PUBLIC COMMENT Members of the public may speak regarding items not on the agenda. It is the general policy of the Board to refer concerns from members of the Public to the District Manager for investigation and resolution, if appropriate. Presentations are limited to three minutes. In compliance with the Brown Act the Board may not take action on any matter that is not on the agenda. The public will be offered an opportunity to comment on agenda discussion items when these items are presented. 6. Approval of Regular Meeting Minutes: Review/approve October 16 and November 20, 2015, meeting minutes per separate motions and procedures. 7. Approval of Warrant Register for November. 8. Camp Roberts – Army National Guard: Receive monthly update. 9. DISCUSSION ITEMS A. Committee Appointments: Appoint Board Committee membership for 2015- 2016. B. Labor Compliance Program: Adopt Resolution 14-15 approving a Labor Compliance Program applicable to Proposition 84 grant funded projects. C. Effluent Pump Bid. Review bid submittals and engineer report for replacement of effluent pumps, motors and associated piping. Award to lowest bidder or reject all bids. D. LAFCO Nomination: Approve selection to the special district seat on the San Luis Obispo Local Agency Formation Commission. 1 10. 11. CONSENT ITEMS A. DIRECTORS/MANAGER COMMENTS This item is the opportunity for Board Members or Staff to make brief announcements or reports, ask questions related to District business and for Directors to request Staff to report back on a particular matter or place an item on the agenda. 12.
