WELCOME & APOLOGIES
CS welcomed everyone to the meeting; due to the low number
of attendees and the amount of apologies received a brief
discussion was held regarding the quorum of the group. The
group agreed to go ahead with the meeting.
Apologies were noted as above.
MINUTES FROM PREVIOUS MEETING
The draft minutes from the meeting held on the 19th December
2013 were previously circulated for comment and minor
amendments were made.
These were accepted as a true and accurate record.

MATTERS ARISING
Home Oxygen Service
CS advised that he is awaiting confirmation of a meeting with
Neil Pryde, Evelyn McPhail and Brian Montgomery.

Detect Cancer Early
Keep Well staff now able to refer patients for chest x-ray in line
with the Scottish National Lung Cancer indicators/parameters.
Smoking Cessation staff are currently receiving training.
National Respiratory Toolkit
Renamed to My Lungs, My Life; development of the site
continues and it is progressing well; however it is not yet ready
for testing. Updates will continue to be provided to the group.
The site will be live on line in January 2015.
ASTHMA
C&YP Asthma Sub Group Update
Group last met 6th December (minutes not available);a
discussion around the Chair of this group was held, CS asked
for a volunteer as it was decided that it needs to be clinical staff
member (with an interest in Asthma) within Fife.
Discussed the need for a model of care for transition from
children to adult services (perhaps along the lines for cystic
fibrosis and diabetes)

COPD
CS advised that there will be a flood of new drugs in
2014/2015; FE will provide an update/feedback when available.

BRONCHIECTASIS
Action Plan Update
CS advised that confirmation regarding the readability of the
action plan had been received from Equality & Diversity; the
plan was launch at the PLT session and is available on the
Website.
Dr Dhasma provided a Bronchiectasis Session at the PLT
[5.2.14]; feedback from the session was very good.

PULMONARY REHABILITATION
CS advised he was invited to a meeting (NHS redesign
committee) which was attended by executive directors and non
board members where part of the discussion focused on the
year to year funding challenges of the service.
CS feedback that high level management believe this service is
“core funded” when, in fact, it is not.
CS advised that he is awaiting further feedback from Ingrid
Hale.

CS asked for suggestions for potential respiratory sessions
1. Non-Malignant Palliative Care; Educational Needs

3. Asbestos Disease Awareness (mention made of a
charity in Dundee which provides very good speakers)

PATIENT SUB GROUP UPDATE
MF advised that the group last met on Tuesday 4th February.
CHSS update from Nicola Cotter advised that permanent
funding has been received to make the helpline telephone
number freephone.
Members of the sub-group asked what the waiting time is from
referral to attending the pulmonary rehab course; unfortunately
Carol Smith was not in attendance to provide feedback.
MF advised that at a workshop it was highlighted that 49/50
patients were not using there inhalers correctly; MF asked the
group if there is a procedure that practice nurses have to follow
when completing a patient’s annual review; LS advised that
part of the criteria is inhaler technique.
MF advised that the sub-group is reviewing their work plan and
hope to present it in the next couple of months.
MF advised that both Gill Dennes and Fiona Eastop will attend
the group and give a presentation.
MF advised that concerns had been expressed from members
of the patient group over number of disabled parking bays at
both the Queen Margaret and Victoria Hospitals.

PHARMACY / PRESCRIBING
FE had hoped to attend the meeting after she had attended the
NAG; FE had provided an update in case she didn’t manage to
make it back in time;
Practices working on reviewing high dose ICS inhalers
(either as pilot work for next year or as GMS project for this
year) continues.
No current supply/availability issues in primary care
Anne McKean highlighted issues of determining
compliance/concordance for patients, but difficulty if oversupply, which can occur if patients signed up to community
pharmacy prescription re-order services, when either they
are receiving supplies elsewhere (e.g. out-patient clinic), or
not complying with medication.
New asthma/COPD product launched by GSK, but awaiting
SMC decision (COPD indication April, asthma indication
June/July 2014). Formulary decision will not be made until
SMC decision announced, however we should consider a
review of formulary respiratory chapter very soon, in order
to guide GPs/secondary care in its use and place amongst
existing therapies. Difficulties as product contains a new
molecule, but with a name similar to existing product
molecule (not to be too technical).
National respiratory guidance being discussed at NAG
[06.02.14], so can feedback on outcome of meeting.

11.1 Annual Work Plan Update
CS asked for an update from Anne McKean regarding Item 4
Asthma (b) Review Paediatric detailed patient care pathway.

Practical Spirometry : an evening training session is being
arranged for March 2014, further details to be provided by Gill
Dennes.
R&D Funding : DC advised that the deadline for the research
bursary is 21st February; anyone requiring additional
