General Expectations & Qualifications







Officers shall not be on academic or university probation at the time of their election or during their
term in office.
Candidates must possess at least a 2.3 cumulative GPA.
All officers must live in a residence hall for the entirety of their term in office.
The term of office will begin immediately following May graduation and continue until May
graduation the following academic year.
RHA officers are not permitted to hold a position as Resident Advisor or Academic Mentor.
All officers must return to campus on Sunday, August 17, 2014.
All officers must attend the RHA Executive Board retreat.
o The retreat is tentatively scheduled to depart at 5:00 pm on Monday, August 18, and return
to campus on Tuesday, August 19, before 5:00 pm.
Compensation


The Office of Housing and Residence Life will waive the room charge each semester of the RHA
President. The amount will be based on double occupancy rate in their residence hall.
All other officers will receive $1,000.00 credit toward their room charge each semester.

Letter of Application: This letter should explain your interests and motivations for seeking election
to the RHA Executive Board. Describe your leadership experiences and your vision for next year’s
RHA executive board. You will have the opportunity to read from your letter at the RHA election
meeting on Tuesday, April 8, at 9:00 pm in the Towers West classroom. Your letter of application will
be made available through the RHA website. Letters of application will also be printed in an election
guide available at polling locations (residence hall front desks) on the day of elections.

Overview of Position Duties / Responsibilities
RHA OFFICERS AND THEIR DUTIES:
RHA Officers open for election shall be the President, Vice President, Secretary, Treasurer, Eco
Representative, and NCC.
RHA President
Duties of the RHA PRESIDENT will include:
 Presides over meetings of the RHA Executive Board.
 Serves as the official representative of RHA to the Student Government Association and other
student groups and offices on Marshall’s campus.
 Serves as an ex-officio member of all RHA committees.
 Recommends students for appointment to committees established by RHA.
 Shall be the deciding vote between ties in any voting circumstance.
 Participates in RHA training retreat and assists with Hall Council training.
 Conducts audits of RHA and HC funds as necessary.
 Provides oversight of RHA programming initiatives and fundraising.
 Holds five office hours per week.
 Any other duties assigned by the RHA By-Laws and officer contract.
RHA Vice President
Duties of the RHA VICE PRESIDENT will include:
 Shall assume the duties of the President in their absence.
 Shall serve as an ex-officio member of all RHA committees.
 Serves as the official representative of RHA to the Student Government Association and other
student groups and offices on Marshall’s campus.
 Shall have full voting rights.
 Shall be responsible for the planning and implementation of all RHA programming.
 Participates in RHA training retreat and assists with Hall Council training.
 Shall hold five office hours per week.
 Any other duties assigned by the By-Laws and officer contract.
RHA Secretary
Duties of the RHA SECRETARY will include:
 Shall record the attendance and minutes of RHA Executive Board Meetings and General
Assembly meetings.
 Maintains all RHA correspondence and record.
 Shall have full voting rights.
 Distributes meeting minutes no more than 24 hours after Executive Board meetings.
 Coordinates and implements RHA marketing, publicity, and recruitment on campus.
 Participates in RHA training retreat and assists with Hall Council training.
 Shall hold five office hours per week.
 All other duties as assigned by the By-Laws and officer contract.

RHA Treasurer
Duties of the RHA TREASURER will include:
 Shall complete all check requests and reconcile monies in 24 hours of purchase in conjunction
with Senior Advisor.
 Shall have full voting rights.
 Shall supervise the dispersal of RHA state funds and checking account funds.
 Shall prepare a budget for the following year to be presented to RHA Executive Board for
approval before May 1st and shall submit a monthly budgetary report to the RHA Executive
Board.
 Shall organize and implement RHA fundraising initiatives.
 Participates in RHA training retreat and assists with Hall Council training.
 Shall hold five office hours per week.
 All other duties as assigned by the By-laws and officer contract.
RHA National Communications Coordinator (NCC)
Duties of the RHA NATIONAL COMMUNICATIONS COORDINATOR (NCC) will include:
 Shall represent RHA to the University and the Community.
 Shall have full voting rights.
 Serves as a representative for Marshall University within NACURH, CACURH, and shall attend
related conferences if monies permit.
 Maintains Marshall Affiliation with NACURH.
 Maintains communication between Marshall’s RHA and CAACURH and NACURH.
 Registers RHA for conferences if monies permit.
 Participates in RHA training retreat and assists with Hall Council training.
 Shall hold five officer hours per week.
 All other duties as assigned by the By-laws and officer contract
RHA Eco-Rep
Duties of the RHA ECO-REP will include:
 Shall have full voting rights.
 Serves as RHA representative to Marshall University’s Sustainability Committee.
 Coordinates and implements RHA sustainability initiatives.
 Develops and recommends sustainability initiatives to Housing and Residence Life.
 Participates in RHA training retreat and assists with Hall Council training.
 Shall hold five office hours per week.
 All other duties as assigned by the by-laws and the officer contract.

