FOR EMPANELMENT OF AGENCIES/FIRMS FOR SUPPLY OF SCIENCE AND MATHEMATICS KITS
A. Project Details:
1. RASHTRIYA MADHYAMIK SIKSHA ABHIJAN, ASSAM: Rashtriya Madhyamik Shiksha Abhijan (RMSA) is
launched by the Department of School Education and Literacy of the Ministry of Human Resource
Development (MHRD), Government of India The vision of the RMSA is to make good quality
secondary education available, accessible and affordable to all young persons in the age group of
14-18 years. To realize this vision, various activities under RMSA, Assam are being undertaken at
the school level.
2. SCIENCE AND MATHEMATICS KITS: It is an innovative idea of RMSA to provide Science and
Mathematics Kits to the students of Govt./Provincialised Secondary School. The objective behind it
are:




To provide school student with the opportunity to handle scientific apparatus and learn the
basics of science through experiments.
To ensure that learning science will never be so difficult and boring again.
Educational Science kits promote experiential learning or learning by experience. By
enabling children to experience firsthand what they learn, the science project kits let
learning have a long lasting power in the mind of the student.
Science kits are made to complement the textbooks of science subjects. Whatever theories
and concepts students learn in biology books or chemistry text books, the same are
demonstrated in science laboratory with the help of science laboratory equipment.
3. As part of the project and in order to meet the objective of the project it is proposed to empanel
agency/ agencies for supply of Science and Mathematics Kits through this NOTICE INVITING
TENDER (NIT). The empanelled agency/ agencies shall supply the items after signing an
agreement with RMSA, Assam for a period of 1 year and the contract shall be renewed based on
satisfactory performance of the firm thus selected.
4. The empanelled agency/ agencies through this NIT shall be issued work order time to time for
supply of items.
B. General Instructions to the Bidders:

Bidders are advised to carefully study the NIT Documents before quoting their rates.
Before submitting tender, each page of the tender may be sealed and signed.
Cost of the NIT documents is Rs. 2000/- (Rupees two thousand) only non-refundable.
The bidder must be a registered firm and NCERT approved vendor for providing supplies as
per statutory norms and be eligible as per the terms and conditions and have up-to date Trade
License, VAT, Service Tax, Income Tax registration along with valid TIN & PAN.
5. The Bidder shall needs to submit all necessary documentations as laid down in the eligibility
conditions.
6. An amount of Rs. 100,000/-(Rupees one lakh) only as Earnest money may be submitted in the form
of demand draft from a Nationalized Bank drawn in favour of Mission Director, RMSA, Assam,
Guwahati.
7. The bidder must submit the Technical and Financial Bids in separate sealed envelopes. The
Technical Bid shall consist of the EMD, prescribed formats (Annexure I and II) and all relevant
documents which need to be included in the same envelope along with the detailed terms and
conditions. The envelope should be superscripted “Bid for Technical Bid” mentioning the vendors
name and contact details.

8. Financial Bid will have to be furnished in the second sealed envelope and should be superscripted
“Bid for Financial Bid” mentioning the vendors name and contact details clearly and bidders have to
quote against Secondary Science and Mathematics kits of NCERT approved. The list of kits is
enclosed at Annexure VI.
9. The bidders have to submit the Technical and Financial Bids in separate sealed common envelope.
The envelope and the Technical Bid along with the Earnest money will be opened on the specified
date and time in presence of Bidders or their authorized representative who choose to attend.
10. Date of opening of the financial bid will be intimated to the concern parties whose technical bid has
been found qualified as per norms.
11. Rates are to be quoted Zone-wise including of all taxes and For School. The five zones are:
Zone I – Bongaigaon, Chirang, Dhubri, Goalpara, Kokrajarh
Zone II – Barpeta, Baksa, Darrang, Kamrup, Kamrup (M), Morigaon, Nalbari
Zone III – Cachar, Dima Hassao, Hailakandi and Karimganj
Zone IV – Dibrugarh, Golaghat, Jorhat, Karbi Anglong, Nagaon, Sibsagar, Tinisukia
Zone V - Dhemaji, Lakhimpur, Sonitpur, Udalguri
C. Eligibility Criteria:
The bidder must fulfill the following eligibility conditions and must also submit documentary evidence in
support of fulfilling these conditions while submitting the Technical bid.
1. The firm should be a registered firm. Documentary proof needs to be submitted for the same.
2. Only NCERT approved vendor can bid.
3. The firm should have been an income tax assess for the last three (3) financial year’s i.e. 2011-12,
2012-13 and 2013-14.
4. The firm should have at least Rs. 1.0 Crore per each year and experience of carrying out similar
nature of works as mentioned in scope of work of the tender document in Annexure IV. Audited
Balance Sheet of the last three financial years needs to be submitted along with the bids.
5. The firms must have valid VAT, Income Tax, Service Tax registration up to date clearance certificate
and furnish TIN and PAN.
6. The Bidder/Bidder’s firm must have a qualifying experience of supplying Science Kits or Laboratory
apparatus and chemical reagent at Govt. School/ Colleges/any public school for a minimum period
of Four (4) years in consecutive manner. Bidder should need to submit the Annexure III.
7. The kits will have to be verified and approved by NCERT (Certificate of verification need to
be attached).
8. Transportation charges of the kits up to the school may be mentioned in the quoted kit
value.
9. Must enclose a DD for Rs. 100,000/- towards EMD along with the technical bid. For the successful
bidder, the EMD will be retained as security deposit.
10. The firm should give a declaration in writing stating that it has not been black-listed by Govt. of
India/Govt. of Assam/any other State Government/Union Territory and does not have any criminal
cases against them. Any suppression of fact in this regard will result in rejection of tender
submitted.
D.
Due Date and Time
Sealed Tenders affixing Court fee stamp of Rs. 8.25 should reach the office of the Mission Director,
RMSA, SIEMAT building, SSA campus, Kahilipara, Guwahati – 781019 (Assam) on or before 2:30 pm on
05th December 2014. Tenders received after the due date and time or unsealed will be summarily rejected.

