Guiao: Nothing can
stop Clark airport from
being int’l gateway

CLARK FREEPORT – First
District Rep. Joseller “Yeng” Guiao
said over the weekend that nothing
can stop the Clark International
Airport from being an international gateway.
According to Guiao, the Clark
airport would “not be affected” by
the reported development of a new
international airport at Sangley
Point, Cavite.
Development for a new airport,
Guiao said, will take around 20
years. Besides, the lawmaker said
Clark and Sangley do not have
similar catchment areas. Clark, he
said, has about 20 million passengers in its catchment area, including Central and North Luzon, as
well as some areas in Manila.
Guiao has been pushing for the
full development of Clark airport
as twin gateway of Ninoy Aquino
International Airport (NAIA).

support, according to organizers.

been supporting the Aeta
community for four years
since 2010, with annual
back-to-school and feeding
programs. Over such time, a
total of 1,600 sets of school
supplies and more than 300
pairs of slippers were provided for the school children.

Gov Garcia puts up P100-T bounty
for suspect in journalist’s shooting

BALANGA CITY - Governor Albert S.
Garcia on Friday put up a P100,000 bounty for the perpetrators of the first media
killing for this year.
In a brief interview with Headline Gitnang Luzon, Garcia said the provincial
government is “filled with mourning as
they lost a family member”, even as he
condemned the senseless death of journalist Nerlie Ledesma of Abante tabloid last
Thursday.
Ledesma was a casual employee of the
Capitol and contributor to 1bataan.com,
the official portal of the provincial govern-
ment.
The governor added that assistance will
be extended to the family of Ledesma.
In a related development, the Bataan
Police Provincial Office formed a task
force to investigate the case.
Ledesma is survived by her husband,
Jun and daughter Pamela Grace.•

Drug Enforcement Agency in
Central Luzon (PDEA) seized
P1.5 million in Ecstasy the
other day at the Philippine Post
Central Office in Paranaque
City.
PDEA-R3 head Jeoffrey
Tacio said the seizure was an
anti-narcotic interdiction operation by his office, National
Capital Region PDEA, Bureau
of Customs and AVSECOM.
An agent of the PDEA-13 explained that unlike the police,
their office can operate outside
Central Luzon, even if it is not
their area of jurisdiction.
Tacio said that before the operation, PDEA-R3 has received
information that a parcel containing illegal drugs was sent to
the country.

Peace, order priorities for
APEC summit meetings

ANGELES CITY - Mayor Edgardo Pamintuan underscored
the importance of maintaining peace and order for the
duration of the upcoming Asia
Pacific Economic Cooperation
Summit (APEC) 2015 Preliminary Meetings from January
18 to February 7.
Pamintuan led a meeting at
the Mayor’s Office Conference
Room over the weekend with
local stakeholders and government officials for the city’s
preparation for the upcoming
events.
Philippine National Police
(PNP) officials from the Angeles City Police Office (ACPO),
members of the business community, various local government agencies, stakeholders
from the hotels, restaurants
and travel and tourism industries, barangay officials,
representatives from nongovernment
organizations,
and various socio-civic groups
were invited to the meeting.
“The city will be bearing the
brunt of the activities for the
summit. After the delegates’
meetings and conferences,
they will want to unwind and
relax, and they could do that
in the city. This is why we
should be ready, especially in
the aspects of peace and order,
and traffic,” Pamintuan said.
Included in these preliminary meetings for APEC Summit are the Senior Finance
Officials’ Meeting, the 7th
Meeting of the Experts Group
on Illegal Logging, First Senior Officials’ Meeting, 4th
Meeting of the Oceans and
Fisheries Working Group and
the Policy Dialogue for Small
and Medium Sized Enterprises.
Preparations
During the meeting, Police Director Eden Ugale presented their protection and
security detail for the chosen
hotels that will be used by the
delegates for their stay here in
the city.

