HURONIA REGIONAL SHORT COURSE CHAMPIONSHIPS 2015 January 30 - February 1, 2015 Hosted By Orillia Channel Cats Muskoka Aquatic Club At Bracebridge Recreation Complex Bracebridge, Ontario SWIMMING CANADA COMPETITION WARM-UP SAFETY PROCEDURES Meet Management for all sanctioned Canadian swimming competition must ensure the following safety procedures are applied. It is incumbent on coaches, swimmers, and officials to comply with these procedures during all scheduled warm-up periods. Coaches are requested to encourage swimmers to cooperate with Safety Marshals. GENERAL WARM-UP: Swimmers must enter the water FEET FIRST in a cautious manner, entering from a start or turn end only and from a standing or sitting position. Running on the pool deck and running entries into the pool tank are prohibited. Meet Management may designate the use of sprint or pace lanes during the scheduled warm-up time. Any such lane usage must be communicated either in pre-competition handout, announcement or deck signage. Diving starts shall be permitted only in designated sprint lanes. Only one-way swimming from the start end of sprint lanes is permitted. Notices or barriers must be placed on starting blocks to indicate no diving during warm-up. EQUIPMENT: Kick Boards, Pull-Buoys, Ankle Bands, and Snorkels are permitted for use in the scheduled warm-up time. Meet Management may permit use of tubing or cord assisted sprinting in designated lanes and during specific times of the warm-up only. Coaches are responsible for equipment reliability and use. Hand paddles, drag chutes, and flippers / fins are not permitted during any warm-up at any time. VIOLATIONS: Swimmers witnessed by a Safety Marshal diving or entering the water in a dangerous fashion will be removed without warning from their first event following the warm-up period in which the violation occurred. In the case of a second offense during the same competition the swimmer will be removed from the competition in its entirety. A provincial disciplinary action or report may be filed. SAFETY MARSHALS: The Safety Marshal is a trained position designated by Meet Management. Safety Marshals shall: Be visible by safety vest Be situated at each end of the competition tank and when applicable, similarly situated in designated warm-up tanks when pre-competition warm-ups are scheduled. Actively monitor all scheduled warm-up periods. Ensure participants comply with warm-up safety procedures and report violations to the Referee. PARA-SWIMMER NOTIFICATION: Coaches are requested to notify Safety Marshals of any Para-swimmers participating in warm-ups where necessary and at the coach’s discretion. The psych sheet will be posted on www.huroniaswimming.ca by Jan. 23rd, 2015. Entries: Entries must be submitted using the SNC On-Line process at www.swimming.ca Deck entries will not be permitted. Entry Limits: Each swimmer may swim up to a maximum of six (6) individual events. Each swimmer may swim in up to a maximum of three (3) relays. Coach’s Registration: Meet management will cross-reference the list of coaches in attendance at this competition with the Swim Ontario Compliancy lists. If a coach is not on this list, meet management is obligated to enforce the SNC policy and not permit that coach to attend meet. Meet management will forward Swim Ontario a list of coaches who they have found to be in noncompliance PARA Swimmers: All swimmers must have a current and valid classification. If a swimmer is registered as a para swimmer, the coach at their discretion may enter their para swimmer up to 6 events excluding the 400, 800 and 1500's events. No separate events will be setup for PARA swimmers. Swimmers times will count as PARA times but no Regional, Provincial, or National records will be recognized. No separate awards will be presented to PARA swimmers. Age Groups: 10 & Under, 11&12, 13 & 14, 15 & Over Fees: $ 8.50 $ 12.00 $ 1.00 Per Individual swim Per Relay swim Per Swimmer Surcharge ($1.00 OSOA) Please make cheques payable to Muskoka Aquatic Club Eligibility: This meet is restricted to swimmers registered with Swim Canada as “Competitive” swimmers, who swim with clubs in the Huronia Region. All swimmers must have achieved at least one Huronia SC Qualifying Time Standard at a sanctioned meet and they must enter this event in the meet. All entry times will be converted to short course times, using the default conversion factors in Hy-Tek Meet Manager and then seeded accordingly. Swimmers may enter up to a maximum of five (5) bonus events. To enter the 400m, 800m and 1500m events the swimmer must meet the Huronia Qualifying Time Standard. They may not be used as a bonus event. Swimmers with a NT for a seed time will not be accepted. A swimmer with a NT will not be permitted to swim that event. This includes bonus events. Proof of Times: Coaches and Club Presidents are required to sign and submit the proof of times certification agreement found in this document when they submit their entries. Entries submitted without the proof of times certification agreement will not be accepted. Entries found not to be in compliance with the entry requirements may result in the individual swimmer and club being ineligible for entry into the competition. Failed Swim: In order to control the practice of entering swimmers who are not qualified to swim at the Regional Championships meet the region has instituted a $50.00 fine for a swimmer who does not make at least one qualifying time (Huronia SC Qualifying Time Standard). Upon being notified of a swimmer who has not made at least one Huronia SC Qualifying Standard the