E. Submission of Tender Cover
1. The tender document contains the following:
a. Technical bid
b. Financial bid
2. The technical bid prescribed should be filled in original and should be sealed in a separate
envelope mentioning the tender number along with the duly signed copy of the scope of the tender
and containing all information as prescribed in the tender document. The technical bid should be
superscripted as “Technical Bid.”
3. The Financial bid as prescribed should be filled in original and quote should be inclusive of all
taxes, charges etc. The filled in Financial bid must be sealed in a separate cover. The Financial bid
should be super scripted as “Financial Bid”.
4. The bid must be unconditional and in the format given in the tender document.
5. Both the technical bid and financial bid should then be put in a single outer sealed envelope.
6. The price quoted shall be inclusive of all taxes, duties and all other charges.
7. If the envelope is not sealed and marked as required above, Mission Director, RMSA Assam,
SIEMAT building, SSA campus Kahilipara, Guwahati – 781019 (Assam) will not assume any
responsibility for the bid’s misplacement or premature opening.
F. Late Bid
Any bid received after 2:30 pm on 05th December 2014 will be rejected.
G. Cost of Tender
The cost of tender is Rs. 2000/- (Rupees Two thousand) only to be paid by DD in favour of Mission
Director, RMSA Assam, drawn from any nationalized bank only or in cash as prescribed in the Notice
Inviting Tender. Tenders will be accepted only from those who have purchased concerned bid documents or
submitted a DD of Rs 2000/- (Two thousand) only in favor of Mission Director, RMSA Assam along with the
bid document.
H. Earnest Money Deposit
Each tender should be accompanied by Earnest deposit of Rs. 100,000/- (Rupees One lakh) only
by way of crossed demand draft or banker’s cheque from any nationalized bank drawn in favor of Mission
Director, RMSA. The EMD of the unsuccessful bidder will be returned after the finalization of the tender at
the expenses of such bidder within a reasonable time consistent with the rules and regulations in this
behalf. The above EMD amount held by Mission Director, RMSA, till it is returned will not earn any interest
thereof.
Further MSME units which have been registered under single point registration scheme under NSIC
or the units registered under APSP Act 1989 of Assam shall be eligible for claiming exemption from the
payment of Earnest Money Deposit and such units shall enclose and furnish necessary valid documentary
proof of exemption.
Offers received without Earnest Money Deposit or without enclosing the valid proof for claiming
exemption shall be rejected.

