June 5. 2014
The Edmunds County Board of Commissioners met at 9:00 A,M, on June 5, 2014 at the county
courthouse. Members present were: Nathan Davis, Dennis Hoyle, and Delmar Schock. Absent:
Robert Olson, and Edwin Miller. Vice-Chairman Davis called the meeting to order at 9:00 A.M.
Others present for portions of the meeting were: Vaughn Beck, Barbara Braun, Lenny Braun,
Bill Larsen, and Eric Voigt.
MINUTES APPROVEDT Motioned by Hoyle, seconded by Schock to approve the minutes of the May
20,2OL4 regular meeting. Motion carried.
AMEND THE MINUTES: Motioned by Schock, seconded by Hoyle to amend the minutes of the May
2Ol4 meeting, to declare an emergency and accept the quote, in the amount of $84,480.00
from Access Elevator & Lifts Inc. to reDair the courthouse wheelchair lift, Motion carried.

9:25 A.M.
STATES ATTORNEY: Motioned by Schock, seconded by Hoyle to pay the States Attorney $1,142.85
per month for secretary assistance, for June through December 2014. Motion carried.
SURPLUS PROPERTYT Motioned by Hoyle, seconded by Schock to declare one 1998 Okidata, Model
GE8293A7 printer, county tag #OL294, serial #80781008714 as surplus county property and
discard. Motion carried
HEALTH INSURANCE: Motioned by Schock, seconded by Hoyle to approve and allow the chairman
to sign the Associated School Boards of South Dakota Health Benefits Fund Participation
Agreement, with the South Dakota School District Benefit Fund, to provide health insurance for
Edmunds County employees, effective July L,2Ol4 through June 30, 2015. Motion carried.
TRAVEL AUTHORIZATION: Motioned by Schock, seconded by Hoyle to allow Sandra Northrop to
attend the District Assessors meeting, in Pierre on June 6, 2Ot4, and Annette Jones, and Sandra
Northrop, to attend the SD Department of Revenue Sales Ratio Workshop, lune 23d,2014 in
Pierre. Motion

- OFFICE OF PUBLIC HEALTH ALLIANCE:
Melanie Kaiser, Community Health Nurse, and
Sandy Schlechter, CEO, were present for the discussion on the Public Health Contract. Motioned
by Schock, seconded by Hoyle to approve and allow the chairman to sign the Office of Public
Health Alliance Contract between South Dakota Department of Health, Bowdle Hospital and
Edmunds County, in the amount of $35,500.00, to provide community health services for the
citizens of Edmunds County, effective June 1, 2014 through May 31, 2015. Motion carried.

EMPLOYEE HIRED: Motioned by Hoyle, seconded by Schock to hire Kayla R. Perrion as seasonal
part-time assistant in the 4-H Department, at a salary of $8.75 per hour, effective May 2!,2Ot4
through August 18, 2014. The county will be reimbursed by the Edmunds County 4-H Leaders
Association. Motion carried.
Motioned by Hoyle, seconded by Schock to hire Juan Garcia as seasonal part-time employee in the
Highway Department, at a salary of $11.50 per hour, effective June 5. 2014 thru September 2,
2014. Motion carried.
CANVASS VOTES: The County Auditor and the Board of Commissioners, as the Edmunds County
Canvassing Board, canvassed the votes of the June 3,2014, Primary Election,
MEETINGS SCHEDULED: The next regular Edmunds County Commissioner Meetings will be held at
9:00 A.M. on June 24th and July
8th.
ADJOURN: Motioned by Hoyle, seconded by Davis to adjourn at 10:20 A.M. Motion carried.
