About the Australian High Commission in Port Moresby
The Australian High Commission represents the Australian Government by advancing
the interests of Australia and Australians in Papua New Guinea (PNG). Our primary
national interest is in a strong bilateral relationship underpinned by a peaceful, secure
and prosperous PNG and Pacific Region. The High Commission is also responsible for
alerting Canberra to developments in areas such as domestic politics, immigration,
economics, trade and investment, culture, defence and development cooperation, with
a view to informing Australia’s foreign policy. The High Commission promotes a

assistance to Australians in need.
About the Education Program
Education is a flagship sector for the PNG Program. It is guided by the PNG-Australia
Partnership for Development, which sets out the mutual commitments of both the PNG
and Australian Government towards achieving the education targets in the PNG
Government’s strategic planning documents. Assistance is delivered through a whole of
sector approach. We focus on teachers, learning materials, infrastructure, educational
standards (quality), and education management. The higher education component of
the program seeks to improve access to and quality of universities and technical
institutions. Australia Awards help to develop a skilled workforce and equip national
leaders.
About the role
Under general direction, the Assistant Program Manager will support the PNG Higher
Education and Technical and Vocational Education and Training (TVET) team.
The key responsibilities for this position are:


Provide monitoring and evaluation of existing contracts and projects including the
preparation and dispatch of tender documents, negotiation and preparation of less
complex contract documents and responding to enquiries in program areas
Assist in the design, implementation and monitoring of program/project activities












Provide comments and briefings for the various activities in Education Program on
sectoral reviews and design documents
Assist in the management of financial information in accordance with DFAT
policies and procedures (Aidworks)
Support fraud management processes and documentation
Manage the Oversight Agent Contractor including review of key documents;
Prepare Contractor Performance Assessments (CPA)
Liaise with relevant counterpart contacts such as partner government officials at
the Office of Higher Education (OHE), contractors, consultants, key development
partners, non-government organisations and the private sector
Represent the Australian High Commission at internal forums, other government
agencies and external organisations
Co-ordinate and arrange formal meetings, events, committee, working groups and
provide administrative support to education program activities as appropriate
Contribute to sector discussions on education in PNG through working groups
and community participation
Assist in reviewing partner agency activities and funding requests
Financial and agreement management and monitoring of funding pipeline
Review and certify contractor’s invoices and OHE funding requests
Qualifications/Experience
Tertiary qualifications in education and or related field are desirable but not
essential. Candidates must have strong written and communication skills.
Eligibility/Other Requirements
The successful candidate is required to obtain a satisfactory police check, medical
check and maybe required to travel on occasions. A current driver’s license is
required to drive a work vehicle.