hotels
outside
Clark, especially in Angeles
City were accredited by the
National Organizing Commit-
tee.
Ugale said that the PNP will
be deploying over 30 personnel per billet area. He added
that there will be dedicated
task units to ensure the safety
of everyone involved.
They also have task units
on standby in case of any demonstrations, which are expected in these kinds of situations
where high profile people are
attending.
The police director even
said that there is a high possibility that the demonstrators
would be coming from other
parts of the country.
Quick response teams are
also on-call for any emergency
or unanticipated events.
The expected number of
delegates arriving in Angeles and Clark will number to
about 3,000, including the official delegates’ staff members.

Two men
nabbed for drug
possession in
San Luis

- Two men riding in tandem
on a motorcycle who were first
flagged down for not wearing
helmets were later apprehended for drug possession in a
police checkpoint in San Luis,
Pampanga last Thursday.
Chief Insp. Onnil De La
Pena, San Luis Police Chief,
identified the suspects as Marvin Flores, 22, of Barangay
Pinagbarilan, Baliuag, Bulacan; and Joepet Castillo, 25,
of Barangay Concepcion, also
in Baliuag town.
De la Pena said Flores and
Castillo were traveling aboard
a black gray Yamaha motorcycle without a plate number
at 12 midnight when flagged
down by the authorities in a
checkpoint set up in Barangay
Sta Lucia, San Luis.
During a search the suspect
yielded a plastic sachet containing shabu and drug paraphernalia.
De la Pena said the motorcycle the suspect was riding in
was confiscated.
The suspects were taken to
the San Luis Police Station for
investigation and proper filing
of charges before the Provincial Prosecutor’s Office here.•

PESO eyes 11,000 jobs for Kapampangans

- The Pampanga Provincial
Employment Services Office
(PESO) is expecting to employ
more than 11,000 Kapampangans this year.
This came as Luningning
Vergara, PESO manager, assured Kapampangans that jobs
are “overflowing” here and
abroad.
According to Vergara,
companies in Pampanga are
looking for sewers, production
workers and call center agents
while demand abroad is highest for skilled workers and hospitality industry in New Zealand, Guam, Dubai and Saudi
Arabia.
Vergara said PESO is targeting unemployment and job
mismatch in the province by
implementing Labor Market Information and Skills Enhancement Program wherein jobseekers and fresh graduates are
undergoing career guidance.
She added that jobseekers
are being trained by Technical
Education and Skills Development Authority (TESDA) and
Provincial Manpower Training
Center (PMTC).
Trainings offered by PESO,
TESDA, PMTC are bartending,
welding, housekeeping, cosmetology, sewing, consumer electronics and commercial cooking.
Vergara added that they
are providing employment to
far-flung communities in the
province by offering livelihood
activities.
Meanwhile,
documents
from PESO showed that 9,191
Kapampangans were employed
locally while 1,410 were employed overseas in 2014.
Vergara admitted that this
wouldn’t be possible without
the help of the provincial government headed by Gov. Lilia
“Nanay” Pineda.

CLARK FREEPORT ZONE – The Clark
Development Corporation (CDC) has signed
five lease contracts at the start of the month,
promising a healthier financial position for
the year and more employment opportunities
for jobless Filipinos.
CDC President Arthur Tugade has signed
an agreement with Classique Cars for the
lease of Clark’s 2,672-square meter former
Brent school that will be utilized for car restoration of luxury vehicles. The term lease
will run for two years, and is renewable for
another three years.
At least 12 people have been assured of
regular jobs as soon as building construction/improvements are completed.
Tugade also signed a lease agreement with
Widus Hotel President Daesik Han for the
latter’s expansion project which will cover an
additional 3.2 hectares of property. The plan
is to create an integrated hotel-casino facility that will have around 250 rooms complete
with all amenities.
Widus Hotel also plans to construct a
much wider convention center to accommodate up to 1,000 people and a water park and
other team building facilities, the agreement
states.
Korean-based W Min Jun Corp. has likewise committed to invest P65.5 million for
the first five-year lease and development of
Clark’s 1,321-square meter land that would
be used to establish, operate and manage a
hotel, restaurant and other allied businesses,
and as well other services and facilities allowed by law.
The expansion project would provide jobs
to a total 35 people. The term lease will run
for 25 years and renewable for another 25
years.
President Tugade and Honda Cars Pampanga, Inc. Chairman/CEO Engr. Eriberto
Gomez have also inked a deal allowing the
latter to use the Freeport’s 2,500-square
meter property along M.A Roxas Highway
for automotive dealership and service center

