
laude from Duquesne University School of Law and was a member of the
school’s national trial advocacy competition team. He also has a Masters
Degree in Health Services Administration from Gannon University in Erie
with an emphasis in organizational behavior. He remains in touch with
patient and field provider issues as an active EMT and nationally certified
firefighter with Hampden Township Fire Rescue where he serves as
Incident Safety Officer and Medical Officer. Steve is also a life member
of the Nippenose Valley Vol. Fire Co. near Jersey Shore, PA where he
started his public safety career as a junior firefighter and served as
Deputy Fire Chief. He serves on the boards of the Pennsylvania Fire
and Emergency Services Institute, the Pennsylvania EMS Provider
Foundation, and the Hampden Township Fireman’s Relief Association.
Douglas M. Wolfberg, Partner — Doug Wolfberg is an attorney
and founding partner of Page, Wolfberg & Wirth. PWW represents
private, public and non-profit EMS organizations, as well as billing
companies, software manufacturers and others that serve the nation’s
ambulance industry. Doug has been involved in EMS for more than 30
years, becoming an EMT at age 16 — and his entire professional
life since then has been dedicated to EMS. He was also an EMS
instructor, and served as an EMS administrator at the county, regional,
statewide and Federal levels, including the United States Department
of Health and Human Services. His engaging and humorous
presentation style has been featured at EMS conferences nationwide.
Doug’s work as an ambulance industry attorney and consultant
focuses primarily on reimbursement, compliance, coding, business
counseling and transactions, contracts and other areas of the firm’s
practice. Doug is a Certified Ambulance Coder (CAC) and a founder of
the National Academy of Ambulance Coding (NAAC). He is admitted
to practice before the United States Supreme Court as well as
numerous other Federal and state courts. A prolific EMS writer, Doug
has authored hundreds of articles and columns, and he is an author,
co-author or contributor for many of the industry’s leading textbooks.
He serves as a member of the Journal of Emergency Medical
Services Editorial Board. Doug also served as a Commissioner of the
Commission on Accreditation of Ambulance Services (CAAS). Doug is
a graduate of Penn State University and Widener University School of
Law, where he received his law degree with high honors, graduating
magna cum laude. He holds academic appointments as faculty at the
Widener University School of Law and the University of Pittsburgh.
When not working as an attorney, consultant or educator, Doug is an
avid bicyclist, and plays guitar in a Harrisburg, PA area rock band.

ICD-10 codes will be landing into our space in just a few short months.
You need to fully understand this entirely new coding system and
how ICD-10 codes “fit” into the realm of ambulance reimbursement.
PWW attorneys and consultants have developed practical strategies
for integrating these new codes into a manageable system that can
help you: 1) increase the accuracy of claim submission, 2) improve the
“specificity” in PCR documentation that the new codes will require, and
3) better ensure reimbursement compliance. This session will provide

discuss strategies for effective use. We’ll cover the important distinctions
between the various “codes” that are used in the field of ambulance billing

ICD-10 Roundtable
Novitas is expected to release their revised Ground Ambulance Local
Coverage Determination (LCD) Policy around April 10, 2014 with ICD-10
codes. You will hear about the ICD-10 codes and from Novitas earlier in the
day. This session will allow you to provide feedback on how this will affect
your service and feedback to the AAP as we develop comments for Novitas
for reconsideration of their policy.

The seminar will provide an overview of how health care reform and the
Affordable Care Act (ACA) are impacting your ambulance subscription/
membership program. JR will discuss practical ways to evaluate your
program and offer new best practices designed to enhance your
subscription program revenue.

Patient Account Collections –
Use Your Words Carefully

Today, providers need to worry about patient satisfaction while trying to
collect money. To make matters worse, the next year is likely to bring
a significant increase in self-pay account balances with the advent of
High Deductible Health Plans (HDHP). These plans will require many
patients to have high deductibles leading to a potential for self-pay
to rise to 30% of the average provider’s accounts receivable balance.
Changes from the Affordable Care Act require a different approach to
internal collection procedures with new definitions for “extraordinary
collection activities.” This session discusses best practices in self-pay
account resolution for results as well as to maintain compliance. We
will discuss emerging technologies and proposed new regulations
on the horizon. We will also address the effect of recent decisions on
written and verbal communications with patients.

More Managed Care

Whether your state embraces federal money from the Affordable
Care Act to help cover the uninsured, or if your state has developed
its own plan, the bottom line is that there will be more patients
covered by Medicaid. For many, that means more movement to
Medicaid managed care. This timely session will cover the issues
ambulance providers will need to address in order to ensure
they receive proper reimbursement from Medicaid and Medicaid
managed care. This presentation will also touch on trends in
reimbursement for services not transportation-related i.e., treatment
without transport service rendered through the up and coming
concept of community paramedicine.
