Local Authority updates
• Local Authority has had another budget cut with
ongoing reductions over the next two years.
• Undertaken another restructure. Teams
including specialist teacher team will be
working across the 3 localities.
• Have taken onboard the concerns raised at the
two focus groups recently held for childminders.
• PACEY and PsLA contracts to go out to tender
by end of next financial year.
Childminder Agencies
The LA are waiting for the outcome of the
agency pilots before they commission any
future contract with us.
• There are 20 organisations delivering
different agency models.
• Still awaiting confirmation of costs to both
parents and childminders as Ofsted
haven’t yet said how much the cost will be
for the agency to be registered with them.

• As there is no endpoint for the pilots/trials
set by Government information continues
to be vague.
• The first agencies are expected to be able
to register and be inspected by Ofsted
from 1st September 2014 subject to the
passage of legislation.
• Childminders do not have to join an
agency. They can remain independent
and be registered by Ofsted.

Importance of Early Years –
What Ofsted tell us
• By the time children reach 5 years of age too many
are not well prepared for the transition to school.
The picture is worse for those from disadvantaged
backgrounds.
• Almost a quarter had not reached a secure level of
personal, social and emotional development, by the
end of the EYFS.
• Over a quarter not reaching expected levels in
communication and language.
• Just over half 52% reach a good level of

Effective EY leaders:

Letters sent by Minister for Education
and Childcare Elizabeth Truss
Two letters have recently been sent out from
the Minister for Education and Childcare
Elizabeth Truss; one letter is to all the
Registered Childminders in England, the
second letter is to all of the Local Authorities
in England.
The first letter was sent out to all Registered
Childminders to inform you about the
current Government reforms that the
Government feel are designed specifically
to make your role as a childminder easier
and also attract new people into the
childminding profession.
The Government reforms are focussed on:
• Early Education funding for 2, 3 and 4 year
olds
• The introduction of Childminding Agencies
• Working with schools
The second letter sent to each Local
Authority in England; this letter focuses on
how councils can achieve high quality
affordable childcare provision in their area.
The Government suggestions are:
• Extending school nursery opening times.
• Flexibility of the 15 hours funded places in
Nursery.
• School Nurseries taking 2 year olds.
The letter from Elizabeth Truss also asks each
Local Authority the following questions:
• Is the new entitlement for disadvantaged two-yearolds reaching eligible families, and if not, what is
being done to ensure it does?
• What decisions are being made by your schools
forum to improve the local offer, in particular to
support independent providers such as childminders?
• Are there plans for childminder agencies in your area,
to make it easier for more people to take up
childminding?
• Are you satisfied that the available resources are
being used in the best way to serve your residents?
Early Learning for Two Year Olds
(Previously: Two Year Free Entitlement)
Good and Outstanding childminders are able to offer
the Early Learning for Two Year Olds. It is 15 hours
funded childcare a week. The rate of pay is £5.09
an hour and to provide care for 570 hours or 38
weeks annually.
Childminders delivering this care are expected to be
Local Authority or PACEY approved. They will
deliver high quality childcare, engage with the
PACEY team and attend Continuous Professional
Development (CPD) training/workshops.

If you do not already have a Good or
Outstanding grade from Ofsted but
engage with the Nottinghamshire PACEY
team and have begun the PACEY -RAG
Quality Pathway document it may still be
possible for you to care for a funded 2
year old.
It is parental choice as to who provides this
care i.e. registered nursery or childminder.
All local authorities in England offer the 15
hours funded early education to some of the
most disadvantaged two-year-olds.
There will be another £755 million over the
next year from the Department of Education
to fund 40% of England's two year olds.
Numbers of children accessing this entitlement
are steadily rising. We anticipate the
numbers here in Nottinghamshire this
September 2014 to reach 3,700.
In Nottinghamshire the eligibility criteria for this
entitlement will be extended from April 2014
to include:
• Free school meals
• Looked after children
• Low income families
• Special educational needs/disability
Nottinghamshire local authority is struggling to
place these two year olds. In many districts the
local playgroups and nurseries are now full. So
the Local Authority is strongly encouraging the
children centre’s and parents to use childminders.
Your local children centre would welcome you
if you went in, introduced yourself.
When placing the two year olds the children’s
centre workers are not always aware of the
childminders in their locality, those within
walking distance or perhaps those willing to
drop off/pick up.