parts and accessories for 25 years.
Tugade said the company has committed
to invest a total P320 million for five years or
broken down: P90-million for the first year,
P105 million for the 3rd year and P125 million for the 5th year. It also committed to employ 142 people during the five-year period.
Gomez said the Honda Cars Angeles-Clark
project will introduce new dealership concept
and design that will be the template for all
new Honda dealerships to be established in
the future. It will be designed by a foreignbased architectural company specifically
designated by Honda Cars, Japan.
Finally, CDC has also signed a five-year
agreement with CLTV 36 to establish and transfer the latter’s TV Antenna at the Freeport. •

CLARK FREEPORT ZONE – The
state-run Clark Development Corporation (CDC) said it is on target to achieve
its goal of employing at least 100,000
workers by 2016, following the groundbreaking of the Clark Green Frontier,
a mixed-used real estate development
that Singapore-based Capilion Corp.
Pte. Ltd had invested for P7-billion
over a period of seven years.
CDC President Arthur Tugade said
the 3-hectare mixed-used facility is
intended for business process outsourcing (BPO), commercial and retail
enterprises that could accommodate
more than 20,000 jobs during its initial phase or at least 75,000 jobs within
7 years.
“The difficulty of negotiation is very
true and is bearing fruit today. Far
afar Singapore and Philippines, it took
about more or less 8 to 9 months when
we signed the agreement. Negotiation
was indeed tough, but at the end of
the day, we were guided by the mutual
trust, the mutual respect,” Tugade said
in a brief speech he delivered during
the groundbreaking ceremony.
“I hope that the ground we break, in
the near future, will grow into a foundation that is solid, strong and powerful, and that will give you the foundation for prosperous business, review
the iconic landscape of Clark and more
importantly, generate employment that
Clark is much deserving,” he stressed.

DILG 3 awards LGUs with
outstanding compliance to RA 9003

- Local government units which
were outstandingly compliant
with the key provisions of Republic
Act 9003 or “The Ecological Solid
Waste Management Act of 2000”
manifested through the Environmental Compliance Audit (ECA).
The awarding was held in this
city as a highlight of the commemoration of the Manila Bay day in
December.
The event was attended by Mayor Edwin Santiago and Vice Mayor
Jimmy Lazatin of the City of San
Fernando; Mayor Candido Guiam
III of Victoria, Tarlac; Mayor Jocell Aimee Vistan-Casaje of Plaridel, Bulacan; and Mayor Michael
Manuel of La Paz, Tarlac who personally received their awards.
Accordingly, the DILG chose
among the 94 LGUs in the region’s
Manila Bay area and came up with
two sets of winners for the municipal and city categories.
Under the municipal category,
Victoria, Tarlac was proclaimed as
the most outstanding LGU in the
region followed by Plaridel, Bulacan and La Paz, Tarlac in second
and third places, respectively.
For the city category, on the
other hand, City of San Fernando, Pampanga bagged the first
place followed by Balanga City,
Bataan at second place, and Science City of Muñoz, Nueva Ecija,
third place.
All the awardees received
plaques of recognition while first
place winners in each category
were awarded P200,000 each.
Meanwhile, in representing the
region to the national level, City
of San Fernando, Pampanga and
Victoria, Tarlac have the chance to
win up to P1 million, should they
bag the ECA national awards. •

