AUTOMATED CRUSHING AND JIGGING PLANT FOR RECOVERY OF HIGH CARBON
FERRO CHROME METAL FROM SLAG.
1)
PREAMPLE:
IDCOL Ferro Chrome & Alloys Limited, Odisha a wholly subsidiary of IDCOL (Govt. of
Odisha Undertaking) having its HCFC production plant is situated 3 KM away from Jajpur
Keonjhar Road Rly station and 110 KM from Bhubaneswar by road. The company has two
furnaces of capacity 9 MVA & 6.5 MVA producing about 50 – 55 MT of HCFC metal per day,
around 60 MT of slag per day and has been operating since 1969. The company has about
1.5 lakhs MTs of slag accumulated in the slag dump. The company intends to set up an
automated crushing & jigging plant of capacity 100 MT (Approx.) processed metal per month
@ 2% recovery of metal out of the above slag by utilizing 40 MT hopper, conveyer system
from hopper, 2 nos. crushing machine (20 MTH capacity each) (0 – 300 mm & 20 – 80 mm),
two stage rotary/ vibrating screens (10 mm & 20 mm) & two nos. of jigging machine (10 MTH
capacity each) (0 - 10 mm & 10-20 mm) by processing about 200 MTs. slag per day and by
running 25 days in a month for recovery of metal. The plant is to be set up on a turn-key
basis by a suitable firm/agency with the following scope of work.

SCOPE OF WORK:
Project being turn-key will require the firm/agency to deliver complete scope from
project design to handing over. The envisaged scope of work shall include the following.
(a)
Design and detailed engineering preparation of G.A. drawings, bill of quantities,
specification of equipment to be installed and materials to be procured and flow
diagrams.
(b)
Design of Civil works.
(c)
Procurement of equipment, materials and transportation to IFCAL site.
(e)
Inspection prior to dispatch.

Testing & Inspection at IFCAL works.
(g)
Execution of all required Civil, Mechanical & Electrical jobs to complete the project
with availability of all equipments, materials & consumables.
(h)
Legal & statutory permits.
(i)
Submission of schedule of works (Bar chart)
(j)
Estimated cost of the project
(k)
Submission of performance guarantee.
(l)
Training of operation & maintenance staff.
(m)
Submission of spare parts catalogues for machines & equipments and source of its
availability to build up spare parts inventory.
(n)
Trial runs, testing & commissioning
(o)
If required, operation & maintenance service will be given for one year.
(p)
Space, electricity and water requirement for the plant.
Space, Electricity and water will be provided by the IFCAL. Detail scope of work of
the party shall be enumerated in the tender to be floated amongst parties short listed through
the EOI evaluation process. A pre-bid meeting with presentation will be held prior to floating
of tender.

ELIGIBILITY CRITARIA:
For eligible shortlistied parties, for participation in the tender process, EOI must
contain the following documents.
(a) Permanent Account No. (PAN) from Income Tax department.
(b) Service Tax registration No. from Central Excise Dept.
(c) PF Code No. & ESI Registration No.
(d) Contract Labour Licence No.
(e) Up to date VAT clearance certificate.
(f) Experience (Technical competence)
The firm / agency may furnish the list of the plants where the have erected &
commissioned such type of HCFC metal recovery unit from slag in the last five
years. The work order value / project cost must be clearly mentioned (work order
in support of their experience alongwith the completion certificate from the firm
where it is installed is to be enclosed)
-3(g) Financial capability
The party must be financially sound. The annual turnover of the party must exceed
Rs. 3 crores per annum in the last three financial year i.e. 2011-12, 2012-13, 2013-14.
The party has to furnish their audited balance sheet & other relevant documentary
evidence.
(h) The party has to furnish up to date solvency certificate in original issued in their
favour by their banker.
The tentative list of major equipment is as envisaged by IFCAL. However the firm /
agency can suggest a better cost effective solution to achieve the goal.
Interested firms / agency may send their EOI suggesting their concept & broad list of
mechanical & electrical equipments (e.g ground hopper, primary crusher, secondary crusher,
rotary / vibrating screens, jigging machines, pump arrangements, belt conveyer arrangement,
structural steel etc.) along with line diagram so as to achieve above processing targets on
daily basis. The EOI offer should be enclosed in a sealed envelope super scribed with EOI
at the top. It should be sent through Regd. Post / Speed Post/ Courier

from the date of publication in the news paper. The parties will be given opportunity to
present their technical details of the project in our plant premises as per the intimation to
them.
IFCAL reserves the right to accept / reject the EOI based on evaluation of competency
& experience. The parties short listed will be intimated to participate in limited tender system
conducted by IFCAL. The decision of M.D., IFCAL shall be final & biding and can not be
challenged in any court of law.
