REPUBLIC OF SERBIA MINISTRY OF INTERIOR Sector for Emergency Management Date: May 27, 2014 Location: Belgrade, Serbia Report made by: International Cooperation of the Sector for Emergency Management, Ministry of Interior, Republic of Serbia Event: Emergency Situation in Serbia due to flooding Occurrence: Date: 14/05/2014 Situation Report, No 14 Following the proposal of the National Emergency Management HQ after last session held on 23 May 2014, the Government of the Republic of Serbia revoked the Emergency Situation on 23 May 2014 except in 2 cities and 16 municipalities. During the State of Emergency declared for the whole territory of the Republic of Serbia due to heavy rainfall and disastrous floods, in accordance with the Instruction of the Head of the National Emergency Management HQ, all emergency management HQs (local HQs, county HQs and the HQ for the City of Belgrade) were in sessions. Based on the situation and needs assessment reports for their territory, the HQs have made decisions on measures and operations to be taken and engagement of the human and material resources. According to the official data, Emergency Services (fire-rescue brigade, police, army, and Red cross) evacuated and rescued 31.879 people from the affected areas. Only from the most affected city of Obrenovac there are more than 24.000 people evacuated. During past days people were preventively evacuated from Sremska Mitrovica and Šabac were evacuated. In the city of Sremska Mitrovica, there have been 660 people evacuated as well as in the nearby villages of Višnjićevo, Bosut and Sremska Raca). Evacuation is carried out in the Municipalities of Jamena, Sid and Morović (780 people). In Sremska Raca preventive evacuation is carried out in Municipality of Martince. Evacuees were provided shelter in 136 Centers and many more with friends and family. During the Emergency situation there were 33 casualties, among them 1 firefighter, reported as a consequence of floods (within this number, it was established that 6 people died due to natural causes). One person lost their life due to landslides in Krupanj. According to the information from the field, there are more than 2,260 buildings flooded and more than 1800 buildings damaged, while many households are without electricity, while in the affected areas there is only technical water (not for drinking). Sector for Emergency Management, Ministry of Interior, Republic of Serbia 31, Omladinskih brigadad Street, 11 000 Belgrade, SERBIA Phone: +38111 2282 911, fax: +38111 2282 911 e.mail: [email protected], [email protected], [email protected] REPUBLIC OF SERBIA MINISTRY OF INTERIOR Sector for Emergency Management The most difficult situation was and still is in the City of Belgrade (Obrenovac, Umka, Lazarevac), Braničevo ditrict (Kostolac), Mačva district (Šabac, Mali Zvornik, Krupanj, Loznica, Ljubovija, Vladimirci, Koceljeva and Bogatić), Srem district (Sremska Mitrovica and Šid), Pomoravlje district (Svilajnac, Ćuprija, Paraćin , Rekovac), Kolubara district (Valjevo, Ub, Ljig, Lajkovac, Osečina, Mionica), Morava district (Čacak , Lučani and Gornji Milanovac), Šumada district (Rača, Knić , Topola), Raška district (Kraljevo), Kragujevac. In the flood affected areas there are severe problems with great number of landslides and mudslides that threaten the critical infrastructure (roads, telecommunications, etc). According to the National hydro-meteorological Survey, stagnation is expected on the Rivers Danube and Sava. All available resources for protection and rescue were engaged in the affected areas. Sector for emergency management had firefighters-rescuers and specialized flood response teams with vehicles, pumps and boats deployed to the field and engaged in helping the affected population, damn intensification and water pumping. Members of the Red Cross were also involved. The activities in managing the consequences are continued by the city and municipal headquarters for emergency management, emergency services, public water management companies as well as Red Cross. Focal activities of the day in the affected areas were biological decontamination, supplying the population with water, medicines and food. Furthermore, activities of landslide remediation, strengthening of embankments, water pumping, monitoring of sanitary conditions in the Emergency Centres for shelter of the evacuated people were carried out. Sanitation of terrain has started. So far has been collected and destroyed over 66.3 tons of dead animal and 42 tons of food from the municipality of Ub and Lajkovac. Food and drinking water were distributed in affected areas: Čačak, Užice, Požarevac, Loznica, Šabac, Smederevo, Jagodina, Valjevo, Grocka, Obrenovac, Koceljeva, Krupanj, Lazarevac, Vladimirci, Smederevska Palanka, Mali Zvornik, Ćuprija, Paraćin, Žagubica, Trstenik, Ub, Lajkovac, Bogatić, Surčin, Svilajnac, Bor, Mionica, Ljubovija, Sremska Mitrovica, Kraljevo, Pećinci, Lajkovac, Osečina, Ljig. Mail activities during the day to the affected areas were the biological decontamination of the field, supplying the population with water, medicines and food, as well as the restoration of landslides, embankment reinforcement, water pumping and monitoring of sanitary conditions in the detention centers. International assistance The Government of Serbia requested humanitarian assistance from the Government of the Russian Federation, the European Commission, and the Governments of the Republic of Slovenia, Italy, Hungary, Swiss Federation and Israel, as well as the OSCE and UN. There is an EU CP Team from European Commission as well as the UNDAC team in Serbia. Activities of international teams for high capacity water pumping from the affected areas have resulted in measurable effects. HCP teams have successfully completed their activities at first locations and were transferred to the new locations, mainly in and around Municipality of Obrenovac. Also, at the request of the Ministry of Health, there are Water Purification Units (teams) in country from Hungary, Germany and France, engaged near Belgrade (Obrenovac), Svilajnac and Ćuprija. Assessment of consequences and needs after catastrophic flooding were made. According to this assessment, high capacity pumps are needed for pumping water from the affected areas. However, the high capacity pumps by international teams that have already been deployed in Serbia are enough. According to this assessment, specialist rescue teams with boats are not required anymore and the part of teams (rescue teams with boats) from Slovenia, Macedonia, Bulgaria, Russian Federation, Montenegro, Belarus and Hungary left. Due to reduced need of engagements, Hungarian, Macedonian, Slovenian, Germany, Belarus and EULEX helicopters left. Rumanian and Macedonian pumping teams left.
