The German Trade Office Taipei
(GTO) was established by the
Association of German Chambers of
Industry and Commerce (DIHK) as the
Delegation of German Industry and
Commerce in 1981 to promote
economic relations between Taiwan
and Germany and to represent the
interest of German business in
Taiwan. The GTO is the first point of
contact in Taiwan for German
companies, provides information on
Taiwan and Germany, informs about
investment opportunities in Germany
and arranges seminars, networking
events and symposia.
DEinternational Taiwan Ltd.
DEinternational Taiwan Ltd., the
service unit of the GTO, organizes
business delegations and market
survey trips, represents German trade
fair companies, and offers bilateral
market entry support as well as
recruiting, training, office-in-office and
other value added services.

The German Trade Office Taipei, the Workforce Development
Agency (WDA) and Siemens Ltd. Taiwan signed an MoU on
vocational training – Siemens Mechatronic System Certification
Program training center opened in Taichung
The German Trade Office Taipei (GTO), the WDA and Siemens Ltd. Taiwan
signed a memorandum of understanding for a Siemens Mechatronic System
Certification Program (SMSCP) Level 1 and the establishment of a SMSCP
training center on September 22, 2014. The SMSCP is a comprehensive
industry skills certification, accepted in 40 different countries around the world.
Siemens has already set up 35 technical colleges in 12 different countries. The
WDA Taichung-Changhua-Nantou Regional Branch is the very first certification
center in Taiwan. The first step is to offer a training by two German trainers for
Taiwanese teachers. It is expected that up to 500 students will graduate from
the training center each year.
Among the guests attending the MoU signing and opening ceremony were Mr.
Tsai Meng-Liang, Deputy Director General of the WDA, Mr. Chen Jui-Chia,
Director General of the Taichung-Changhua-Nantou Regional Branch of WDA,
Dr. Roland Wein, Executive Director of the German Trade Office Taipei, Mr.
Andreas Herrmann, VP of the Industry Sector of Siemens Ltd. Taiwan, and Dr.
Ken Cheng, VP of the Industry Sector of Siemens Ltd. Taiwan.
Cooperation in Vocational Education and Training
The dual vocational education and training system (VET) in Germany is based
on the theoretical education of young people in vocational schools and on-thejob-training in companies at the same time for up to 3 ½ years. It provides to
the students the opportunity of learning within the work process and ensures
that the students acquire professional and social skills which are relevant to the
labor market.
The German VET is seen as one of the pillars of Germany’s economic
success. German Chambers of Commerce Worldwide (AHK) extended their
activities to promote the adaptation of key elements of the German VET.
The German Trade Office Taipei has cooperated with the Council of Labor
Affairs (now Ministry of Labor) and the Ministry of Education in successfully
implementing and running the TAIGER project from 2003 to 2010. 3,230
Taiwanese students were trained during this project, they passed examinations
in Taiwan and received diploma by the Association of German Chambers of
Industry and Commerce (DIHK). 2013 the GTO consulted the Precision
Machinery Workshop at the Central Training Center in Taichung on their
training material, machinery park and teaching methodology.
