Welcome, Introductions, Apologies, Minutes of Previous Meeting
SC welcomed everyone to the meeting and welcomed them to HMRC at Custom House.
SC advised that CD would not be able to join the meeting today and Kevin was taking his place as
the HMRC Lead.
SC went through the rest of the apologies. Gerry McCourt will now attend the November meeting
to do a presentation on the Hidden Economy.
The minutes of the previous meeting were then accepted.
Action Points from Previous Meeting
AP1 – BM was to let me know what the PB’s were doing re High Rate Child Benefit. No feedback
as yet. AD advised that it was not an issue with ICAEW. AP C/F
AP2 – DMB issue is ongoing. SC advised the update on the on the issue was ‘ Discussions with
DMB are ongoing. Changes are being made to Campaign strategies. The issue will be looked at
again for review at the end of June 2014.
AP3 – P35 repayments – The Group felt this was still an issue, but were willing to see if the
refunds were quicker this year.
AP4 – Agents were to provide SC with details of Clients who had tax coding problems. No details
provided.

Group’s existing unresolved issues;

CIS Liaison – still ongoing. WT Issue 174 referred to business area.

DMB messages on Answer machines – Still an open issue – Being dealt with under JISD

PAYE & Death Guidance - Referred to Business area June 2013. Awaiting response.

Digest of Closed Issues – The Group had been issued with this digest , there were no queries on
this.

Summary of Open Issues – The Group asked when the Agent Online Self Serve would be up
and running as they had previously been advised that things would start in 2014. The Group felt
that issues such as 64-8 could not keep getting put off because the digital processes were not
there. CQ said there were still Issues with 64-8’s and SC has asked that specific details are
forwarded on to her.
AP2 – Group to send SC evidence of 64-8 issues.

ADL Phone lines – SC gave an update on how the telephone help lines deal with calls they
receive. SC advised that there was now the Debt Management & Banking ADL. She also advised
that there was no ADL for CT as over 80% of calls made to this number were from Agents. The
ADL that dealt with SA & PAYE were still doing call backs, and if Agents thought this was not
working to let SC have details with clients references. Agents also thought that the messages on
the phone lines were not helpful. SC advised that the messages were intended to stop those who
were no Agents using this phone line. Agents thought there should be a way you could bypass the
messages. Agents asked if the CT helpline could have a back option so you could get back to the
original message. GM advised that callbacks were being made at 7pm and she found this
unacceptable. The Group also asked if there would be an Employer ADL as this was something
that was needed due to RTI queries.

SC advised that RTI was now business as usual and in place of the RTI Updates we would now

8. AOB

AR asked if there was a problem with Overpayment Relief cases as she felt parts of
HMRC were not speaking to each other. Other member of the Group agreed with this.
GM gave SC a copy of a letter for one of her Overpayment Relief cases
AP4 – AR to send details of cases to SC.

AR advised that there was still a problem with DMB chasing money that was not due.
AP5 AK to ascertain current situation and advise. – AK has advised that if the debt
has not been paid because of a mistake on the Return resulting in no monies being
due, this will be dealt with by a Compliance section who will inhibit recovery action
until the correct position is known. If a debt is due and the Agent has contacted
DMB to offer a reason as to why the debt is not due and they will provide evidence
to that fact, DMB will BF the case and no letters or telephone calls will be initiated
until the situation is clear.

GM asked if Tax Credit renewals could be done online.
AP6 SC to check guidance and advise.
If you’re new to tax credits, contact the Tax Credit Helpline for a claim form. You
can’t apply online or download the form, and it takes up to 2 weeks to arrive.
Renewals can be done online if you have received a renewal pack with an annual
declaration and you have no changes to report. They can also be done by post or
phone. The Tax Credit Home Page is at Tax credits - GOV.UK

The Group discussed CWF1’s for people from a foreign country. These were being
returned as the individual had no national insurance number. Using the criteria for applying
for a national insurance number those individuals could not register for a number, but they
still needed to register for SA.
AP7 – SC to check guidance and advise.

SC advised that the consultation document for HMRC taking debt direct from bank
accounts was now there for feedback. The consultation closes on the 29th July 2014.

SS advised that a letter being issued to clients that seemed to be probing into a closed
enquiry was confusing and ICAEW had put an issue up regarding this matter. SC advised
that in this case 800 letters had been issued in error and the campaign had now been
stooped. The Group wished a supplementary issue to go up regarding this.
AP8 – SC to put up supplementary issue.

GM asked about 64-8’s for Trusts that were filed years ago before we had an online
system. She has asked what happened to historical data and was it transferred over to the
online systems.
AP9 – SC to check what the situation is re historical data.
