Hoofdstuk 1 Algemene bepalingen Uitvoeringsregeling OER HZ
1.1 algemeen
1.1.1
De onderwijs- en examenregeling (OER HZ) omvat de kern van de onderwijs binnen de HZ. Dat
document geeft een algemeen beeld van alle opleidingen die door de HZ worden verzorgd. De OER
HZ bevat instellingsspecifieke bepalingen, die dus voor de gehele HZ gelden. Voor elke opleiding
wordt jaarlijks door het college van bestuur een opleidingsspecifieke Uitvoeringsregeling OER HZ
(hierna: Uitvoeringsregeling) vastgesteld.
1.2 opleidingscommissie
1.2.1
De opleidingscommissie wordt in de gelegenheid gesteld om voorafgaand aan de vaststelling van de
betreffende Uitvoeringsregeling advies uit te brengen aan het college van bestuur.
1.2.2
De opleidingscommissie beoordeelt jaarlijks de wijze van uitvoering van de onderwijs- en
examenregeling en de betreffende Uitvoeringsregeling.
1.3 academiedirecteur
1.3.1
De betrokken academiedirecteur is verantwoordelijk voor:
a. de uitvoering van de OER HZ;
b. invulling en uitvoering van de Uitvoeringsregeling;
c. jaarlijkse evaluatie ten behoeve van het college van bestuur van de OER HZ en de
Uitvoeringsregeling, waarbij hij het tijdsbeslag weegt voor de studenten, dat daaruit voortvloeit ten
behoeve van de bewaking en zo nodig bijstelling van de studielast (art. 7.14 WHW);
d. voorbereiding van aanpassingen van de Uitvoeringsregeling.

2.1.2
Deficiëntie-onderzoek (art. 2.4 OER HZ)
De bezitter van een diploma die niet voldoet aan de voorwaarden voor inschrijving (deficiëntie) kan
worden ingeschreven onder de voorwaarde dat blijkens een onderzoek wordt voldaan aan inhoudelijk
daarmee vergelijkbare eisen. Aan deze eisen moet zijn voldaan voor aanvang van de opleiding (artikel
7.25 lid 5 WHW). Dit onderzoek wordt namens het college van bestuur uitgevoerd door de
examencommissie.
Bij inschrijving voor de opleiding Bachelor Maritime Operations bestaat het onderzoek uit:
schakelcursussen inclusief examens op tenminste Havo niveau voor natuurkunde en wiskunde, welke
met een 5,5 of hoger moeten worden afgerond.
2.1.3
Aanvullende eisen (art. 2.5 OER HZ)
Voor de opleiding Bachelor Maritime Operations gelden de volgende aanvullende eisen.
Bezit van een geneeskundige verklaring, waaruit blijkt dat betrokkene medisch geschikt is voor de
uitoefening van het beroep waarop de opleiding voorbereidt (Bijlage 1 bij artikel 2 van de regeling
aanvullende eisen hoger onderwijs en kunstonderwijs 2007 van de Staatscourant 2011 nr. 4421, 15
maart 2011 )

2.2 Inrichting opleiding en onderwijs, supplement bij getuigschrift
2.2.1
Opleidingsprofiel (art 3.2 OER HZ)
De praktijkgerichte opleiding Maritiem Officier van de HZ bereidt je voor op een uitdagende,
grenzeloze carrière op zee of aan wal. Je leert hoe je een schip moet runnen en onderhouden,
navigeren, laden, lossen en meer over de veiligheid en de techniek. Je leert omgaan met
hypermoderne elektronische apparatuur en geavanceerde computer- en communicatiesystemen. Ook
de zorg voor de bemanning, de lading en het milieu maak je jezelf eigen. Professionals die in de
scheepvaart en de maritiem verwante bedrijven werken, zijn schaars. Daarom geven Nederlandse
reders nog steeds een baangarantie af aan studenten van de hbo-opleiding Maritiem Officier.

Beknopte beschrijving van cursusinhoud: Before we can sail away we have to prepare the engines for startup. Merchant marine vessels have large engines which you cannot start
by simply turning the key. A lot of checks have to be performed and auxiliary systems, necessary for the running of the main engine, such as cooling water pumps, lubricating oil
pumps etc., have to be started first. In this module a lot of technical principles will be taught and trained, such as the principles of diesel engines, their alarm monitoring systems
with signals such as pressure, temperature, level and flow are being measured.

