Fragility of the Haitian state despite
significant progress in security.
Weakness in the fight against organized
crime (drugs, child trafficking, corruption
in public administration) ...
State institutions weakened by a culture
of impunity and lack of accountability.

• No guarantee of social and economic rights:
• Undermining social and political stability
• Threat to security and peace
• Failure to provide the necessary compromises with the latest
and upcoming elections.

PARTIAL CONCLUSION
• Can not guarantee that peace will survive its departure due to:
• Political polarization and social fragmentation.
• Structural weakness of state institutions
• Clientelism - impunity - incompetence
• Absence of control mechanisms
• Multidimensionality of Mission leaden its effectiveness especially
in terms of institution building "capacity building" (Namie Di
Razza: UN in Haiti, ambitions and disappointments.)
Recommandations
• Better engagement in the fight against transnational organized crime.
• Help the consolidation of civil and political rights
• Strengthening the capacity of the Haitian State to guarantee social and
economic rights.
• Building institutional and individual capacities at the level of the state
apparatus
• Symbolic reinforcement of progress by the HNP by integrating its
qualified members within the OMP.
General Conclusion
• . Election Deadline unfavorable to peace in Haiti.
• Haiti on Watch List because of its fragility
• HPN has much to do in the coming days
• Wish to have a strengthened commitment and support during the
election period.t
