Studies estimate that over 350,000 inmates with severe mental illness are housed in our nation’s jails and prisons. Broward Sheriff’s Office (BSO) operates the 12th largest jail system in the U.S. where many inmates arrive with mental health and substance abuse problems. Within the 4 jails in the BSO system, about 32% of the inmates are prescribed psychotropic medication. Modeled after the country’s first CIT program in Memphis, BSO uses their Crisis Intervention Team to assist with pre-booking diversion of offenders with mental illnesses. BSO identifies inmates who need behavioral health assistance and provides them with stabilization and rehabilitation while they are incarcerated. This session will allow participants to virtually enter BSO and its jail system to better understand the programs for behavioral health and social services, and the community collaborations and referrals offered. At the conclusion of this course, the participants will be able to: Explain the process of assessment and evaluation of inmates in the BSO jail system Cite the programs and services that may be available to inmates and the criteria used to determine an inmate’s treatment plan Discuss the Crisis Intervention Team’s role in arrest, incarceration or diversion Examine how mental illness is treated and managed within the jail environment Offer their clinical services to BSO for appropriate referrals The Presenters Timothy Ludwig, PhD Timothy Ludwig received a PhD from the University of Miami in Counseling Psychology and M.Ed. from Florida Atlantic University in Boca Raton. Dr. Ludwig is a Florida licensed clinical psychologist and a Certified Correctional Health Professional. For the past 12 years, Dr. Ludwig has been the Manager of the In-Custody Behavioral Services Division at the Broward Sheriff’s Office. Prior experience at Henderson Behavioral Health includes Project Coordinator for the C.O.U.R.T. Project, Psychologist-Children’s Assessment Program, and Team Leader for the P.A.T.H. Project. Starting in 1988, Dr. Ludwig has worked as a Counselor at Glenbeigh Hospital of the Palm Beaches, Palm Beach Regional Juvenile Detention Center, Hunt Elementary School, and Institute for Family Living. Dr. Ludwig has made numerous presentations including “Intervention Skills for Managing the Mentally Ill Inmate” at the National Conference on Correctional Health Care and co-authored a paper on “Program evaluation for a jail-based mental health treatment program” published in the Journal of Correctional Health Care. Captain Scott Russell Captain Scott Russell has served the community for 28 years as a law enforcement officer and eight years as a Pastor at Church by the Glades. He currently serves as part-time Pastor at Church by the Glades. From 1982-2008, Captain Russell was with the Fort Lauderdale Police Department and joined the Broward Sheriff’s Office in January, 2013. Serving in specialized units, including narcotics, fugitive taskforce, school resource officer, special problems, homeless outreach team and the crisis intervention team, Captain Scott Russell has been a law enforcement pioneer in the areas of crisis intervention for the homeless and mentally ill. Captain Russell has spent more than 15 years in homeless outreach and advocacy, sharing homeless outreach models nationwide and publishing papers on homelessness with leading scholars for law enforcement agencies. Among a long list of recognitions, he has received a City of Fort Lauderdale Proclamation in his honor for his work with the homeless and mentally ill, the Rotary Club Public Safety of the Year Award, and the Irish Humanitarian Award from the Fort Lauderdale Emerald Society for the work he has done with the homeless. Captain Russell also teaches and provides Crisis Intervention Team (CIT) training to law enforcement deputies and was recognized as Broward County’s CIT Officer of the Year in 2005. He is a member of the Broward Behavioral Health Coalition and the Coordinating Council of Broward and oversees Youth and Neighborhood Services at the Broward Sheriff’s Office.
