INVITATION FOR EXPRESSION OF INTEREST
Malaviya National Institute of Technology Jaipur is one of the NITs established
in Jaipur. Institute was established as a joint venture of the Government of India
and the Government of Rajasthan in 1963. MNIT campus spreads over 325
acres of lush green area in the central location of Jaipur city.
Malaviya National Institute of Technology Jaipur has established a state of art
data centre in the institute. There is a requirement of modular data centre racks
with advanced air conditioned solutions to give high computing uptime, scalable,
safe and clean and highly secure environment to operate on 24 x 7 x 365 day
basis. It will also include scope for future expansion of data centre racks.
Computer Centre, Malaviya National Institute of Technology Jaipur invites
Expression of Interest (EOI) from reputed firm (OEMs/partners/System
Integrators/System providers/authorized reputed vendor, hereafter called the
firm) of India to provide modular data centre rack with advanced air conditioned
solutions. Firm should ensure that their solutions are complete in all respects
and include all hardware and software required for an integrated, workable
solution for a modular air conditioned mini Data Center.

The aim of seeking Expression of Interest is to study the requirements with
future expansions, to provide state-of-art solution, and to maintain at MNIT
Jaipur. The interested firms are requested to submit EOI with their
credential/information/testimonials in prescribed format.
The solution shall be with a support for a period of 5 (Five) years from the
project completion date.
Interested parties are required to submit the hardcopy of the documents to the
Registrar, MNIT Jaipur, JLN Marg, Jaipur-17 and on e-mail ids
[email protected] & [email protected] on or before the due date. Please
send the document in a sealed envelope super-scribing on the top of the
envelope “PROVIDING AND FIXING MODULAR DATA CENTRE RACKS”

General Terms and Conditions:
1. The Expression of Interest must be accompanied with duly filled Information
sheets and sufficient documentary evidence.
2. MNIT Jaipur reserves the right to modify, expand, restrict, scrap, and refloat
the Expression of Interest.
3. Formal Tender/Bid (Technical and Financial bids) will be invited later
from the eligible/qualifying firms based on the EOI submitted and
presentation. Physical presence of the firm shall be mandatory at the
time of presentation of solution in response of EOI submitted before
the committee. No EOI shall be considered in absence of detailed
technical presentation and complete solution in front of the committee
on 10 Nov 2014.
4. The Firm must be Original Equipment Manufacturer (OEM) or their
authorized representative / partner. In case of authorized representative /
partner, authorization certificate from OEM to participate in the EOI to be
attached with EOI, failing which the EOI shall be summarily rejected and no
query in this regard will be entertained. The decision of the Institute will be
final in this regards.
5. The firm should have been in operation for the period of at least 3 years as
on 03.11.2014, as evidenced from any document issued by the
Govt/Statutory body to be attached.
6. The firm should have at least 2 years experience of similar work and its
implementation. Documentary proof must be attached.
7. The OEM firm's annual turnover in this area should be at least Rs.10.0
Crore (Rupee ten crore) in each of last three financial years and in case
of authorized representative/partner/System Integrator(SI) annual
turnover in this area should be Rs. 10 Crores (Cumulative for last three
financial years). The supporting documents may be submitted at the time of
presentation (10/11/2014).
8. The firm should be registered with Service Tax department of Govt. (Should
submit its valid documentary proof of sales Tax/ VAT Number, Service Tax
registration number and details of income tax registration/ PAN number).
9. Disputes if any shall be resolved mutually or shall be referred for arbitration
to the Head of the Institution and his decision shall be final and binding on
the firms. If arbitration fails, the dispute arising out of this shall be subjected
to Jurisdiction - courts of Jaipur only.
10. Only firms which send their expression of interest can take part in the
RFP afterwards.
11. The issue of this EOI does not imply that MNIT is bound to select and shortlist pre-qualified bidders for request for proposal (RFP) stage or to appoint
the selected bidder for establishing required Data Centre Racks, and
reserves the right to reject all or any of the bids without assigning any
reasons whatsoever. The bidder shall bear all costs relating to the
preparation and submission of its bid regardless of the conduct or outcome

of the bidding process. MNIT Jaipur may terminate the EOI process at any
time without assigning any reason or change / vary any part thereof at any
stage.
12. By submitting a proposal, each firm shall be deemed to acknowledge that it
has carefully read all sections of this EoI, including all forms, schedules and
annexure hereto, and has fully informed itself as to all existing conditions
and limitations.
NOTE:- Compliance with the terms and conditions (points 4 to 8 above) should
be indicated item-wise in a separate sheet with the page number of the
supporting document (in the following format).

Technical Details:
MNIT Jaipur desires to install Data Centre Racks in its existing Data Centre.
The work described in this document are indicative only, not exhaustive. The
firms may suggest other necessary work not listed in this document to provide a
complete, efficient and scalable solution. The current setup is as follows:Existing Facilities at Data Centre:A state of the art Data Centre has been setup by MNIT Jaipur for IT services
including Network campus wide network support. It is designed for 24X7x365
operation. A pair of 20KVA Uninterrupted Power Supply (UPS) configured in
parallel redundant architecture provides 3 phase power with battery backup of
02 Hours. This ensures non-stop data centre operation even when one UPS
and battery bank is down for maintenance or repairs. In case of failure of
incoming source, auto switchover to DG Set facilities is provided. A raised floor
of 18“ in the server room acts as a plenum thus eliminating ducts and simplifying
electrical and data cabling under the floor.
Note: The details provided are informatory, the firms can visit the Data Centre
for necessary information required to provide intended solution.
Scope of Work:
Establishment of Modular Data Centre Racks in the Existing Data Centre at the
Computer Centre of the institute for housing our Blade Server Chasis, NAS and
SAN Storages and other servers. The Modular Racks should have inbuilt
facilities like Air Conditioners, Fire detection and prevention system,
surveillance, remote monitoring and alarm system, access control, pest
repellant system, power distribution system etc and any other features available
and suggested by the firm in the EoI or presentation and found suitable by the
committee.
Note Carefully:
1. The firm (OEM / authorized partner / System provider and Integrator) is
required to do the site survey and submit the complete solution with EOI
including design, drawing and estimated cost. The cost estimation is only to
have an idea about the proposed solution cost, it will not be considered
towards decision of eligibility or ineligibility of any firm. EOI submitted without
site-survey and proposed hardware and software solution at each layer may
not be considered by the technical committee.
2. The survey shall be carried out with prior permission of the institute
authorities. It is desirable to carry out this work in supervision of the officer
in-charge assigned for the work by the coordinator to avoid any problem later
toward incomplete solution/work plan.
3. Vendors are expected to specify all the components required to meet the
requirements as mentioned in the scope of the work. List all the proposed
components (hardware and auxiliary equipment) clearly as a part of their

proposal. They should also describe (in brief), as far as possible, the make
and model number, technical specifications etc. of these components.
4. An undertaking (self certificate) is to be submitted that the organization has
not been black listed by any Central/State Government Department
/Organization.
5. All the pages of EOI document should be duly signed with date and seal by
the competent authority.
6. A covering letter and the Proforma given in this document should be
submitted on the company letter head of the vendor, along with the technical
proposal.
7. Canvassing in any form would disqualify the vendor from further
participation.
The details filled in these forms must be accompanied by sufficient documentary
evidences, in order to verify the authenticity and correctness of the information.
