Report Muscogee Creek Nation Athletic Commission MMA Event 3-28-2014 This report is written by Joe Miller, Executive Director of the Oklahoma State Athletic Commission in regard to an MMA event conducted at the Muscogee Creek Nation River Spirit Casino in Tulsa, Oklahoma on 3-28-2014. The event was regulated by the Muscogee Creek Nation Athletic Commission, Executive Director and Commissioner Dan Kirby. This event was the third event regulated by the Muscogee Creek Nation Athletic Commission (MCNAC). As was the case from the first to second event there was even more marked improvement from the second event to this event. The MCNAC has established accounts with Fightfax and MMA.LLC and they are learning how to use the data bases. They have created and produced all necessary forms required for the licensure and oversight of participants. They have also purchased all of the equipment necessary for the Commission staff to properly and accurately maintain records and files of participants. At this point The MCNAC is predominantly using OSAC inspectors and ring officials but are developing their own pool of officials through training. In preparation for this particular event the MCNAC followed all of the recommended procedures. MMA and Boxing Data Bases were checked and double-checked for suspensions and records. Commission checked each fighter for a current National MMA ID. Individual matches were studied for competitiveness. Care was taken to ensure all fighters had current blood-work on file with the Commission. Licenses were issued to all participants and seconds. MCNAC requested and received copies of fighter medical insurance and claim forms as required in their rules. Ringside physician administered pre-bout and post bout exams and was onsite and at ringside during all bouts. An ambulance with personnel and proper resuscitation equipment was present. Upon conclusion of the event Commission ensured all officials had been paid and financial disclosures signed by each as required by Federal law for boxing. Commission checked dressing rooms for any injured fighters and made sure dressing rooms were clear prior to their departure. Results were completed and turned in, in accordance with ABC guidelines. No shortfalls were observed in regard to this event. The only administrative requirement that they do not have the capability to complete is to physically manufacture and construct licenses and National/Federal ID cards. In the absence of that capability the Oklahoma State Athletic Commission continues to provide that support to them. The event ran smoothly and was brought to its proper conclusion without incident. This Commission is very capable of providing proper regulation to all combative sporting events and is compliant with Tribal rules and regulation as well as Federal laws.
