MINUTES OF THE 7th MEETING OF PROJECT APPROVAL BOARD
(PAB) HELD ON 24.02.2014 AT 3.00 PM TO CONSIDER
PROPOSALS UNDER THE MODEL SCHOOL SCHEME.
7th meeting of the Project Approval Board (PAB) for the Model
School Scheme was held on 24.02.2014 in the Ministry of HRD under
the Chairpersonship of Secretary (SE&L) to consider proposals from
the State Governments of Tripura and Uttar Pradesh. As the
representatives from the State Govt. of Tripura could not participate in
the meeting physically, the proposal was considered through video
conferencing. List of participants is appended.

JS(SE.I) informed that the present proposals for new model
schools will be considered and approved by PAB on the present
normative cost of Rs.3.02 crore + 2.5% MMER for each model school
on 50:50 sharing pattern and for special category States with a
relaxation of 20% extra and on 90:10 pattern.

Tripura
4.1 Secretary, Government of Tripura acknowledged the fact that
out of the 9 EBBs of the State, 6 have already been approved by the
GoI. The present proposal is for approval of 02 blocks namely Dasda
Block in North Tripura and Rupaichari Block in South Tripura. When
enquired by the MHRD about the progress of construction and starting
of classes in the already approved schools, the Secretary, Tripura
informed that they would be starting classes w.e.f January, 2016.
However, he also assured that they would be trying their best to start
the classes w.e.f. January, 2015. It was pointed out that out of the 02
blocks proposed for approval, Dasda block was located at a distance of
12 km from the block headquarter (BHQ). Only one block namely
Rupaichari which is 5 km away from the block headquarter and
is having land parcel of 17.73 acre was approved by the PAB.
In respect of Dasda block, Secretary, Tripura himself sought time to
relocate to a suitable land nearer to the block headquarter and then
send the proposal. The PAB also ratified the proposals which were
given ‘in-principle’ approval in the earlier PAB meeting subject to State
Government submitting the revised building plans. Since the State
Government submitted the revised design and assured that whatever
would be the differential cost, will be met by the State and the work
would be started at the earliest.
5.
Uttar Pradesh
5.1. Principal Secretary, Secondary Education, Government of Uttar
Pradesh made a presentation on the present status and current
proposal of 231 model schools to be set up in as many Educationally
Backward Blocks (EBBs) in the State.
5.2 While submitting the progress of earlier sanctioned model
schools, the State Government informed that the construction of these
schools is in progress and the school buildings in respect of 147
schools are likely to be completed by August, 2014.
5.3 The slow progress of utilization of funds in the State of Uttar
Pradesh was pointed out. Principal Secretary, Govt. of UP stated that
they have sent provisional Utilization Certificates of the previous years
but it was insisted by the MHRD that the State should needs to furnish
updated Audited Statement of Accounts and utilization certificate as
required under GFRs.
5.4 It was pointed out that out of 231 model schools proposed, 3
model schools were located in non-EBBs, 11 proposals were repeated,
and 9 proposals were already sanctioned in the State earlier. Secretary
(SE&L) had taken a serious view of such type of discrepancies and
directed that in future such proposals should be straight away returned
to the State for it indicates to a basic lack of diligence at State level
which should be discouraged.
5.5 It was noticed that only 37 schools were within 5 km of the block
headquarter and were having land available as per norms and
ownership of the Government. These 37 schools were approved by the
PAB. List is at Annexure-I. It was further pointed out that the
proposed site of the model schools in large number of blocks is at a
distance of more than 5 kms. from the block headquarters. It was
recommended that the schools which are at a distance of more than 5
km from the block headquarter but less than 8 km and are having
requisite land can be considered for approval subject to state providing
required documentation viz. land was not available nearer to the BHQ,
feeder enrollment justification, disadvantaged groups are available.
Secretary, Education of UP was requested to provide the details by
10th March, 2014 subject to which 44 schools as per Annexure-II is
approved ‘in principle’.
5.6 Secretary, Govt. of UP also requested for change of 3 already
approved proposals. Secretary (SE&L) pointed out that since no valid
reasons have been given for the change, the request cannot be
acceded to.