Election Standards and Procedures
Election Timeline






Application packets will be made available by March 28, 2014.
Applications are due to Britt Frye, Residence Director of Towers West, by April 7th at 5:00 pm.
A campaign meeting will be held on Tuesday, April 8, at 9:00 pm in the Towers West classroom.
During this meeting, the following will occur:
o Review the RHA ballot and draw names for ballot order.
o Candidates will have the opportunity to present their platform and answer questions.
o Request to change intent
Campaigning will begin on Monday, April 7, through Friday, April 11, 2014.
Elections will be held on Thursday, April 10, and Friday, April 11, 2014.
Election results will be announced through e-mail and social media on Monday, April 14, 2014.
Voting
Ballots for RHA elections will be provide for all residents at residence hall front desks. Only students
residing in the residence halls are eligible to cast a vote. Residents may cast only one vote. Students will
vote at the residence hall in which they live. Ballots will be available from 9:00 am until 4:00 pm at
residence hall front desks.
Oversight and Appeals Procedure
RHA Senior Advisors will determine candidate eligibility. Advisors will provide oversight to the election
process. Any questions or concerns about election policies and procedures should be directed to the RHA
Advisors. Appeals from the election must be made to the RHA Advisors Britt Frye ([email protected])
or Chase Canterberry ([email protected]) by email within three business days after results are
announced.
Campaign Rules








Campaigning will begin on Monday, April 7, through Friday, April 11, 2014.
Campaigning is defined as posters, banners, fliers, or any organized campaigning posted
anywhere on campus, excluding the Memorial Student Center and academic buildings.
Campaign posting must be in accordance to University Posting Regulations, which are listed in
the Student Handbook.
All campaign material must be taken down or removed by 12pm on Friday, April 26th
Candidates must abide by Marshall University Code of Conduct and Residence Hall Guide.
Candidates running for a RHA Executive Board Office shall not spend more than $100.00 per
candidate seeking office. This includes donations from individuals, organizations, business and
vendors accepted to support their campaign. All candidates should keep all receipts pertaining to
campaigns expenditures in case questions concerning their spending should arise. Candidates
failing to provide documentation are subject to forfeit their right to hold office.
Failure to follow policies may result in disqualification.
RHA Advisors will make the final determination regarding interpretation of campaign rules.

Statement of Understanding

the duties of the position I am seeking and understand completely all of the commitments involved. I have carefully
read and understand the RHA election procedures. I certify that my cumulative QPA is at least 2.3, and that I am
currently held in good academic standing by Marshall University. Good standing is defined as not being on
academic or university probation. I further fulfill all other stated conditions for candidacy. I will comply with all
election procedures and directives of the Election Committee and RHA Advisors.
I will not begin any campaigning until I have submitted this application, nor will I campaign before Monday, April 7.
I will seek clarification prior to taking any action on all campaign activities that are not clearly covered by the election
rules, procedures, and directives outlined by the RHA Advisors. I also recognize that I will not spend no more than
$100.00 on election materials.
I recognize the increasing enthusiasm, energy, and intensity that will be generated during the election, and will
conduct my campaign in a professional manner using discretion in speeches and statements so as not to harm other
students or candidates. The emphasis of my campaign will be on the ideas and programs that I plan to utilize if
elected. I will make sure to remove all campaign advertisements by Friday, April 10 at 5:00 pm.
If elected, I will strive to do my best in representing the best interests of the students of Marshall University within
the parameters of the Residence Hall Association Constitution.
I UNDERSTAND THAT ANY VIOLATIONS OF THE ELECTIONS RULES COULD RESULT IN PENALTIES UP TO AND