What Gov wants
NOTHING is more important to Gov. Lilia Pineda than
giving the needed services to
her constituents.
That is why she is urging
members of the Regional Development
Council-Sectoral
Committee on Social Development to prioritize the poorest
of the poor, particularly indigenous peoples (IPs).
Our brothers and sisters
from the mountains apparently experience discrimination in public health facilities,
because of their lack of awareness on their rights and privileges.
The Governor immediately directed Department of
Health regional director Leonito Gorgolon to address the
issue. They also sought the assistance of PhilHealth in conducting an information drive
to educate the IPs on the privileges they can avail in government facilities.
What the Governor wants is
for all sectors of the government to address the plights of
the IPs all over the province.
What the Government wants
is for the province to deliver
the needed services to Kapampangans.
What the Governor wants is
swift response to the needs of
her kabalens.

Putting children at risk
D
URING the holidays, while I was stuck on a
traffic gridlock, a little child was singing a
Christmas carol beside a car that is also on
halt along a road intersection. As the traffic light went
green, another car at the back nearly sideswiped the
singing child.
Since there were a lot of vehicles on the said road crossing, the little tot’s life was
in great danger. He had just
cheated death via a speeding
car. Luckily, he was spared
from a very imminent road accident.
The great number of children on the streets, singing
Yuletide carols to motorists,
is a common sight during the
Christmas season. They are Alvin H. Arceo
hoping that the occupants of
these vehicles would hand
them some loose change.
There are likewise Aetas
who come down from the
mountains to beg for alms
during this time of year. We
even see women with babies
clinging to their mothers,
while their hands are spread
open for some goods or cash
from passing motorists.
Although it’s a pitiful sight
to see people begging on the
streets and attracting people
with big hearts to give them
some cash or something, the
kind gesture of giving is discouraged, as people and even
motorists court disasters with
such acts.
Begging people block the
flow of traffic, because drivers either stop or slow down
their vehicles to avoid them.
They are potential victims of injuries or deaths in case
any vehicle would inadvertently hit them or run over
them.
Of course no driver would want to involve himself
in any accident, thus would avoid these people begging on the streets. However, there are accidents that
happen even if we try to avoid them.
For little children begging on crossroads or intersections, the risk is doubled since these kids are small
in height with some drivers having limited view of the
streets. They child beggars might even be hit with vehicles without the drivers noticing them.
The Department of Social Welfare and Development (DSWD) has called on the public last month not
to give alms to streetchildren, especially during the
Yuletide season. It is not only during the said time
of the year that there are people seeking alms on the
streets.
The DSWD also reminded the public on the existence of a law - the Presidential Decree 1563 otherwise
known as the Anti-Mendicancy Law of 1978.

Nakarating na ang balita sa superstar na si Nora Aunor at ayon dito,
naaawa siya kay Kuya Germs. Ito ang
una sa mga naging masigasig na pabalikin siya sa bansa upang i-resume
ang kanyang career. Pero kalaunan,
nagkaroon sila ng falling out dahil sa
mga pangyayaring may kaugnayan sa
kontrata ni Ate Guy sa ibang istasyon,
gayundin ng iba pang taong sangkot
dito.
Pero si Kuya Germs ang isa sa naniniwala kay Ate Guy. Kahit na nga

Nabuclod here, Governor Pineda, members of the council, and representatives
of the IPs discussed the much needed
health services of the said marginalized
sector.
Ric Guiao, president of the Floridablanca Aeta Ancestral Domain
Council, raised some pertinent issues
frequently experienced by the natives.
In particular, Guiao stressed the dis-
crimination they commonly encounter
in public health facilities and their lack
of awareness on the basic rights and
privileges they can exercise in said facilities.
Their concerns did not fall on deaf
ears, as Governor Pineda immediately
requested the assistance of Department
of Health regional director Leonita
Gorgolon, also present in the meeting,
in addressing these. For her part, Gorgolon pledged to allot five to 10 beds
dedicated for Aetas alone, in the ongoing renovation of the Jose B. Lingad
Memorial Hospital.
Meanwhile, Pineda and Gorgolon
sought the assistance of representatives of PhilHealth in initiating an information dissemination campaign
to educate the IPs on the privileges
they can avail in government facilities.