Beknopte beschrijving van cursusinhoud: Na voltooiing van de cursus Deskresearch kun je informatie -volgens internationale standaarden in verslagen/rapporten/artikelenverwerven en verwerken. Zo wordt de kwaliteit van producten die je maakt, zoals stageverslagen en afstudeerscripties steeds beter aangezien een duidelijke verantwoording van
die producten bijdraagt aan de betrouwbaarheid, uitwisselbaarheid en reproduceerbaarheid (LOOWI, 2010).
Competentie: Onderzoek doen is een vraag stellen, een methode bedenken om daarop een antwoord te krijgen, gegevens verzamelen en analyseren, een antwoord formuleren op
de onderzoeksvraag en van het geheel aan activiteiten en bevindingen aan derden verslag doen.

Beknopte beschrijving van cursusinhoud: Ship engineers operate, maintain, and repair propulsion engines, boilers, generators, pumps, and other machinery on merchant marine
vessels. Engineers stand periodic watches, overseeing the safe operation of engines and machinery. Fixing, servicing, aligning, setting up, adjusting, and testing machines, devices,

Beknopte beschrijving van cursusinhoud: Navigating a ship in a safe way is a difficult task. In order to master this competence you are trained on the radar simulator. In order to
sail safely it is very important to have excellent knowledge of the collision regulations at sea. In order to apply the regulation correctly you must be able to use the radar / ARPA
properly. The intended voyage plan depends upon a proper analysis of the expected weather. When sailing (in the real world) the expected marine weather is an important issue.
Therefore the weather forecast must be taken into account. Communications are important, on the ship with the crew, and with other vessels and the shore. Knowledge of nautical
terms, technical language and SMCP terms is necessary. Correct use of VHF equipment and SMCP communication and knowledge of VHF communication procedures are trained on
the bridge during navigation.

Beknopte beschrijving van cursusinhoud: Maneuvering a merchant marine vessel is a very delicate task. For this task a lot of systems are made available for the captain and his
officers. There will be also external help available such as tugboats, pilots with local knowledge etc.
The systems on board are the bow thruster, the steering gear, controllable pitch propellers, the mooring and anchor winches. All these systems need to be operated and maintained
by the ship’s crew en route and during mooring. The main subjects of this course are: Maneuvering; Hydraulic; Bridge simulator exercises.

Beknopte beschrijving van cursusinhoud: In our virtual voyage we have prepared the engine room for departure. All auxiliary systems are running and we are ready to get
underway. Upon the stand-by signal from the bridge we will start the main engine. During navigation in coastal waters an engineer will be stand-by in the engineroom. He will check
if all systems are running well. At the end of his watch he will hand it over to the next shift. As soon as the pilot has departed the engine is switched over from manoeuvring mode to
seaspeed mode. When we have a steady system it is possible to switch over to UMS. In this course we will teach skills and knowledge to check the proper running of apparatus in
the engine room.

responsible for the maintenance of the engine. In this module the maintenance & repair of the main engine is looked into. This will be done by a fault in the fuel ignition system.
Something will be told about fault diagnosis, the working principle of the fuel system will be explained and in the engine laboratory some major parts of the engine will be taken
apart and repaired.

Beknopte beschrijving van cursusinhoud: The main task of the engineers on board is the smooth running of the installation at low cost. The most expensive in the running of a
merchant marine vessel is the fuel. So if by economic running of the main engine we can save fuel savings will be considerable. Therefor a good combustion in the cylinder is of the
utmost importance. For a good combustion we need air which in modern diesel engines is provided by the turbocharger(s). The performance of the blower is depending on the
power output of the engine. This and other factors can be calculated by Froude's law.

Beknopte beschrijving van cursusinhoud: In this course several aspects of maintenance on board of a merchant marine vessel are dealt with. Why, when, to what extent, at what
costs, with what labor and under whose supervision will maintenance be carried out? These questions will be answered in this course. To be able to judge the necessity and the
extension of maintenance, knowledge regarding processes of wear, corrosion, system faults, and strength of materials is an absolute necessity. Where applicable these aspects will
be drawn to attention in order to achieve optimum insight in maintenance solutions on board ships. Special attention is given to docking, classification, rules and regulations in
relation to safety and international legislation. Marpol ANNEX VI rules are discuss.