Club will have 30 days from the notification date to provide proof of time or pay the fine to the Muskoka Aquatic Club. Scratches: Scratches from preliminary and time final events must be made to meet management 30 minutes prior to the start of the session. Scratches from finals must be made within 30 minutes of the completion of the preliminary session to allow for proper seeding and notification of alternatives. Late scratches from finals must be made up to 30 minutes prior to the start of the finals session. No scratches will be allowed after this point. Any swimmers that do not show up for their events after this deadline will be removed from all further events for that finals session. Relays: Relay cards are due 30 minutes before the start of each session. Any relay cards not received at these times will be scratched. Meet Rules: Current SNC rules will apply to this meet. SNC Warm up procedures will be in effect. The FINA one start rule will apply. The 800 and 1500 Free will be seeded by time regardless of age group. Heats will be run fastest to slowest, as time finals and alternating between female and male events. All events for 12 & under will be run as timed finals and slowest to fastest. The 13 & over age group events will be run as preliminary and finals except the 400m events and relay events which will be swum as Timed Finals. A "B" final will be run in events that have greater than 16 swimmers at the entry deadline. Heats may be combined at the discretion of the Session Referee. Meet Management reserves the right to change the warm up start times depending on entry subscription. Meet Management reserves the right to double up the distance events. "On Deck Policy: Only accredited competitors, coaches, staff and officials are allowed on deck. The maximum capacity on deck is 275.” No session will be greater than 4.5 hours. The full results will be available on the SNC website, www.swimming.ca within 48 hours of the completion of the event. Coaches Meeting: Coaches meeting will take place at 8:00am on Saturday morning. Coaches Information: Swimmers are not allowed to eat on deck. This will be strictly enforced by Meet Management, Lifeguards and facility personnel. Swimmers must go off deck to eat. Coaches are responsible for their swimmers conduct at all times before, during and after the meet. There will be a Clerk of Course for sessions 2,4,5, and 7 and the Marshal will be there for sessions 3 and 6. Coaches are responsible to have their swimmer behind the blocks for their event and heat. Officials: Each club must provide at least one (1) Official per AM and PM session, for every 10 swimmers entered into that session. Each club must provide at least one (1) Official at each of the Finals sessions provided that the club has a swimmer participating in that session. Each team must provide a list of the Officials available for each session to the host clubs Official Coordinator. The Officials names that are provided may not be used during that session but they will be counted in determining the clubs compliance with these rules. Clubs that have entries in the 800 and 1500m events must provide one (1) Official for every three (3) swimmers entered. Officials will be able to sign up for each session online at www.osoa.ca. Any club that does not provide the required Officials will be penalized at $50.00 per Official per session. This will be enforced by meet management and awards will be withheld pending payment of the fine payable to HRSA. Swimsuit Rules: MATERIAL The material of swimwear will definitively be constituted only by textile fabric(s). The FINA definition of “textile” currently is: “Material consisting of, natural and/or synthetic, individual and non-consolidated yarns used to constitute a fabric by weaving, knitting, and/or braiding. SHAPE MEN: swimwear shall not extend above the navel or below the knee. WOMEN: swimwear shall not cover the neck, extend past the shoulder, nor extend below knee. No zippers or other fastening system is allowed. Swim Ontario policy: “Meet Management acknowledged the SO policy with banning the future use of split times as official times and requires that any coach wishing to rely on a time achieved by the swimmer for an interval shorter than the total distance of the event shall so advise the Referee prior to the commencement of the session (or event) in question. In such a case, Meet Management and the Referee will undertake all appropriate steps as prescribed by their training to assure the quality and integrity of interval times. Any time collected according to this request will subsequently be recorded in a separate event of the appropriate distance and stroke created for such a purpose." Swimming/Natation Canada Rule SW 10.1 Item 5 "where, due to facility or time limitations, swimming separated by gender would not permit all swims to be completed while offering reasonable opportunities to swim for all participants, and in particular on an equitable basis for swimmers of each gender. In spite of this rule, any swimmer who achieves a record time at any level (club, regional, provincial, national, etc, whether age-group or open) will not be recognized for that record unless the coach has advised the referee prior to the start of the session in which the is to be contested that there is a possibility of the record being broken, and the referee ensures that the swimmer competes with competitors of the same gender for his/her heat. In the event that mixed gender swims are permitted pursuant to this policy, the results still be posted separately by the gender of swimmers.