The Regulation of Childcare
Consultation report and Government
response Feb 2014
• Following on from More Affordable Childcare in
July 2013 the Government launched a public
consultation on “The Regulation of Childcare”.
• This consultation sought views on proposals to
amend the childcare regulatory system.
• Ten questions were consulted on, the ten
proposals are as follows.

• During April 2014 the DfE, subject to
parliamentary approval, attend to amend
the necessary regulations to bring about
these ten proposals with the view to them
coming into force in September 2014.
• The DfE also propose to revise the EYFS
which will reflect the following proposals.

• Q1. The Gov will proceed to replace the
General Childcare Register with a new
Child Safety Register and align
safeguarding and welfare requirements
from birth to age seven.
• Q2. The Gov will remove the requirement
for out-of-hours provision for children
attending school reception classes to be
guided by the EYFS learning and
development requirements.
• Q3. The threshold will remain at two hours for
informal looked after children however the Gov
intend to raise the threshold for compulsory
registration to three hours where care is provided
both “in friendship” for reward and in domestic
settings only.
• Q4a. The Gov plans to go ahead with
streamlining the registration process by enabling
providers to register multiple premises without
completing separate applications each time.
• Q4b. The Gov is proceeding with its proposal to
give greater flexibility to childminders so that they
can operate on suitable non-domestic premises
for part of the working week.
• Q5. The Gov will align essential safeguarding and
welfare requirements for all registered providers from
birth to age seven with some additional duties for care
of under-fives. The Gov is committed to reducing
unnecessary prescription and giving providers
increased flexibility and trust professionals judgement.
• Q6. The Gov proposes to remove the requirement that
new childminder training ‘Introduction to home-based
childcare/CYPOP5’ no longer needs to be local
authority approved. This is because the Gov believe
by opening up the market there will be improved
access to training from a range of providers. Ofsted
will continue to interview prospective childminders to
ensure they meet the necessary registration
requirements.
• Q7. The Gov will also remove the requirement
that childminder paediatric first aid courses no
longer have to be local authority approved, but
will make it clear what the training should cover.
• Q8. The Gov will simplify the requirement on risk
assessment and focus on practicalities rather
than bureaucratic process. Providers must
ensure children and staff are not exposed to risks
and be able to demonstrate to Ofsted how they
are managing risks.
• Q9. The Gov intends to align requirements for outof-hours providers (for children aged 5 to 7 years)
with requirements for maintained schools. This
means there must be sufficient staff as for a class of
30 children during a school day. Providers on the
new child Safety Register will still be required to
have sufficient numbers of staff to support safety
and ensure that children are not left unattended.
• Q10. The Gov will proceed with introducing some
additional requirements for five to seven year olds
to bring them in line with the Early Years Register.

professionals and families on Early Help

(EHA)/Common Assessment Framework

completed EHA/CAF’s and cases referred
to the Complex Case Resolution meetings.

• To be the ‘front door’ for accessing targeted
support services (8-18years) where details of
local Children’s Centres are not known.
• Provide information packages to MASH.
• Analyse cases that MASH assessed as not
meeting the threshold for Children’s Social
Care as set out in the Nottinghamshire
Pathway to Provision document to determine
whether an early help service can be offered.
If MASH does not accept referral then Early
Help Unit can advise and support.

Safeguarding Evaluation tool
Nottinghamshire County Council have introduced a
new evaluation tool for providers to use to ensure
that their provision and practice is compliant with
current legislation.
It is designed to help you become more
knowledgeable and confident in applying
safeguarding.
Whilst it is essential to have safeguarding policies
and procedures in place, safeguarding goes
beyond this and is about preventive measures and
effective systems being in place.
