COMMUNITY MEETING MINUTES, RANGIWAHIA HALL: 25 November, 7.30pm PRESENT: Cr. Wayne Ellery, Sue Jex, Greg Clifton, David and Sue Sweet, Matt Sweet, Pat Lambert, Shane and Marie Brennan, Beth Mora, Ngaire Hancock, Roger McKinnon, Fiona Morton, Geoff Le Quesne, Jim Gresham, Rose Brodie, Sheldon and Nicola Martin, Nora Clifton, Shelley Dew-Hopkins, Connor Hopkins, Sheena Gallocher-Shearer, Pam McKinnon, Steve & Mary Bielski. APOLOGIES: Kate Gee-Taylor, Marcia Gresham, Nic Murphy, Bruce Roberts, Andrew Clifton. Carried: Jim Gresham/Sheldon Martin Roger McKinnon presented flowers and a small gift to Steve and Mary Bielski in recognition of their contribution to the Committee during their tenure as Chair and Secretary/Treasurer. Geoff Le Quesne opened the meeting. Minutes from the previous meeting of 19 August 2013 were read. Confirmed: Jim Gresham/Ngaire Hancock MATTERS ARISING 1. Ruahine Dress Circle Picnic table installed. Toilet still to be installed. No camping/flooding risk sign still to be installed. Additional timber required to complete safety fence at Dress Circle waterfall – Steve Bielski managing this. David Sweet is currently mowing this area, but really this responsibility lies with Council. Meeting agreed no rubbish bins required as people are to be encouraged to take their rubbish with them. 2. Paper Road to Bush Reserve Meeting discussed name options for the Road including Rangiwahia Bush Rd, Ritzmond Rd, Bush Reserve Rd. Post meeting Quail Road was suggested as well. To be decided at next meeting. The submission to Council requesting ongoing maintenance of the Road was declined, with the comment that it could not be included until further investigation had been undertaken. No response from Council regarding Community requesting what and when this further investigation may be. Investigations into appropriate trees and shrubs to be planted along the road still required, noting the concern that the trees should not block drains etc. Grant received from Fonterra Grassroots Fund for labelling trees in the Bush. Outcome from He Tini Awa trust for stoat traps yet to occur. 3. Hall Repairs and Maintenance Three windows were replaced on the hall by MWL Builders. And the intention is to systemically continue with this, funded by Council. Picket fence still be replaced. Following the piping of the spouting into the tanks, there is now an excess of water at the hall. Steve Bielski will talk to Shannon regarding this and the picket fence. The picket fence needs be completed by April 2014 in time for the 100th year ANZAC celebrations. 4. Tennis Courts Discussions are ongoing to tranship the Playground to the greenspace by the Hall. Following the completion of this project, the grass seed will need to be redone, as the initial seed did not take, following the drought of 2013. 5. Mowing of Grass Verges 1 The meeting was advised via an email from Matt Tipping (Team Leader – Roading) that: Mowing was based on 400mm maximum height, rather than frequency. On average the country roads are mowed 4-5 times per year Unsealed roads only receive sightline mowing. On average the grass is mowed around the Memorial Hall, cemetery and village every 14 days. Discussion ensued on this, with some disbelief regarding the frequency of mowing around the hall and village areas. Cr Ellery commented that Council is reliant on the Community commenting back to Council on these matters. He suggested that if there was an issue then to ring Council direct on 323-0000. Matt Sweet raised the issue of buddleia obscuring the line of sight on the Ruahine Rd. While the issue is most of the way along this road, it is particularly noticeable on the corners this side of Edge Hill. Greg Clifton commented that broom/lupin in the Riverbeds was rampant, but HRC was of the view that this was part of the natural lifecycle, and no chemical control would be undertaken. 6. Mangaweka Bridge Concerns continue regarding ‘bumps’ on Mangaweka Bridge. Roger would like to meet the roading manager onsite to discuss this issue, with a view to investigating whether bitumen/tarseal could be used to smooth these areas. Also noted was the breakage of some of the railers etc at the bridge. 7. Cat eyes and White lines This is ongoing. Clarification is sought from Council regarding their response to the submission, as it gave a negative response to something which had not been sought. Specifically the request was for cats eyes to be placed on Ruahine Road (not Te Parapara- Main South Roads). Also are reflector pegs to be placed on the section of road north of Apiti and on Te Parapara Rd? 8. Signage project Mary circulated the signage information to those at the hall, and later circulated via email the ‘words’ to go on the sign. Each sign will have a QR code which can be used on smartphones to provide further information. It is anticipated that these signs will be ready late 2013/early 2014. 9. Hall heating Monty from Fauldings of the view that the existing heaters are still the best heating option, but with a timer in place. General consensus of those present was that a money machine to operate the heaters as well as a timer would be beneficial. Steve Bielski will continue working on this. 10. Civil Defence The Hall will be the Civil Defence site. Some signage to be shifted from the School, post closure. 