I. Details to be Furnished
a)
All particulars and relevant supporting documents as laid down in the eligibility must be
furnished and all the information asked for in the prescribed technical and financial bid formats must
be furnished.
b)
The rate should be clearly indicated both in words and figures. Whenever there is a
discrepancy between words and figures, the rate indicated in words shall apply.
c)
All information as required in the technical bid must be furnished or else the bid is liable to
be rejected.
d)
Samples of each Kits to be supplied should be submitted with the tender documents.
J. Opening of the tender and evaluation thereof
The tenders received will be opened in the office of the Mission Director, RMSA, SIEMAT Building,
SSA campus, Kahilipara, Guwahati -781019, Assam by the Tender Committee at 4.00 pm on 5 th December
2014 in the presence of those bidders or their representatives with a letter of authority who prefer to attend
the tender opening. In the event of the date specified for bid receipt and opening being declared as a
holiday for Rashtriya Madhyamik Siksha Abhijan, Assam, the stipulated date for submission and opening of
bids will be the following working day at the stipulated time. The technical bid will be opened in the first
instance and evaluated and Tender Committee will prepare the list of technically qualified bidders.
Such of the bidders who are qualified in the technical bid alone will be informed of the date of
opening of the Financial bid. The Financial bids of technically qualified bidders will alone be opened and
evaluated. The decision of Mission Director, RMSA shall be final in this regard.
In case of not receiving sufficient bids, the decision of the RMSA shall be final and binding in
awarding any contract whatsoever.
K. Security Deposit
a)
The successful bidder will need to keep a security deposit of Rs 100,000 (Rupees One
lakh) only with RMSA Assam as bid security.
b)
The security deposit so converted of the successful bidder in respect of his tender will be
returned to him at the end of the contract period subject to the satisfaction of RMSA Assam.
c)
In case of successful bidder, they may adjust the earnest money deposit towards security
deposit payable.
d)
If the successful bidders fails to sign the contact or after signing the contract fails to perform
any contractual obligation, his security deposit mentioned above will be forfeited and necessary steps
will be taken to blacklist the firm.
L. Agreement
a)
The successful bidder shall execute an agreement on a non-judicial stamp paper of Rs. …. for the
fulfillment of the contract, within 10 days from the date of acceptance of the tender.
b)
The incidental expenses of execution of agreement shall be borne by the successful bidder.

c)
The conditions stipulated in the agreement should be strictly adhered to and violation of any of the
conditions will entail termination of the contract without prejudice to the rights of RMSA and recovery
of any consequential from the bidder.
M. Evaluation Process
The Quality- and Cost-Based Selection (QCBS) approach would be used for evaluation of bids.
RMSA, Assam reserves the right to award the contract to one or more bidders. Weight age to Technical and
Financial Bids would be in the ratio of 70:30.

NOTES: A minimum of 70 marks will have to be obtained by the bidder(s) to qualify the technical
evaluation. RMSA Assam reserves the right to reduce the minimum qualifying marks based on any
exigencies that may arise post-evaluation of all the bids.
2. Financial evaluation
The bid with the lowest price would be given a score of 100 and the other proposals would be given
scores that are inversely proportional to the lowest cost bid.
3. Combined Technical and Financial Score
The total score for each bid would be obtained by adding the technical and financial scores after
multiplying by the weightings 70: 30 as stated above.
N. Period of Contract
The contract period will be for a period of one year and may be extended subject to satisfactory
performance on the same terms and conditions.
O. Taxes and Other Duties
a. Payment of any Govt. TAX/DUTY for supplying the Science and Mathematics Kits shall be
liability of the Agent/Firm.
b. SERVICE TAX, if any, should be quoted as extra and same will have to be added to the bills.
c. INCOME TAX will be deducted from the purchasing charge of the bills as per INCOME TAX
NORMS.
P. Bid Validity Period
Bids shall remain valid for a period of one year from the date of opening of bids.

Bidders should be transported of the kits up to the school, so rate are to be quoted

R. Delivery Point/Destination
The kits shall be delivered at the Schools in Assam.
S. Penalty
In the event of the successful bidder failing to:

Observe or perform any of the conditions of the work as set out herein; or
Execute the work in good and workmen –like manner and to the satisfaction of RMSA;
It shall be lawful for RMSA in its discretion in the former event to remove or withhold any part of the
work until such times as he may be satisfied that contractor is able to do and will duly observe the said
conditions and in the letter.
T. Alternative Purchase:
If the successful Bidder fails to execute the order within the stipulated time, the Tender Inviting
Authority will be at liberty to make alternative arrangements for purchase of the kits from any other source
or from other market, at the risk and cost of the supplier.
U. Packing
Each Kits should be supplied in the Box or bag whatever is convenient for the contain items.
Packing of kits should be able to prevent damage or deterioration during transit.
V. Quality Testing
The kits will have to be verified and approved by NCERT. Supplies items of the Kits will be
quality tested with sample given with the bid documents. Samples which do not meet quality requirements
shall be rejected.
W. Payment

Payments towards the supply of Science and Mathematics Kits will be made strictly as per

rules of the Tender Inviting Authority.
On completion of supplies of ordered Challan/quantities bills/Invoices should be raised in
triplicate in the Mission Director, RMSA, Assam with address.
X. Shortage and Damage:
It shall be the responsibility of the successful bidder for any shortage/damages at the time of
receipt. During the warrantee period, the successful bidder will be fully responsible for the malfunction of
any kit and will change the same at their own cost.
Y. Breach of Terms and Conditions:
In case of breach of any terms and conditions mentioned above, the Mission Director, RMSA, Assam
will have the right to cancel the work order without assigning any reason therefore and nothing will be
payable by RMSA in that event and the security deposit shall also stand forfeited.

The firm shall not assign or sublet the work or any part of it to any other person or party without having
first obtained permission in writing of Mission Director, RMSA, Assam.

REJECT ALL BIDS WITHOUT ASSIGNING ANY REASON THEREOF.
