Request for Proposal - Study for Evaluation of Cold Flow in Methane Hydrate Offshore Production Test 1st August, 2013 Japan Oil, Gas and Metals National Corporation Oil & Gas Upstream Technology Unit Executive Director Yoshihiro Tsuji Japan Oil, Gas and Metals National Corporation (“JOGMEC”) invites proposals for “Study for Evaluation of Cold Flow in Methane Hydrate Offshore Production Test” (Study). If you are interested in this invitation, your proposal must be in accordance with the following instructions. 1. Title of Study Study for Evaluation of Cold Flow in Methane Hydrate Offshore Production Test 2. Objective of Study Refer to Appendix 1 “Study Specifications.” 3. Scope of Study Refer to Appendix 1 “Study Specifications.” 4. Required Conditions to be Contractor (1) Tenderer should have  Experiences of experimental study for oil & gas upstream industry,  Experiences of gas hydrate experiments  Necessary experimental equipments for Study (must be possible to generate hydrate in water dominant flow), and  Necessary organization and personnel to undertake and complete Study. (2) Tenderer should accept JOGMEC basic contract conditions (Refer to Appendix 2: Agreement). (3) Tenderer should be a person or entity who shall not come under Article 3 of “The Public announcement on the qualifications for participating in the tendering procedures by JOGMEC . (4) Tenderer should be a person or entity who shall not be currently under a suspension of business order as instructed by the national government administrative organ. 5. Outline of Contract (1) Term Date of Contract ～ March 31st, 2014 (2) Amount of Budget USD 450,000 - including but not limited to direct expense, expense of an alliance with other company, and tax. (Your quotation shall not exceed the above mentioned budget. The cost performance will be one of the evaluation criteria.) 6. Implementation Structure (1) With a view to effective and efficient implementation of Study, the contractor is permitted to engage third party consultants or subcontractors to perform a part of Study on behalf of the contractor, subject to prior written approval of JOGMEC, provided always that the contractor will pay the fees for any such third parties from the contractor’s own budget. (2) A partnership with more than one company, consultant or any other organization is entitled to bid for and carry out Study, provided that responsibility for the various parts of the Study shall be clearly set out. 7. Proposal Requirements Your proposal should be in accordance with Request for Proposal (RFP), Appendix1: “Study Specifications”, and Appendix 3: “Proposal form”. Your proposal must be written in English or Japanese. Your proposal should include and satisfy the following items: (1) Concrete work plan satisfying Specification (must be included following items); a. Detailed plan of sample analyses b. Detailed plan of flow loop experiment (2) Detailed specification of flow loop system (must be included following items); a. Schematics of flow loop including pipe length, diameter, and measurement hardware b. Video recording system c. System for pressure and temperature control d. Other assets (software, laboratory equipment, etc.) (3) Total cost and cost breakdown (refer to “3. Total cost and cost breakdown” of Appendix3 “Proposal form”); (4) Timetable for Study; (5) Work organization (who will carry out Study); (6) CV of personnel to be involved in Study; (7) Outline/background of your company including financial situation; (8) Experiences of the similar project and work records of previous study/work related to the subject of this Study; (9) Deliverables; (10) Contact details; Submit your Proposal in Microsoft Word or PDF format. 8. Submission of Proposals (1) This is an electronic-only submission process. Therefore, you shall submit your proposal by e-mail and by the deadline (see sub-paragraph (2)-(b) below) to all of the contact persons (see sub-paragraph (3) below). Any proposals submitted other than by e-mail shall not be accepted or reviewed. When Proposal file size is larger than 20MB, please divide Proposal into several split files which are smaller than 20MB. Evaluation of Proposals (1) Evaluation Criteria The proposals submitted in response to RFP by the deadline will be evaluated with the following criteria: (a) Consistency with objective of Study; (b) Concreteness and adequacy of work plan and implementation structure; (c) Superiority of experimental system (d) Cost performance. (2) Result of Evaluation The result of the evaluation will be published on this website. JOGMEC will not take any liability for costs or expenses incurred by Tenderer in the process of preparation and/or evaluation of proposals. 10.