Beknopte beschrijving van cursusinhoud: The course voyage management is part of the sixth semester, in which the advanced problems of navigation and sailing are addressed.
Example: Sailing in heavy weather and quartering seas are examples of these circumstances which have a negative influence on the stability of the ship. In order to sail efficient and
safe the steering behavior of the ship is analyzed. The main subjects of this course are: Sailing in heavy weather and its problems; Automatic steering pilot and its behavior (control
engineering); ISPS; Damage stability, watertight integrity and U-tanks.

pilot project regarding sustainability and shipping. The goal of the information center is to start up nautical and technical projects regarding sustainable ways to improve shipping in
the field of safety, cost-effectiveness, human factors and environment. The information and conclusions of these projects will be shared with all parties interested during the final
presentations which will be held every semester. Projects are initiated by shipping companies, governmental organizations and maritime supporting industries.

2.2.6
Vrije compositiecursussen (art 3.12 OER HZ)
In het onderwijsprogramma van de opleiding Bachelor Maritime Operations is voor wat betreft de
eerste vier semesters alleen voor de mono-stuurman of scheepswerktuigkundige een vrije
compositieruimte opgenomen van 1,25 EC (dus niet voor het Marof-programma), voor deze
e
studenten vervolgens in het 7 semester voor maximaal 6,25 studiepunten aan VCC punten (in totaal
e
dus maximaal 7,5 studiepunten). Voor de Marofs is in het 7 semesters een mogelijkheid voor 7,5
studiepunten aan VCC-punten opgenomen.
2.2.7
Afstudeerrichtingen (art 3.10 OER HZ)
De opleiding Bachelor Maritime Operations biedt de volgende afstudeerrichtingen aan:
- De afstudeerrichting Marof: Dit getuigschrift geeft tevens aan dat is voldaan aan de
beroepsvereisten die gelden voor Hoger Maritiem Officier als bedoeld in het Besluit
Zeevaartbemanning handelsvaart en zeilvaart.
- De afstudeerrichting Stuurman: Dit getuigschrift geeft tevens aan dat is voldaan aan de
beroepsvereisten die gelden voor Wachtstuurman als bedoeld in het Besluit Zeevaartbemanning
handelsvaart en zeilvaart.
- De afstudeerrichting Werktuigkundige : Dit getuigschrift geeft tevens aan dat is voldaan aan de
beroepsvereisten die gelden voor Wachtwerktuigkundige als bedoeld in het Besluit
Zeevaartbemanning handelsvaart en zeilvaart.
2.2.8
Stage (art 3.9 OER HZ)

Voor deelname aan de 1 stage in semester 5 van de opleiding Bachelor of Maritime Operations geldt
dat de student:
- de studiepunten van de propedeuse zijn behaald

- er tenminste 45 studiepunten van het 2 studiejaar zijn behaald
- de studiepunten voor de onderwijseenheden Bepalingen er Voorkoming van Aanvaring op zee,
GMDSS en Basic Safety Training zijn behaald.

De 1 stage heeft een omvang van 30 studiepunten en bestaan uit vier onderdelen van 7,5
studiepunten, te weten a. (1 x 7,5) reflectieverslag, technische gegevens schip en weekstaten,
b. (2x 7,5) 2 verslagen/rapportages en tot slot c. (1 x 7,5) operationele taken

Voor de Bachelor of Maritime Operations gelden geen aanvullende eisen.
2.2.11
Afstuderen (art. 3.9. OER)

De 2 stage bestaat uit één course van 30 studiepunten. Hieronder vallen de (toets)onderdelen: het
maken van een onderzoeksvoorstel, de afstudeerscriptie (één onderzoeksverslag) en –presentatie,
operationele taken, het logboek van de vaardagen en een reflectieverslag.

Het afstuderen bestaat uit meerdere delen, te weten: een onderzoek bij het Kenniscentrum
Duurzaam Schip en een afstudeeronderzoek(en) tijdens de tweede stage.

Supplement bij getuigschrift (art. 6.11 OER HZ)
Bij het getuigschrift wordt een supplement gevoegd, opgesteld in het Engels.

Studieadvies

Uitwerking voorwaarden inschrijving opleiding na nbsa (art. 8.1 lid 9 OER HZ)
Er is geen andere opleiding waarvoor de student zich na een nbsa van de Bachelor of Maritime
Operations niet zou mogen inschrijven.
