Chief Executive Officer’s Report
The Chairman said that this part of the meeting was open
to the public through live broadcast at WKCDA’s website. At the
Chairman’s invitation, Mr Michael LYNCH gave an update on various
aspects of the Authority’s work summarized as follows:
(a)
LegCo Joint Subcommittee to Monitor the Implementation
of the WKCD Project: Three meetings were held from April to
June 2014. The issues discussed included planning application
for minor relaxation of the development intensity of WKCD site,
update on the financial situation, implementation of the
integrated basement, roles and functions of the Consultation
Panel (CP) and development of cultural software. Two more
meetings were scheduled in July to discuss the integration and
connectivity of WKCD with its neighbouring districts, an update
on the development of M+ as well as design, use and
management of the Park.
(b)
Public Survey on the Use and Management of the Park: To
gauge public views on the use and management of the Park, a
public survey was launched in May 2014. The study comprised
a questionnaire survey and a series of focus group discussions.
As of 24 June 2014, more than 3 200 questionnaires had been
completed online and from street interviews. The preliminary
report and final report would be ready in July and September

2014 respectively. The results would be used as references for
drafting the Park bylaws.
(c)
56th Venice Art Biennale: Hong Kong Arts Development
Council
had
announced
that
they
would
continue
the
collaboration with M+ to curate the 56th Venice Art Biennale in
2015.
(d)
M+ Collection: Updates on the M+ Collection were reported
including a donation of HK$7.76 million by an anonymous Hong
Kong philanthropist towards the acquisition of “Asian Field” by
the British artist Antony Gormley. Another donation was HK$5
million by the Hong Kong artist and collector Ms Rosamond
Brown.

Mobile M+: NEONSIGNS.HK was launched on 21 March and
ran until 30 June 2014. It had received local and international
publicity support.
M+ MATTERS series featured public talks
and the forthcoming talk on 28 June 2014 was entitled
“Postwar Abstraction in Japan, South Korea and Taiwan”.
(f)
Performing Arts: The New Works Forum was in preparation for
the opening of Freespace. The first forum was held in March
2014 focusing on new writing for the theatre.
(g)
Progress of the building projects: progress of the Xiqu Centre,
M+ Building, Park Design, Arts Pavilion and Lyric Theatre was
reported.

Regarding the progress of hardware projects, the Chairman
remarked that there were a lot of uncertainties in the construction
industry at the moment in Hong Kong which might affect the tender
process.
This might have a consequential impact on various
timelines. She advised WKCDA to be as transparent and accountable
as possible. Once variations in hardware development were identified,
WKCDA should update LegCo and make a public announcement.
Secondly, as hardware development progress was also of concern to

CP, it should be a routine business to update CP on the progress of
various hardware projects at every meeting.

Mr Michael LYNCH pointed out that the decision relating to
the PIW funding approval and the decision of the Town Planning
Board were important.
He also remarked that WKCDA had to deal
with the impact of delays of XRL on the WKCD project, over which the
Authority had no control.

The Chairman pointed out that a large part of the WKCD site
was PIW and there was a lot of interaction between WKCDA and the
Government on the actual delivery. Funding of PIW required approval
by the LegCo Public Works Subcommittee and Finance Committee.
The exact timing of approval of these PIW items could not be
ascertained and these were regarded as risks to the progress of the
project.
