FUSD Proposed Option 1:

Add four (4) PD days to the start of the work year. Work day total increases from 182 to
186. Pay for these days is included in the salary increase listed below.

Increase daily instructional minutes at the middle schools by 30 minutes to align with
minutes at elementary and high school levels for student equity. $500 one time to 2014-15
MS teachers only.

Add a ten day “grace period” to overage charges at the start of each year, and five
days at the semester for secondary only.

District controlled prep twice per month at secondary schools for Professional
Development. All periods scheduled in advance.

Salary: Two-year proposal for 2013-2015. 3.5% retro for the 2013-14 school year and 7.5%
on schedule from July 1, 2014 forward.


Negotiations Counter Proposal

This document represents FUSD’s conceptual counter proposal for remaining contractual items open for
the 2013-14 school year. Upon agreement between FUSD and FTA, official contract language will be
negotiated and prepared for signature.
I.
Professional Development Days
i. The District will add two (2) additional work days on calendar to increase the
teacher work year from 182 to 184 Days permanently
ii. The District agrees to pay 1.1% (equivalent to the cost of two (2) days) on-going
on the salary schedule effective 7/1/14
II.
Increase daily instruction at all middle schools by thirty (30) minutes, on-going, to align
minutes with other levels and to enhance student instruction. The District agrees to pay
$500 one-time to all teachers affected by this increase in minutes for the 2014-15 school
year
III.
Grade Span Adjustment:
i. 2014-15: 30 (TK-3) soft cap/32 (TK-3) hard cap
ii. Parties agree the intent of grade span adjustment is to reduce class size to 28
through future negotiations
IV.
Hourly rate/Schedule ‘C’: The hourly rate and Schedule ‘C’, will be increased to the
equivalent % of the on-schedule salary increase, effective July 1, 2014
V.
Class-size overage: A ten (10) day grace period for all levels (TK-12) will be afforded in order
to balance class size at the beginning of the school year. A five (5) day grace period at the
semester will be afforded to balance class size at the middle and high school levels.
VI.
Prep Periods: The District will direct professional development during one (1) prep period
per month at the secondary with appropriate notice. This will occur on a pilot basis to be
evaluated by the District and FTA at the end of the school year.
VII.
Sixth grade prep: The District will hire one (1) music and one (1) science teacher to provide
additional instruction to sixth grade students at elementary schools to allow for one prep
period for sixth grade teachers at the elementary level. This will close the equity gap
between sixth grade teachers at the middle schools and elementary schools.
VIII.
Salary (One-Year offer)
i. 2013-14: 3.5% on schedule.
ii. The 1.1% cost for the additional 2 work days is to be deducted from the monies
available for the salary increases, yet to be negotiated for the 2014-15 school
year.