11. Community Funding Discussion on the $2,700 available to the Community ensued. It has been confirmed that the Community is responsible for the interior of the Hall. The previous suggestion of painting the interior of the hall was discussed. Sue Jex advised that she has the ability to access the Dulux Trade Accounts. There was interest in investigating the option of painting the hall interior as a community as had been done in the past as opposed to getting a contractor. It was decided that a professional quote would be obtained with work to be done itemised so that the Community can work out where best to spend the $2,700. Fiona to obtain quote. Pam McKinnon raised the possibility of a bricked in BBQ area. Further discussion on this was deferred until the Community Outcome planning scheduled for February. GENERAL BUSINESS 2 12. Financial Report M. Bielski advised that 5,721.87 was in the Online call account (Hall Account), which included the money received from the Fonterra Grassroots Grant and $900 from the Community Trust Grant. Addendum – following the meeting Mary emailed with a request that an additional $300 be used for the sign to be installed at the Mangaweka Bridge. 13. Display Cabinet Roger McKinnon will be building a display cabinet for the hall which will showcase memorabilia from the School. 14. School Closure Shane Brennan provided the meeting with an update on the School closure. The School will be officially closed on 27th January 2014. There will be a closing ceremony on 25th January 2014. Shane also discussed the school pool and the BoT decision making process regarding that. The general consensus was that the Community did not feel they were in a position to take over the management of this asset. 15. Toilet Refurbishment A small project team of Sheena, Shelley, Nicola, Sue and Fiona will pull together some ideas and provide a progress report at the next meeting including defining the scope of the project (e.g. basic refurbishment vs. complete redevelopment). There was general agreement that it would be beneficial to incorporate a shower and a handicapped access toilet. Identified issues include septic tank loadings, maintaining/preserving tiles, funding options. 16. Community Communication Discussion around maintaining a community newsletter took place. All agreed that maintaining this was important for the community. Beth advised that she currently sends out 58 paper copies and some additional via email. Options around funding this (paper and ink) was discussed. It was decided that a yearly sub was not the preferred option and that the hall account could be used to cover these costs. Nic Martin offered to be responsible for the newsletter. This will be on a monthly basis. The Community email list will be used to distribute immediate news, as well as the community Facebook page https://www.facebook.com/RangiwahiaCommunity Addendum – An example of what a community webpage may look at is available at www.rangiwahiacommunity.weebly.com 17. Tennis Courts Connor Hopkins spoke to the meeting requesting investigation of installing a basketball hoop at the courts. Shane and Beth advised that one was available at the School, but that it may require work. Connor will investigate this further. 18. Community/Family day Connor also asked if there was any possibility that a community fun sports day be pulled together. Connor to investigate this further – a potential date of 15 or 16 February has been suggested (Traditional sports date). 19. Railings Shelley Dew-Hopkins asked who is responsible for painting of the railings at Te Parapara Cnr. It was confirmed that Council is responsible for this. Shelley commented that the painting is very untidy and needs to be redone. 3 20. Working fund Greg Clifton queried whether the community wants a ‘working fund,’ which would be used as an umbrella current account for different groups to access for immediate needs, as opposed to waiting for the yearly ability to access money from various Trusts (Education Trust, Community Trust, Pemberton Trust). In the interim the Hall current account can be used for this, but further discussion on this will be held at the next meeting. 21. Country Road Cycle Classic – 22nd March 2014 Steve advised that Rangiwahia will one of the transitions points for this race, and there may be opportunities for the Community to be involved – exact details and roles yet to be determined. Addendum: FYI – In 2013 over a different route there were 205 individual competitors, then an additional 33 teams in the 2 person race and 26 teams in the 4 person team. Total = 375 competitors. I also spoke to a friend regarding this – and this was the response “In my opinion one of the best ones [transition points] I’ve seen was at the Round the Mountain event, the transition area roomy and they had a BBQ and cold drinks. This was also advertised before and so people knew to have some cash on them. It seemed to do a bit of a roaring trade. Small selection of chocolate or fruit might go down as well. Newbies often don’t take enough food and depending on leg length you get hungry.” 22. Council Report Wayne advised that due to the elections it has been fairly quiet and there was not much to report. Next Meeting: February – Date to be advised – Community planning meeting The meeting ended at 10.15 pm followed by supper. Secretary, Fiona Morton COUNCIL ACTIONS/COMMENTS/QUERIES 1. Can mowing the new Dress Circle lookout site be included in the Council mowing contract? 2. Can Council clarify if Dress Circle picnic area is included in the existing mowing contract? 3. When will the investigation into including the maintenance of the road to the Bush Reserve occur and what will it entail? 4. Post playground installation – regrassing area between tennis court and hall required. 5. Please check overhanging buddleia along Ruahine Rd – currently obscuring driving vision. 6. Request that the roading team leader meet with Roger McKinnon at Managweka Bridge to discuss repairs and maintenance. 7. Clarification regarding installation of cats eyes on Ruahine Rd – why can’t it occur? 8. Confirmation regarding installation of reflector pegs north of Apiti and on Te Parapara Rd – will it occur? 9. Painting of railings at Te Parapara Cnr required 10. Spouting/Septic tank improvements needed 11. Picket fence replacement required prior to April 2014 12.
