MINUTES OF K-12 PUBLIC SCHOOL DISTRICTS AND COMMUNITY COLLEGES FACILITY AUTHORITY (FACJPA) EXECUTIVE COMMITTEE MEETING MINUTES of the Meeting of the K-12 Public School Districts and Community Colleges Facility Authority (FACJPA) Executive Committee called by the San Diego County Superintendent of Schools acting as “Administering Agency,” and met on Wednesday, July 10, 2014 at 9:00 a.m. at the San Diego County Office of Education, 6401 Linda Vista Road, Room 209, San Diego, CA 92111. The following participated remotely and telephonically from the location(s) indicated: Sweetwater Union High School District: Thomas Calhoun Present: Chairman, Alternate, Todd Owens, Lakeside Union School District Vice Chair, Lora Duzyk, SDCOE Mike Tarantino, Poway SD Daniel Young, San Dieguito UHSD Bill Dos Santos, SDCOE Joanne Branch, SDCOE Tom Silva, SDCOE Sally Anson, SDCOE Reba Hind, SDCOE The following business was transacted: I. Call to Order by Todd Owens at 9:03 a.m. II. Review agenda for pulled items. None pulled. III. Public Comments. No comments. IV. Approval of Minutes from May 7, 2014 Meeting Todd Owens motioned for approval and Tom Calhoun seconded the motion. The motion carried with a 3-0 vote. V. Action Items A. Approval of Additional FACJPA Members 1. Coronado Unified School District 2. Mountain Empire Unified School District Lora Duzyk motioned for approval and Todd Owens seconded the motion. The motion carried with a 3-0 vote. B. Project Agreements submitted by FACJPA Members 1. The motion carried with a 3-0 vote. 2. Mountain Empire Unified School District a) Approve Project Agreements One and Two for Industrial and Municipal Stormwater Support Services b) Approve Project Agreement Three for Design/Build Project Support Services for various projects during 2014 and 2015 as identified by the District. Joanne Branch explained that Mountain Empire joins Lemon Grove to help in grouping for the design build projects. Lora Duzyk motioned for approval and Tom Calhoun seconded the motion. The motion carried with a 3-0 vote. C. Adopt Resolution allowing FACJPA to use piggyback bids in conformance with state law and FACJPA charter. Todd Owens motioned for approval and Tom Calhoun seconded the motion. The motion carried with a vote of 3-0. D. Ratify contracts entered into between May 7, 2014 and July 10, 2014. Joanne Branch explained that FACJPA legal counsel and Guiselle Carreon had discussion and decided to bring these forward in an abundance of caution. Tom Calhoun asked for some clarification of the items listed. Todd Owens motioned for approval and Tom Calhoun seconded the motion. The motion carried with a vote of 3-0. VI. Information Items Tom Calhoun shared his appreciation of the FACJPA. Shared that Tim Glover had been to a CBOC meeting for Sweetwater School District – the first by a sitting superintendent. Tom Silva shared a relocatable building project with San Pasqual. Next FACJPA Executive Committee Meeting will be Tuesday, October 7, 2014.
