1. Indian Oil Corporation Ltd. (IOCL), the prime Public Sector Company of
India is in the business of Petroleum Refining, Marketing, Petrochemicals,
Gas Distribution, Renewable Energy and Exploration & Production. Gross
turnover of IOCL during 2012-13 was INR 4,14,909.00 Crore (USD 76,200
Million). It is also the highest ranked Indian company in the prestigious
Fortune Global 500 listing, placed at the 88th position.
2. Indian Oil Corporation Limited (hereinafter referred to as “Company”) on
behalf of PSC between IOCL and Govt. of India, is planning to drill
exploration wells in the onshore block CB‐ ONN‐2005/7, located in state of
Gujarat, India with a target to commence work in October, 2014.
M/s. Enquest Petro Solutions Pvt. Ltd (“EPSPL”) has been appointed as
Project Management Consultant for this block that will coordinate the
complete contract management and procurement process.
3. IOCL solicits your Proposal for Provision of Civil Engineering Services. The
technical specifications are more fully described in the attached documents.

5. EARNEST MONEY DEPOSIT (EMD) / BID SECURITY:
INR 7,15,500/- (Rupees Seven Lakh Fifteen Thousand Five Hundred only)
6. BIDDER QUALIFICATION CRITERIA
Bidder shall fulfil following qualification criteria.
6.1 Experience Criteria
The Bidder should have executed and completed as main or as sub-contractor at
least one or two or three contracts of similar work during any of the last five
preceding years ending on the last day of the month immediately previous to the
month in which the last day of bid submission falls as per below:
One (1) similar completed work costing equal to or more than INR 4,65,35,000 /OR
Two (2) similar completed works, each costing equal to or more than
INR 3,72,28,000/OR
Three (3) similar completed works, each costing equal to or more than
INR 2,79,21,000/6.2 Financial Criteria
Annual Turnover of the bidder should be equal to or more than INR 3,72,28,000/(Rupees Three Crore Seventy Two Lakh Twenty Eight Thousand only) as per
audited financial statements in at least one of the last three (3) preceding financial
years (2013-14, 2012-13,2011-12) up to the due date of submission of bids.
6.3 Experience of only the bidding entity shall be considered. In-house work
experience (where for the past experience referred for qualification, the Bidder and
the Owner belonging to the same Organisation) shall not be considered as valid
experience for the purpose of qualification.
6.4 “Similar Work” shall mean construction of onshore drilling locations.
6.5 Bidder shall furnish documentary evidence i.e. copies of work orders / relevant
pages of contract, completion certificate, annual reports containing audited
balance sheets and profit & loss accounts statement in the first instance itself, in
support of their fulfilling the qualification criteria. IOCL reserves the right to
complete the evaluation based on the details furnished without seeking any
additional information.

7. General
7.1
Bids not received by the due date and time shall be rejected and
representative of such Bidders shall not be allowed to attend the bid
opening.
7.2
IOCL shall not be responsible for any expense incurred by Bidders in
connection with the preparation & delivery of their bids, site visit and
other expenses incurred during bidding process.
7.3
IOCL reserves the right to assess Bidder’s capability and capacity to
execute the work using in‐house information and by taking into account
other aspects such as concurrent commitments and past performance.
7.4
Bidder submitting his bid should not be under liquidation, court
receivership or similar proceedings.
7.5
Bids from a Joint Venture / Consortium shall not be accepted.
7.6
Bids submitted through Fax/ E‐Mail shall not be accepted.
7.7
IOCL reserves the right to reject any or all bids without assigning any
reason.
7.8
IOCL reserves the right of annulment of tender without assigning any
reasons whatsoever.

The Bidder has to submit both the “TECHNO- COMMERCIAL” and
“PRICED” bid through both Hard Copy (Printed form) and Soft Copy (in CD)
with all information requested or to be provided / appended thereto, and is to
be submitted strictly in accordance with the documents accompanying this
Notice Inviting Tender (NIT), within the Bid Closing Date and Time stipulated.
