Sub:- Estt – HSD – Final seniority list of Junior Public Health Nurse – Corrections
– Securing of Inter District Transfer – Seniority Reassigned and Deleting
ineligible ranks – Notice issued

Final seniority list of Junior Public Health Nurse Grade II was published as per the
order 1 and 2nd cited. Now pursuant to certain complaints the FWA section of this office has
requested to verify the rank no of some Jr.PHNs who secured inter district transfer and to re
assign their rank numbers as per rule if needed.

On verification of service particulars of the incumbents for the above purpose, it is
noticed that rank no of 19 incumbents who secured Inter District Transfer in the entry cadre
were not lowered in the seniority list of Jr.PHN and they were also seen promoted to the
cadre of Jr.PHN. Gr. I on the basis of the wrong seniority position.
Inter District Transfer of DRB recruitees upon request can be granted only under
the terms and conditions stipulated in G.O under referred. As per rule 27 Part II of KSS &SR
and G.O under reference, no Inter District Transfer is possible without forfeiture of accrued
seniority in the old district and the transferee will be the junior most in the new district.
Accordingly the JPHNs who secured Inter District transfer from their recruited district are
eligible to be reckoned their seniority only with effect from the date of joining in the
transferred district. They are eligible to reckon their seniority only with effect from the date
of joining duty in the transferred district.
In this circumstance, it is provisionally decided to reassign the rank No of the 19
incumbents, who obtained IDT to other district than from recruited district in the entry cadre,
as detailed in Annexure A appended herewith. It is also decided to delete their ineligible
ranks assigned to them.
Persons who are likely to be aggrieved by the above proposal may file appeal if any
within 15 days from the date of publication of this notice. If objections are not received
within the said period of time, this proposal will be finalised.
Those who wish to hear in person shall attend before the undersigned for a personal
hearing in this regard on 01/10/2014 at 11 a.m
All District Medical Officers of Health are requested to circulate this notice among
all medical officers concerned working under their jurisdiction. They are also requested to
forward appeals if any received with in the date fixed.

Final seniority list of Junior Public Health Nurse Grade II was published as per the
order 1 and 2nd cited. Now pursuant to certain complaints the FWA section of this office has
requested to verify the rank no of some Jr.PHNs who obtained 2 nd PSC appointment and to
correct their rank numbers as per rule.

On verification of service particulars of the incumbents for the above purpose, it is
noticed that rank No of 2 incumbents who got two PSC appointments in the entry cadre
were not lowered in the seniority list of Jr.PHN according to their 2 nd PSC appointment and
they were also seen promoted to the cadre of Jr.PHN. Gr. I on the basis of the wrong seniority
position.
All of them seen enjoyed Two PSC appointment and their names were seen
included twice in the seniority list by oversight. Since the incumbents were secured Two
PSC appointment, they are eligible to get the seniority only with effect from the date of 2 nd
PSC advice. Therefore the ineligible rank in the seniority list of JPHN Grade II as on
30.01.94 as per order no. FW (Spl.cell) 94600/2006/DHS dated 15.05.2007 based on 1st PSC
advice is proposed to delete from the list as noted below.
The seniority rank assigned in the seniority list based on their 2nd PSC advice issued
as per order no. FW (Spl.cell) 61647/2007/DHS dated 10.08.09 (2 nd reference) of JPHN as
on 31.12.2006 which is shown in the Annexure A is correct.
Persons who are likely to be aggrieved by the above proposal may file appeal if any
within 15 days from the date of publication of this notice. If objections are not received
within the said period of time, this proposal will be finalised.
