Sealed Bids on the prescribed Tender Form (Single Stage two envelope system/Post Qualification) are hereby
invited from the eligible contractors/firms registered with Pakistan Engineering Council in the relevant category
and enlisted with C &W Department Khyber Pakhtunkhwa, having specialization code (CE-10) for works under the
umbrella project titled “Special Development Support for Khyber Pakhtunkhwa Police (Phase-III), ADP
NO.960/120248 (2013-14)” and the Chief Minister special Fund as detailed below:

1. The Tender Form can be downloaded after 3 days from appearance of the advertisement in the press up to
25.04.2014 from the official website of Khyber Pakhtunkhwa Police www.kppolice.gov.pk
2. The eligible contractors/firms are required to submit two separate sealed envelopes i.e. one envelope
containing technical information of bid clearly marked as Technical Bid, accompanied with Earnest money/Bid
security in favor of the Director General PCU, Police Department Peshawar in shape of Call Deposit from any

scheduled bank of Pakistan, while the second envelope containing priced bill of quantities (BOQ), clearly
marked as Financial Bid, accompanied with Tender Form. The Contractor/Firm shall deposit the cost of Tender
Form (non refundable) in the National Bank of Pakistan, Peshawar duly verified by the Treasury office,
Peshawar under the head of accounts “G-10408-PW Remittances” for the works up to 25.04.2014, be
enclosed with Technical bid.
The “Technical Bid” of the Firm /Contractor will be evaluated in accordance with evaluation criteria as per
PEC/KPPRA standards, comprising of the following documents: e.g.
i. Detail of projects of similar nature having equivalent value and magnitude under taken in the last 5 years
(in-hand/completed) supported by documentary evidence such as work order/completion report.
ii. Financial status, Bank Balance & Certificate from the schedule Bank for the last 3 years.
iii. The Income Tax certificate from the Department showing Tax Payment regarding works/project executed
during last 5 years.
iv. Enlistment certificates with other Departments for the CFY.
v. Detail of required T&P available with the contractors.
vi. Detail of Technical Staff for the proposed project, duly supported by attested credentials.
vii. An affidavit that there is no dispute with any department (litigation/arbitration) on the left
over/incomplete projects, etc.
Bidding shall be carried out on “Item Rate System”. Bidder should fill their own rates / amounts in the blank
columns against each item in the BOQ both in figures & words. In case no rate is filled against any item, the
same will be executed by the contractor free of cost as per specifications / drawings and MRS, 2013. The
quoted non workable rates have to be justified by the contractor by submitting “Rate Analysis”, otherwise he
will be disqualified. Bids are required to be quoted by the contractors/firms accurate up to two decimal figure
and the same shall be considered for evaluation purpose.
The Estimated Costs of all civil works have been prepared based on MRS, 2013.
The envelopes of “Financial Bids” of bidder, who failed to “Technically qualify”, shall be returned to them
unopened based on recommendations of the consultant in the Technical Evaluation Report, being “The
Engineer” Incharge. The decision of the tender evaluation committee shall be final and binding on all the
bidders and shall not be challengeable at any forum. The applicant shall not be entitled for any claim in this
respect.
The Financial Bids of only technically qualified contractors/firms shall be opened in the presence of tender
committee, consultant and bidders / their representatives, who may like to attend, in the office of the Director
General, PCU Police Department Peshawar, House No.10 National Bank Colony, Warsak Road Peshawar on
specified dates and time, as above.
The Tender committee reserves all rights to physically verify, if deemed necessary all the
machineries/Formwork, registered office etc of any contractor as provided in the Technical Bids.
The Firm providing unsubstantiated and/or incorrect information is liable for legal action and/or
disqualification.
In accordance with Finance Department KP notification No. SO(FR)FD/9-7/2011 Vol-II, dated 03-01 2014, if
any contractor/Bidders quoted rates below 10% of the BOQ /Engineering Estimate Cost will not be acceptable
and their/his bid will be considered rejected.
The successful contractor/firm whose quoted rate is below the BOQ cost/Engineering Estimate cost shall be
required to submit additional Bank guarantee from any scheduled bank, Khyber Pakhtunkhwa, for the amount
equal to the difference between estimated cost and the Quoted cost, within seven (07) working days from the
date of financial bid opening. In case of failure their/his already deposited 2% earnest money shall be forfeited

in favor of Government. The evaluation and acceptance of 2nd lowest bid and so on shall thus be considered by
the competent authority as per policy /rules.
By oversight if any in the unit of measurement or rate in the BOQ shall be subject to scrutiny by the Engineer
Incharge / employer and shall be timely reported by the Contractor, prior to execution of the specified items,
for necessary rectification, processing and approval of the competent authority.
A complete set of bidding documents may be obtained from the office of the “M/S Shaz Consultants, 154-P/1,
Street#7, Phase-IV, Hayatabad, Peshawar” (091-5825480) by any intending Bidder on payment of non
refundable fee in cash Rs. 15,000/- (Rupees Fifteen Thousand only) for each respective work after 03 days
from appearance of advertisement in the press up to 25.04.2014, 1600hrs, subject to submission of authority
letter from the owner of the construction firm, in case the contractor is unable to appear personally.
Only those firms are eligible to apply for the work at serial No 11, who have NTN and have past 05 year
relevant experience, local registered office at Peshawar and qualified staff etc as per bidding documents.
Any item not reflected in the bill of quantities (BOQ) and required at the site, shall be paid in accordance with
MRS, 2013 as per recommendation of the consultant and prior approval of the competent authority.
Any conditional / incomplete/ by hand / late bids received will not be entertained.
Bids will be valid for 90 days from the designated date of opening of the financial Bid.
The Director General PCU, Police Department, Peshawar reserves all the rights to reject any or all bids without
assigning any reason.
Sealed Technical & Financial bids in separate envelops clearly marked as Technical and Financial bids should
reach through registered mail / courier, on address House # 10, National Bank Colony, Warsak Road,
Peshawar, up to 29.04.2014 till 1700 hrs. The delay/damage/loss in delivery of tender documents will be the
responsibility of the bidders.
The Technical bid shall be opened on 29.04.2014 at 1715 hrs in the presence of Tender committee, consultant
and bidders / their representatives, who may like to attend, in the office of the Director General, PCU Police
Department Peshawar, House No.10 National Bank Colony, Warsak Road Peshawar.
Arithmetic calculations of the all financial bids shall be checked / verified by the consultant and the decision
for the lowest evaluated bidder shall be declared accordingly.
Bidders may obtain further information/clarification from the office of the undersigned on any working day
during office hours.
