It is brought out that the existing ROW of NH-l (new NH-44) from Km. 369.900 to Km. 372.65 is only 37m - 48m and for widening of the highway to six lane configuration defence land was taken over after the intervention of Hon'ble High Court, which on paper stands handed over to NHAI on 04 OctI2. 2. As per the compensation of this 10.63 acres @.3 ha) of land is concerned, it was decided to deposit the cost of this land with the Govt of Punjab who in turn was to acquire the equivalent value land for defence authorlties in Bir Sarangwal in Distt. Shahid Bhagat Singh Nagar" 3. As per the minutes of meeting held under the chairmanship of Hon'ble Dy. Chief Minister Punjab dated 19 Oct 12, it was decided to deposit Rs. 73.90 crore with Govt of F'unjab and accordirrgly an amount of Rs, 73.69 crores stands deposited with Govt of Punjab as advised by the SDM cum CA(LA), Jalandhar-I, Jalandhar but the defence authorities have repeaLedly been pressing NHAI to deposit additional compensation. In fact in one reference they have demanded Rs. 144 crore whereas in other reference they have demanded Rs. 190 crore and perhaps they are also harping upon the same Minutes of Meeting dated 19 Oct 12,the relevant porlion of which is reproduced below: "lt wa$ decided that NHAI should immediately deposit Rs' 73,90,05,000/l with the State Government so that equal value of the tand as prioritised by the Army at Bir Sarangwal can be acquired by, concerned District Administration' The matter in land on merits in Defence authorities dpring meetings have conveyed that compensation be worked out as per prevalent collector rates. Additionally, estimates for utility shifting, construction of new boundary wall etc amounting to Rs. 10.726 crqres have also been received. To add to it, estimates from. Jalandhar 4. Cantontnent Board are yet to be received, which from any conservative angle should be amounting to approximately Rs. 30 crores. Concessionaire has estimated the tentative cost as Rs. 210 crore whereas the Independent Eng{neer has estimated Rs. 200 crore which seems more realistic. So the same is being considered for comparison which clearly establishes that there will be a saving of almost Rs. 70 crore. 7' In view of the above, it is proposed that the stretch from Rama Mandi to pAp chowk be constructed as an elevated cqrridor. The site in question already stands inspected by Dr. B. S. Singla, cGM (Tech), NHAI He, sh. Dev Raj, cbHa gech) & pb, Ro NHAI chandigarh -Hr alongwith the Independent En$ineer.
