Meeting 10th April 2014.
Minutes

Present:Cllr Woodley, Cllr Higgins, Cllr Hartwell, Cllr Rossiter, Cllr
GMorgan, Cllr K Morgan, Cllr Brock, Cllr M Walters, Cllr Rob Davies.
RCTCBC Cllr Gareth Thomas.

2014/22 Disclosure of personal interests: none save that Cllr K Morgan
will take no part in planning decisions.
2014/23 CBC reports
Cllr K Morgan: Issues arose over the continued use of the Health suite in
Aberdare and representations are being made to continue it.
It is expected the 14th May will be the date for RCTCBC to discuss and
decide upon of phase 2 of the cutbacks.
Cllr Morgan had received confirmation that no hazardous waste was to be
involved in the Enviroparks project nor was any included in the
description of the current proposed plans.
Phase 1 was to proceed with an increase in traffic likely. There had been
some issues with WAG to be resolved first .It was anticipated it would not
be long before phase 2 commences. Further enquiries would continue .
There had been a report of dumped furniture in Llys Cynon and this had
now been resolved..
The Hirwaun car park wall is in poor repair . It is considered safe at the
moment ,but will be reduced in height as soon as possible..
There is a suggestion Maescynon road will be resurfaced.It is classed 4a)
and some work had been done.
Cllr Hartwell asked if there could be a dog warden arranged to patrol the
area .Cllr Morgan will make enquiries.
RCTCBC Cllr Thomas
As far as lights in Llwyn Onn Penderyn were concerned a site visit had
taken place with RCT Homes.Further enquiries ar ein hand to see if lights
can be installed.
There were a series of issues regarding the bus service in Penderyna and
bus stops. Discussions and enquiries were going. there was a wider issue as
to access to the bus stops by wheelchair users ,particularly at Llwyn Onn.
This was being followed through.
As far as the footpath outside Garreg Wen in Pont Pren was concerned it
was obstructed by an overgrown hedge. Highways were to serve notice on
landowner too get remedy the obstruction .
Ferrari’s Bakery building: RCTCBC had been informed of the safety
concerns and were contacting the owners to secure it up. The building was
anticipated to be earmarked for demolition.It had planning for conversion
into a food store but there was no information as to whether one buying
the plot.
Church rd Penderyn: Further enquiries had taken place in respect of the
wall at the rectory. The landowner had been instructed to make the wall
safe.
The issues over the Road Traffic Signs outside Penderyn School were
continuing. The order for the replacements was being sent elsewhere. They
are due to be replaced and a timetable is being requested.
Cllr Woodley drew cllr Thomas attention to fly tipping in the foel rd Cllr
Thomas will take it up with RCTCBC.
2014/24 The minutes of the March meeting were approved and adopted.
Proposed cllr M walters seconded cllr J Higgins.
Matters arising: discussed progress on website.The Clerk brought the
meeting up to date with present progress and it seems the council was
almost ready to publish the site.
2014/25
Reports for subcommittee .The subcommittee to consider the guidance on
disposal of community playing fields had met and agreed its response .The
Clerk will be drafting the response for the next meeting

Reports from Community councillors
Cllr Walters : The Short Mat Bowls club had an excellent day in the village
hall yesterday. It was well attended and it was an encouraging event for
community involvement.
Cllr Davies drew the Council’s attention to the state of the boundary wall at
St Lleurwgs . It was believed to be unsafe in parts.
Action 1 : write to the Church drawing this to their attention and asking
for remedial work to be done.
2014/27
Clerks report
The clerk appraised the meeting of the Council’s financial position with
income outgoings and balances. The Council decided that the contingency
fund presently in the Cooperative Bank should be moved to a different
bank and a separate current account could be opened for the village hall
incomes. The council agreed that the figure to be invested in the new bond
should be £70,000.
Council was reminded that as it was at the end of the financial year the
accounts would need to be audited and the Council approved the
appointment of a new auditor as recommended by the clerk.
The clerk had looked at the consultation on amendment to by law
procedure and drew the councils attention to the general plan. Council
agreed no representation was needed.
The clerk drew the Council’s attention to particular training course which
he felt might benefit the council in the current financial climate. It was
agreed that the council would book a course with several councillors
showing interest.It was likely that other Community Councils would send
delegates and contribute towards the cost.
The clerk drew the councils attention to a planning application that had
arrived too late to be included in its own right.It concerned external
cladding on houses in Dolgynnog Penderyn and the council had no
objections.
The clerk had been making enquiries in respect of floral displays for the
village. Councillors were reminded that RCTCBC had agreed to provide
these with the Community Council being responsible for the largest part of
the cost.The agreement had been reached at an early stage to provide for
the council getting seeds and seedlings etc..Subsequently RCTCBC had
withdrawn from this agreement on short notice and with insufficient time
to make alternative arrangements .The Community Council had been left in
a difficult position and enquiries had failed to find a suitable replacement
supplier. The council agreed it would place orders at the usual time later
this year with a different supplier and noted that other community councils
would be doing the same.
The Council was informed of:
A new consultation on law making and draftsmanship- no response needed.
Correspondence from WAG on the flooding to the underpass to the Welfare
and Noted that it was intended to clean the silt in the area more regularly.
The Council were informed of the date of the next BBNP local access forum.
The council agreed to proceed with repair works to the porch floor of the
Village hall.
There being no other business the meeting closed at 7.50pm.
