TERMS OF REFERENCE SENIOR EDUCATION SPECIALIST (TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING) REGIONAL AND SUSTAINABLE DEVELOPMENT DEPARTMENT (RSDD) (Proposed Secondment from the Government of Austria) Title: SENIOR EDUCATION SPECIALIST (TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING) Location: ADB Headquarters in Manila, Philippines with travel to field location as necessary Organization/ Department: Asian Development Bank/ Regional and Sustainable Development Department (RSDD) Position ID: Secondment – Assignment is for 2 Years 1. JOB PURPOSE Support the formulation of policy, strategies and programs for technical and vocational education and training (TVET) and workforce skills development in ADB’s developing member countries (DMCs). Contribute to dialogue with governments and other stakeholders in DMCs on improving the quality, labor market relevance, and sustainable financing of TVET and workforce skills development through collaboration between training institutions and employers. Develop strategies and operational models for private sector partnerships to strengthen the role of TVET and workforce skills training to develop human resources for economic competitiveness. Advise and support ADB’s operations departments on the programming, design, and implementation of ADB-financed projects in this field. Carry out related analytical work and contribute to knowledge generation and sharing activities on operational and labor market issues. Contribute to related staff development activities, and to implementation of ADB’s partnerships with external partner organizations. 2. EXPECTED OUTCOMES a. Strategy and Planning • Contribute to the coordination, implementation, and monitoring of ADB's Education Sector Operational Plan within the framework of Strategy 2020. • Support operational departments in the formulation and incorporation of TVET and workforce skills development strategies in education sector analysis and road maps required for ADB’s Country Partnership Strategies. • Dialogue with DMC government officials and other stakeholders on policies, strategies, resources, and partnerships in TVET (e.g., through dual systems), workforce skills development, and labor market demand and supply issues. b. Operational Cross-departmental Support • Support ADB operations departments in (i) the design of TVET and skills development projects/programs; (ii) strengthening the role of TVET and skills development in making graduates more employable; and (iii) addressing labor- TERMS OF REFERENCE • • • • market related issues in project design. Contribute to the adoption and expansion of new and innovative approaches in TVET and workforce skills development in ADB operations, which may include dual education systems Contribute to planning and organization of professional development activities for ADB staff to enhance know-how and competencies on policy, strategic, and technical issues in TVET and workforce skills development. Prepare reference materials and tools to support programming and design of ADBassisted TVET and skills development projects that make use of innovative approaches to meet labor market needs (such as dual education systems combining apprenticeships in a company with vocational education). Where required, join field missions for programming, project design, and review. c. Knowledge Sharing • Design and lead studies, and recruit and supervise study teams, on operationally relevant and timely topics in the field of TVET and workforce skills development, including dual education systems and their relevance to DMCs. • Organize workshops and seminars to provide knowledge for ADB and DMCs on developments in TVET workforce skills development, labor market needs and competitiveness. • Prepare operationally focused knowledge products on good practice, innovation, and partnerships in TVET and workforce skills development, and support operations department staff in sharing field lessons and practices. • Establish and implement timely knowledge partnerships with global and regional expert organizations in TVET and workforce skills development, including dual education systems. • Maintain and regularly update ADB’s compilation of good practices, expertise, and potential partner organizations and expert consultants, and internal and external information sources in TVET and skills development and related themes and topics, including dual education systems. • Actively participate in ADB’s Education Sector Community of Practice, and support other CoPs – including the Social Development and Poverty CoP - in addressing human resource development for labor market needs. d. External Networking • Contribute to knowledge generation and sharing through participation in workshops, conferences, external publications, and networks. • Contribute to and support the effective liaison and coordination with development partners and other external partners in the region and globally (including in Western/Central Europe) on issues of strengthening the role of TVET and workforce skills development in improving human resources for labor market needs. e. Staff Supervision • Provide leadership and support to reporting staff. • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. • Ensure the on-going learning and development of reporting staff. TERMS OF REFERENCE 3. EDUCATION REQUIREMENTS Master’s degree, or equivalent, in Education, Economics, Human Resource Development, Labor Economics, or other social science fields. University degree in one of the aforementioned fields, together with specialized experience in an international development agency or major international management consultancy, may be considered in lieu of a Master’s degree. 4. RELEVANT EXPERIENCE • • • • • • Suitability to undertake the responsibilities mentioned above at the required level. At least 10 years of relevant professional experience in the education sector, and sound conceptual and technical competency in the field of TVET and workforce skills development. In-depth understanding of challenges and opportunities in sustainable development and financing of TVET and workforce skills development. Familiarity with dual education systems in different countries. Relevant work experience in developing countries, preferably in the Asia and Pacific region, and preferably in the context of international development cooperation; Experience in operational partnerships for TVET and workforce skills development and delivery with a range of partners, including private sector and CSR programs, would be an asset. 5.
