-MINUTES OF THE MEETING OF THE STATE LEVEL ADVISORY GROUP HELD ON 17.02.2014 IN THE OFFICE OF THE STATE PRINCIPAL CHIEF CONSERVATOR OF FORESTS, HYDERABAD. The State Advisory Group (SAG) meeting was held on 17.02.2014 in the Office of the Principal Chief Conservator of Forests, Andhra Pradesh and the following officers attended the meeting. 1. Diversion of 4.86 ha.of forest land in Sy. No. 266, Compt. No. 69, Yaparlapadu RF, Pullagummi eVl, Veldurthy eM). Kurnool District for mining of iron ore in favour of Sri Lakshmi Narasimha Minerals, Kurnool. The Proposal was earlier considered in the SAG held on 29.01.2010 and the committee did not recommend the proposal for diversion of forest area in view of the likely adverse environmental and ecological impact of mining in the forest block. The recommendation of SAG was approved by Ministry of Environment and Forests, New Delhi and accordingly the proposal was rejected 'vide letter dated 9th March, 2010. Subsequently, the State Government vide letter dated 06.05.2010 have 1 requested for reconsideration of the said proposal. Regional Office vide letter dated 23.06.2010 had requested the State Government to furnish the details regarding Tehsilwise list of leases of iron ore granted in private/revenue/forest land alongwith consolidated maps showing the same, leasewise approved production capacity and revenue lands available having exploitable iron ore and the status of the lands as per records. The same has been furnished by the State Government vide letter dated 27.10.2010. The proposal was considered in the SAG held on 26.11.2011 and it was decided that joint inspection of the proposed area will be done by the Chairman of SAG alongwith Member Secretary, SAG. Accordingly, the site was inspected by the Addl. Principal Chief Conservator of Forests (Central), Government of India, Ministry of Environment and Forests, Bangalore and APCCF (FCA) and Nodal Officer, Government of Andhra Pradesh on 21.12.2013. The Addl. PCCF (FCA) & Nodal Officer, Govt. of Andhra Pradesh and Addl. PCCF (Central), Government of Indio, MoEF, Bangalore who visited the site have informed the committee that the Northern half of the proposed area for diversion is not having much vegetation and some portions were devoid of vegetation due to removal of ore by the local villagers. The area is reported to have only float ore. The mined-out site outside the reserve forest area adjacent to the proposed area indicates that the float ore is available at shallow depth only. It is proposed in the mining plan for the proposed area to carry out the mining up to a depth of 4.00 meters only. Since the mining is likely to generate employment to the local people and also there is a possibility to reclaim the area and restore the vegetation, the committee recommended the proposal with the following additional conditions. 1. The mining shall be restricted to the Northern 2. The mining shall be restricted to depth of 4 meters from the ground level. 3. Concurrent reclamation shall be done every year. 4. Special protection rehabilitation of forests. half of the proposed area. shall be done and afforestation shall be given for the Southern with local species half of the area for 2 2. Diversion of 4.0 ha. of forest land for extraction of road metal in Compt.No. 96,of G. Konduru Reserve Forest, Pondugula Village, Mylavaram Mandai, Krishna District in favour of Sri. Ch. Satyanarayana. The proposal was considered in the SAG meeting and the observations 1. The density of vegetation number of trees. is reported are as under: to be 0.2 and the area contains 567 2. The area does not form part of biosphere reserve, tiger reserve, national park or sanctuary. No protected archaeological heritage site or defence establishment or any other important monument is located in the area. 3. User agency has identified 4.00 ha. of non-forest land in Sy. No. 654/2C1 at Venkadripalem Village, Yerragondapalem Mandai in Prakasam District and the concerned DFO has certified the suitability of raising Compensatory Afforestation plantation. 4. No violation of Forest (Conservation) Act, 1980 is reported. The proposal was earlier considered in the SAG meeting held on 12.08.2013 and the committee had decided to take up the proposal after receipt of necessary certificate from the Director of Mines and Geology/District Mining Officer regarding non-availability of the same mineral in surrounding/nearby non-forest areas and furnishing of the authenticated geo-referenced digital data and uploading of the proposal on the portal of Government of India. The certificate regarding non-availability of the type and quality of proposed metal either in Government lands or in private patta lands in and around Pondugula village, where the applicant intend to do the business, from Assistant Director of Mines and Geology, Vijayawada has been furnished. It has been informed that the geo-referenced digital map has been received and uploading the proposal is being done. Since the quarry is expected to meet the local requirement of metal for developmental and construction works and is likely to generate employment to the local people, the Committee recommended the proposal for approval. 3 3. Diversion of 38.90 ha. of forest land in Penukonda Addl. I and Koriga R.F.'s, of Ananthapur Division for setting up 16.00 MW Wind Power Project, in favour of MIs. Enercon (India) Limited - Proposal for transfer of lease from User Agency to Investor. The proposal for diversion of 38.90 ha. of forest land in Penukonda Addl. I and Koriga R.F.'s, of Ananthapur Division for setting up 16.00 MW Wind Power Project, in favour of Mis. Enercon (India) Limited was earlier approved vide Regional Office, Bangalore's letter No. 4-APC 83112011-BAN/2702 dated 18th January, 2013. The present proposal is for transfer of lease from the present user agency i.e., Mis. Enercon (India) Limited to investor i.e., Mis. Khandke Wind Energy (Pvt.) Limited as per MoEFs guidelines dated 14.05.2004 para 3 (v) and guidelines dated 20.02.2006. The new User Agency i.e., Mis. Khandke Wind Energy Private Limited has submitted an undertaking stating that they will comply with all the conditions stipulated by the Government of India while according the approval. The SAG noted that the user agency has complied with the conditions stipulated in the Forest Clearance and the investor has given undertaking to comply with all the conditions of Forest Clearance. The Commrtree also noted that wind mills have been installed. The Committee recommended the transfer of proposal subject to the condition that the transferee shall pay Rupees One Lakh for transfer and subject to fulfillment of other conditions stipulated in the Forest Clearance.
