Magtoto CAMP OLIVAS -- A naked woman was found dead on Monday by her two sisters inside the former’s room in Olongapo City. The victim was identified as Jean-Jean Garcia, 21, of No. 29, 21st place, Barangay West Bajac Bajac, Olongapo City. According to investigation, the victim’s sisters identified as Jenalyn Garcia- Bayla and Joan Garcia knocked several times at her door but no response came. This prompted Jenalyn and Joan to open the door with the use of a duplicate key. Upon opening the door they found the victim dead and naked on the bed, police said. It was noted that the personal things of the victim were disarrayed and scattered on the floor. Investigators said that the victim’s cellphone and cash amounting to P9,500 were missing, possibly taken away by the still unidentified suspect or suspects. A boarder living with the victim said she was awakened by a noise coming from Jean-Jean’s room but thought nothing of it. Investigators recovered a detached neckless made of beads, apparently not owned by the victim, scattered on the floor. Page 7 Poorest of the poor benefit from Capitol’s point of care program By elaine mapiles CITY OF SAN FERNANDO -- At least 2,115 poorest of the poor Kapampangans, previously non-Philhealth members, benefited from the Point of Care (POC) program funded by the provincial government with an approved budget of P10 million. The POC beneficiaries were identified through the assessment of the hospital social workers assigned in the provincial and 10 district hospitals in the province. The distribution was initially held in Lubao and Sta Rita towns benefitting the identified indigents from Lubao, Sasmuan, Floridablanca, Porac, Guagua and Sta. Rita. “These POC beneficiaries upon the assessment of the hospital social workers had already used the services and medicines of the hospitals free of charge as the Capitol paid in full the hos- pital bills,” Elizabeth Baybayan, provincial social welfare and development officer said. Governor Lilia “Nanay” Pineda said with the approval of the Sangguniang Panlalawigan, the provincial government will cater the poorest of the poor who are non-NHTS Philhealth members. This came as PhilHealth formalized its “point-of-care enrolment program” which targets non-members belonging to Class C-3 or D confined in government hospitals. Pineda said the POC will also benefit existing members not currently eligible for financial protection due to lack of qualifying contributions and also classified as Class C3 or D. The governor said qualified patients and their dependents shall be provided with PhilHealth coverage under the POC Program. “Their premium contributions shall be borne by the provincial government, provided that they are assessed and certified poor by the medical social worker at the time of admission,” Pineda said. Baybayan said that under the rules, those qualified using the intake survey sheet prescribed by the DOH shall be enrolled and paid for in the amount of P2,400 and valid “from the first day of the confinement month and shall end on the last day of the same year.” It can be recalled that Philhealth cited the Province of Pampanga for recording the highest rate of Philhealth registration throughout Central Luzon in the 3rd Pampanga Health Summit. It was reported that of all the provinces in Region 3, Pampanga recorded a registration of 83% of its populationor2,070,078individuals. The act of enriching yourself financially at the expense of others is immoral per se yet some people are tempted to do such act because of promiscuous needs. We haven’t finished the race of convicting the guilty in the pork barrel scam, and yet another scam is unraveled. Filipinos are confused as to where their heads need to turn to. Scam after scam are being displayed in public but the government remains paralyzed from taking the appropriate actions to incarcerate the responsible individuals. Manipulation is the name of the game. We have the evidence but we keep on delaying the scene. I salute our government employees for providing us basic services though their equipment are ostensibly decaying. Their patience is outstanding and commendable. Instead of making their tasks easy, these crooked officials put more burden on their shoulders by providing them outmoded tools for their perusal. What about his girlfriend? What about his friends, his family? What about all those things he worked so hard to have? What was in his head? Was he crying at that very moment? Was he scared? I bet he was dead scared to jump to his death but what gave him the courage to do it anyway? We are all afraid to die, we are all afraid to get hurt either physically or emotionally, and I wonder that if a suicidal man is so weak, where does he get his courage to face that physical pain coming? Suicide is the act of intentionally causing one’s own death. Suicide is often committed out of despair, the cause of which is frequently attributed to a mental disorder such as depression, bipolar disorder, schizophrenia, borderline personality disorder, [1] alcoholism, or drug abuse.[2] Stress factors such as financial difficulties or troubles with interpersonal relationships often play a role. (Source Wikipedia) Most of the people contemplating on suicide are those who have lost their enthusiasm in life -- those who believe that they are going to grow old with their same monotonous life, those who believe they’re way past love and it’s never going to happen again, those who think they’re never going anywhere anymore because they are too dumb to achieve anything, those who have been self-destructive in the past and believes that they don’t deserve to be happy anymore, those who have looked down on themselves, those who have given up on hopr. He didn’t have the patience to wait. All they think of is the easiest way to end it. They could hardly see the future; they are stuck in the past and they have finally convinced themselves that things are never getting better so they get this feeling of urgent desire to live in the promised life after death and I wonder if depression is truly that fatal that even the most vulnerable could bravely take their own lives. Have they even thought about it? Have they even thought of how painful it’s going to be for the people they are leaving? I don’t think so. People who are suicidal are emotionally weak, they could hardly put thing in perspective. They are too consumed by their own sadness to even worry about someone else. They are too occupied with the thought of ending their miseries. Teachers’ woes Some of the well-known celebrities had their share of this predicament, too. Case in point was Ozzy Osborne. He attempted suicide because he wanted to know how it feels to die. Drew Barrymore was bipolar, Owen Wilson lost a significant pal, Elizabeth Taylor overdosed after a break-up with Richard Burton, Princess Diana suffered from Bulimia Nervosa and had attempted suicide five times in her short life, Elton John was distraught over a lost lover and his Pen Talks sexuality. Eminem, Britney Spears and Aubrey F. Sembrano Halle Berry all attempted suicide but were lucky enough to survive and there are those who didn’t make it too -- Kurt Cobain shot himself, Marilyn