Europe short-term priority: ATN/VDL2 infrastructure maturity
• DLS IR (EC 29/2009) update
• 1st EC consultation workshop (17 Jun 2014)
Global consensus: key to address the data link issues as early as possible to secure return on
investments as soon as possible, maintain the momentum and reestablish confidence from users
• 2nd consultation workshop is planned on 09 Oct 2014
• Proposed two-step approach
• Step 1: “suspend” the obligation requirements until a validated technical session is available, while
maintaining legal certainty. Relaxing the dates, adoption in Nov 2014 SSC
• Step 2: “review” and “re-assess” the regulation and the legal elements on the basis of sound technical
solution, possibly enlarging scope to B2 (consistency with PCP)
• ATN/VDL2 Maturity
• In parallel, SESAR has issued a RFP for ATN/VDL2 Maturity project (SJU/LC/0109-CFT, VDL

SESAR 2020 VLD
• “Fill the gap” between the R&D and the deployment phases
• Very large demonstrations (VLD) based on revenue flights involving a significant number of aircraft
from different airlines operating in different environments
• Reinforce the confidence of the airlines in the programme as it will give them the opportunity to
measure the benefits of the new systems and procedures on their revenue flights
• Support industrialization decisions as it reduces significantly the business risks for airlines and for
the airborne industry
• Prompt synchronization between ground and airborne deployments

B2 standards
• FAA implementation for “B2 Final” (Segment 2) planned from 2023 as per the NGIP. Final
Investment Decision is planned for 2018
• SESAR Master Plan initiates deployment based on “B2 Initial Release” from 2018 but
does not include any plan to introduce future revisions yet
• No operational driver/needs identified so far
• no plan to introduce dynamic RNP management for EU airspace
• no plan to introduce advanced ASAS services
• no EU ANSP plan to take over on AOC/SWIM for Wind forecast updates
• European and US implementation timescales may differ for “B2 Final”
• Backwards compatibility between B2 Final and B2 Initial needs to be considered as part of the
definition of a B2/B2n migration path

Airbus B2 roadmap
• Airbus plans to build an A320 FANS A+C in compliance with B2 standards (Mar 2014) to
fulfill the PCP Implementing Rule and support SESAR 2020 Very Large Demonstrations
• Opportunity for roll-over on A330/A340 may be considered
• Airbus will focus on A320 first (SESAR firstly targets short-haul aircraft), targeting both
forward-fit and retrofit opportunities
• Retrofit by software upgrade from a FANS B+ aircraft
• Airbus will develop a FANS A+C upgrade based on “B2 Final” for all aircraft programs
when deemed relevant
• For A320s already equipped with FANS A+C (B2), objective would be to propose a retrofit by
software upgrade
