Track #1.1 SDWA, Steve Elmore, Chief, Public Water Supply Section, Wisconsin Department of Natural Resources
Schools daily provide drinking water to students, teachers, and staff. Whether the school maintains its own well or
is a customer of a municipal water system, there are tasks the school should do to ensure safe drinking water. This
session will cover water quality sampling, cross connections, inspections, and other drinking water related topics.
Track #1.2 Indoor Environmental Quality, Pat Finnemore, Director of Facilities, Kenosha Unified School District
This session will cover the key components of an effective indoor air quality program for school districts including
meeting the requirements of 2009 Wisconsin Act 96. Topics will include mold remediation, properly designed and
maintained HVAC systems, and air quality concern investigation/resolution using numerous real-life case studies
and examples. Pat brings many years of real-life school experience to this session.

Track #2.1 Security– Critical Incident Planning, Captain Phil Horter, Brookfield P.D.
Captain Horter will continue his discussion of secure schools by addressing the question asked by many school
leaders and parents: Where are we on critical incident planning? He will help bring that topic into focus using his
many years of experience in law enforcement and emergency planning. You will find his presentation interesting,
relevant, and very important. Finally, Captain Horter will describe two separate multiple homicide incidents that
took place in the City of Brookfield, and he will discuss what lessons can be learned for school safety and security
personnel from these two tragic incidents.

Track #1.3 Integrated Pest Management (IPM), Gary Rosploch, WSSCA Security Assessment Team
Learn the requirements, strategies and benefits of applying Integrated Pest Management (IPM) in your schools.
Look to reduce human (especially children) exposure to dangerous chemicals and effects of environmental
pollution. Find out how your school can suppress pests that carry disease and cause damage to your buildings.
Track #1.4 AHERA, Lead/Radon, CERCLA, RCRA, Jim Jozwiakowski, Environmental Management Consulting, Inc.
Standards mandated by the Environmental Protection Agency (EPA), Wisconsin Department of Natural Resources
(DNR), Department of Safety and Professional Services (DSPS) and the Occupational Safety and Health Agency
(OSHA) can be confusing and complex. Gaining a better understanding of these rules and the finding the best way
to implement them in the school setting will help you a create and maintain a safe and healthy environment for
students and staff. This course will review AHERA asbestos rules, EPA lead rules for child occupied facilities, EPA
radon recommendations, as well as many other potential environmental hazards including hazardous waste,
underground storage tanks and safe drinking water rules. We will also discuss Indoor Air Quality and other
environmental compliance issues that affect schools and techniques to minimize exposure.

Session #2.3 Vulnerability Assessments: Mike Hinske, Principal, Big Foot High School
A long-time high school principal and WSSCA trailblazer, Mike shows you the way it should be. In this session he will
explain the importance of vulnerability of assessments in schools. You will learn how to assess your school, and the
area immediately surrounding the campus. You will also learn the various types of assessments, how to arrange the
priority of the results of your work. Finally, you will see many of the best practices used in the industry today.
Assessments were recommended by the Sandy Hook Investigation Committee.

Session #2.4 School Threats: Doug Reynolds, President, Safety-Quest, LLC.
A culture of school safety creates a shame-free mentality in which daily teasing and bullying is not accepted as a
normal part of adolescent life. School environments characterized by bullying, cyberbullying, and meanness can
lead to student isolation and fear. At best, school environments that turn a blind eye to bullying and teasing inhibit
the work of school-learning and growth. At worst, such environments allow behavior that fosters fear and fury and
may lead to psychological and physical violence. In this session you will learn time-tested best practices related to
dealing with threats of violence that can result from bullying. From Doug’s session you will also gain a better
understanding of what we know about bullying and what we can do to address this challenge in our schools.

Session #2.5. Ten Steps to A Safer School: Peter Pochowski, Executive Director, WSSCA
Pete will present time-tested ideas on ways to improve the safety posture of Wisconsin’s schools. Based on his 15 years in the
school safety and security environment, and his experience in working with schools across the state and the country, he has
compiled a number of steps that he believes schools should take immediately, and in the long-term. This session was presented to
many school board members and it clearly caused some controversy, but he calls it as he sees it.

Track #1.5 Safety: The Show Must Go On……Safely: Brenda Lee Johnston,
Executive Director, Schauer Arts & Activities Center
Safety in the theatre is always an important concern, no matter the level of professional or amateur with whom you’re working. It
is especially important in schools where you may be dealing with students, teachers, parents, and/or professionals. This session will
discuss the important safety precautions to have in place when working with people of varied backgrounds and skill levels (and
how to work with people of various backgrounds/skill and knowledge levels). We will cover topics including how to prepare for
and manage appropriate supervision during construction, rehearsal and performance; storage of sets, tools, and hazardous
materials; emergencies including evacuating audience; working with machinery and properly building sets; and working with
rigging and curtains. What precautions do you need to take for falls, electrical hazards, and stunts? We’ll answer these questions
and share theatre terminology to help get all involved in your next production on the same page.

Track #1.6 Safety: Table Top Exercise – Chemical Spill/Release Scenario Tom Wohlleber, Assistant
Superintendent, Middleton-Cross Plains School District, and Melissa Waller Pre-Emergency Planning, LLC
Emergencies happen. They can be limited in scope or reach disastrous proportions, sweeping through an entire community. Being
prepared to respond to and recover from an emergency is everyone’s challenge. Practice is an important aspect of the preparation
process, and exercises provide just that, practice. This interactive tabletop exercise session will allow an opportunity to review and
discuss the school’s initial response and coordination to an incident, evacuation and reunification process, public information
needs and recovery processes.