Monroe overdosed. Both took their lives at the height of their popularity. In the Philippines, Kassel condo in TAFT has become an avenue for suicide attempts, most of who are students. How I shudder every time I see the video of that 19 year old student who jumped from the 29th floor. Each has stories of depression to tell. I happened to see this talk from Kevin Briggs, one of my favourite speakers in TED. He patrolled the southern end of San Francisco’s Golden Gate Bridge, a popular site for suicide attempts too. According to him, it has been a belief that a fall from that bridge will freeze you from your all your worries and grief and that the waters below will cleanse their souls. But what actually happens is that, after a free fall of 45 seconds, the body strikes the water and about 75 miles an hour that impact will shatter bones and vital organs. Most die on impact. Most of those who died jumping did not commit suicide, because the second they let go of that rail they realized they have made a mistake and wanted to live. The article “Before you kill yourself” by Renee t. Lucero (Reader’s Digest) explains that suicides are not always successful. There are those who jump off from a building and survive but end up brain-damaged. In another case a survivor from pill overdose suffered extensive liver damage while the guy who pulled through from that gunshot is dragging his leg has a useless arm and has no vision or hearing on one side. Point here is “Just listen, just stay there. They are dead scared and sometimes your presence is more than enough. Suicide is preventable.” PEN TALKS... A permanent Israeli-Palestinian peace agreement remains elusive, as does an agreement with Syria to return the Golan Heights.--HISTORY W E may wonder why many public school teachers, who are said to have standardized salaries today, still hold protests and demand for increase in their wages, benefits and privileges and improved working conditions. We may wonder too why many of them hold protest rallies during the start of classes and shout their demands supported by streamers and placards. The answer lies in the fact that many of our public school teachers today are still disgruntled on how they are compensated for the sacrifices they do to fulfill their duties. As for many of them, teaching is more of a vocation rather than a profession but may not assure one of a job that is financially rewarding and economically compensating. It may fulfill one’s dream of being in front of students and imparting knowledge and wisdom but cannot guarantee an easy if not opulent way of life. In short, teachers still need to quell the growing needs of daily existence not only through teaching but thru other means. If we may recall, there are teachers then who were forced to sell tocinos, longganisas, sweets and other edible items to their Alvin H. Arceo students to augment their income. There are teachers on the other hand who conduct tutorial lessons for them to make both ends meet for their families. Many of them rely on their part-time jobs to satisfy their daily needs. To this day, there are still teachers who sad to say, still sell such stuffs, still teach beyond their time at schools and still do other jobs because of the hard times. Some people criticize them for doing hard labor, but we cannot really blame them for their toil. To further prove their poor economic conditions, a number of teachers have resigned from the teaching jobs they love and went seeking greener pastures abroad. Going to other countries too does not guarantee a fortune, and yet many teachers gamble and try their luck outside the country. They are doing the exodus even if it shall mean going away from their families with some even risking their lives in foreign lands. There are teachers meanwhile who are not working as teachers but indulge on other jobs that are profitable. Of course they would rather choose the job where they earn more and not where they enjoy. We can find teachers working in call centers, in malls, in factories and in other establishments. While they seem not fit in terms of their education and their working capacities in establishments where they are earning, they are pushed against the wall due to economic hardships. While it’s true that their salaries can feed their families, the same is not enough however to buy other needs or attend to other family expenses such as medical emergencies among many others. Teachers in need often resort to loans from government financing institutions or private lending businesses. These entities, while they may be of help to teachers, also add to the financial burden because they create family budget distortions. On the protest and other mass actions teachers make, they stage their activities during the opening of classes not to sabotage class openings but simply to effectively attract the attention of the government on their woes and their demands. Sadly, many of their woes fell on deaf ears through the years. There were opening of classes marred by protest actions in the past years and they still happen until today, evident of the fact that nothing significant has really changed in the lives of teachers. Women power in business BY LENY MANALO B USINESS entrepreneurship among the people of Mabalacat City is being encouraged to build a wider and more inclusive economic base. In response, a group of young women coming from various professions decided to put their savings together and establish an innovative foot and body massage spa, Mi Chay, for men and women just outside the Mabalacat gate of Clark. Applying their skills learned from the companies where they work the enterprising women designed and implemented everything from product and market research, shop layout, hiring and training of staff to managing the business. Juliet works as an auditor, Lai is an entrepreneur and manage- ment consultant, Chay is a chemical engineer, Nida is a businesswoman , Bhess is another chemical engineer, Zai is an auditor cum consultant, Jac is a bank executive while the youngest, Sandy is a daughter of an OFW. It helps a lot that the women are all cousins although most of them work outside the city and just come home on weekends and on special occasions. Lou, another cousin who used to be an area supervisor of a major supermarket chain, took the job of managing the operations of the spa that has been attracting an increasing number of loyal clients both foreign and local residents. Local officials of Mabalacat City have expressed appreciation for the all-women business venture saying that while there is a strong campaign by the city to invite more big investors, small and medium businesses, such as Mi Chay, that are initiated by the residents themselves are seriously being encouraged to boost the local economy and create more jobs. Recently the spa was visited by the reigning Miss Mabalacat City, Jinky Serrano who is a stewardess by profession and shared her own contribution to the rudiments of how women can power business. She was treated to the relaxing experience of the spa that was capped by a cup of Mi Chay tea that is prepared mainly from lemon grass (sale in Capampangan) now being propagated by local farmers.