is neglecting the airport, Tanjuatco said, “The truth
is that we fully support the development of Clark Airport. In fact, the DoTC had already infused an initial
P 1.2 billion for the construction of our new Low Cost
Carrier Passenger Terminal Building (LCC PTB).”
Of the P7.2-billion fund, the national government
allocated the initial amount of P1.2 billion.
“The fact that this project is up for bidding this
year is proof that the government is serious in developing Clark Airport,” Tanjuatco added.
Tanjuatco explained that Clark Airport has its
own catchment area in the northern regions of Luzon, while the Ninoy Aquino International Airport
(NAIA) services the southern portion. He clarified
that the two airports are not competing with each
other since their operations and expansion complement each other.
“It is also the DoTC who stated that it will develop
Clark airport as low-cost terminal,” Guiao said.•

In my experience, as I was sitting on my vehicle,
two kids knocked on my car window. I didn’t mind

that I am simply putting the lives of the said children
at risk.
Not long ago, in another road intersection where I
was stopped by a red light, I handed over some loose
coins to a lone beggar. When his companions saw us,
two of them rushed to my vehicle’s left side and also

Somehow I realized that the alms we give them

Ang nasabing planta ay bunsod ng pagsasaliksik ng pamahalaang lalawigan at suporta ng mga
alkalde sa Bataan na nagsusulong sa kalinisan at
pag-aalaga sa kalikasan.
Matatandaang nagtungo ang ilang lokal na
opisyal sa bansang Korea upang makipag-ugnayan
at makapagsaliksik ukol sa pagtatayo at pag-ooperate ng mga plantang gumagawa ng enerhiya mula
sa basura.
Ang nasabing basura na siyang gagawing enerhiya ay magmumula sa mga bahay-bahay, sa mga
opisina at sa mga iba pang establisiyimento sa lalawigan. Ang nasabing planta naman ay sinasabing
gagamit ng mataas na kalidad ng teknolohiya sa tinatawag na waste-to-energy na proseso.
Kung maisasakatuparan, isang magandang
panimula sa ating rehiyon ang nasabing planta na
siyang maglilinis sa ating paligid ng mga basura,
magbibigay ng trabaho sa ating mga kababayan at
gagawa ng malinis na enerhiya para sa nasabing

Layug has been commissioned by the Archbishop
of Palo, John Du, to create an 18-inch tall Marian image made of Yakal
wood taken from the
debris of the Palo Cathedral that collapsed during
typhoon “Yolanda”.
This 18-inch Marian
image will be given to
Pope Francis as a gift.

This icon will be given to Pope Francis as a gift during his Mass at the Tacloban Airport on January 17. The block of
wood was delivered last October to the
Betis Galeria in Sitio Betis and is in its
final stages now.
“I consider this piece as one of the
very important sculptures I created, since
the material being used is historical and
a blessing. Historical, because it came
from a fallen church. A blessing, because
it’s a once-in-a-lifetime experience to do
something for a divine global figure like
the Pope,” Layug proudly shared.
Aside from this Marian image, Layug
also created two wooden icons. One is officially called Our Lady of Palo which will
be used in the altar at the Tacloban Mass,
and the other one is a Crucified Christ
which will be a centerpiece on the retable
at the Quirino Grandstand. The pontiff
will conduct Mass in these two locations.
Layug said the images are on loan and
will be put in a museum after the event.
The Pope will visit the country from
January 15 to 19.•
