The second phases started in early 2014 and will end late 2015. 24/09/2014 Page 3 PIT- Promoting Innovation and Technology in ASEAN Countries - GIZ Project Activities 2014-2015 • Activity 1: Stock-taking study on SMEs’ needs and potential in relation to innovation promotion and technology commercialization Status: Completed in July 2014, implemented by VDI/VDE/IT • Activity 2: Workshops and advisory support to assist COST (through SCIRD) to develop a policy framework for strategic partnership in R&D and technology development with the private sector Status: Started in September 2014, implemented by AHEAD • Activity 3: Assist institutions from AMSs to identify and develop pilot projects that contribute to intensified R&D collaboration and technology commercialization within ASEAN Status: Started in September 2014, implemented by GFA • Activity 4: Workshops and learning formats to facilitate involvement of SMEs & dialogue between between policy levels and implementing agencies Status: Ongoing activities, implemented by GIZ 24/09/2014 Page 4 GFA Consulting Group GFA Consulting Group is tasked with the management of the PPS. Our core team consists of: Dr. Klaus Altemeier (General Manager at GFA) Team Leader and Lead Evaluator 24/09/2014 Mrs. Maike Kuske Administrator of PPS and Junior Expert Dr. Maximilian Benner (PhD in Cluster Policy) Evaluator and STE Expert Page 5 Scope of PPS • What is considered an Innovation: broad approach in fostering technology and innovation, e.g. technical state-of-the-art knowledge and equipment, basic and advanced business management skills, productivity enhancement and quality management skills. • Who is an eligible applicant?: groups of SMEs such as clusters & associations, universities with focus on key targets such as involvement of women and enhancing sectors such as food, agriculture, aquaculture, garments, and rubber, and lowerincome AMS. • Leverage effect: Pilot Projects should address innovation needs of substantial numbers of existing SMEs. • ‘Partners before paper principle’: Obtaining and documenting ‘buy-in’ from institutional project partners is generally considered a key component of Milestones. • Idea: the applicant should already have framed a project idea which can be readily outlined on the application form. • Note: applicants from 4 higher-income AMS can only apply for regional projects, not for a national project. 24/09/2014 Page 6 Services provided by PPS PPS will mainly support the conceptualization, roll-out and in exceptional cases the initial implementation of the project with 4 means of intervention: 1. 2. 3. 4. Advisory support for conceptualization of PPS Workshops Access to Networks Human capacity development (GIZ) PPS support will phase out latest after one year. The project implementation itself therefore is under full responsibility of the project proponents. 24/09/2014 Page 7 PPS Procedures The Application Form will be published on the PPS Homepage together with a deadline for application. In line with international best practice in public procurement, a two-stage process is envisaged: STEP 1 Eligibility check conducted by the PPS Administrator. Eligible? YES NO application rejected, improvement possible STEP 2 Evaluation by two expert Evaluators according to specific selection criteria and using a 5-point scoring system. The 14 selection criteria are organized into 6 groups. 24/09/2014 Page 8 STEP 1 - Eligibility Criteria 1. Applicant must be eligible (ie SME grouping or relevant institutional stakeholder) 2. Project description clearly shows the relevance to innovation and technology development, and the priority subject areas 3. Target groups are clearly defined and relate to those listed as key sectors. Extent of involvement of women should also be assessed. 4. Justification of innovative character of the project is clear and valid 5.
