CIRCULAR
Subject:
Regulation of attendance and punctuality.
Attention is invited to Circular No. 27224 dated 10.02.2011 emphasising the need
for observance of punctuality and office decorum.
2.
Except in Branches where shift system of duty or different duty hours are
observed due to exigency of work, the normal office hours in Lok Sabha Secretariat are
from 10.00 a.m. to 6.00 p.m. with half-an-hour lunch break from 1.00 p.m. to 1.30 p.m.
3.
It is the responsibility of supervisory officers at different levels to ensure that the
officers and staff under their control follow the instructions strictly and observe
punctuality scrupulously. Surprise inspections of the Branches from time to time by the
Divisional Officers in the morning by 10.10 A.M. and after lunch time by 1.30 P.M. will
have salutary effect.
4. Divisional Officers are requested to send their reports of surprise inspections to
Administration Branch - I bringing out the cases of habitual late comers in the
morning/after lunch time.

3. OffiCE HQURS

Branch/Supervisory Officer (at the Branch level) and sent to Branch Officer 10 mlnut ••
afterthe prescribed arrival time. After the attendance register Is Initialled by the Branch
Officer,the same shall be sent to the concerned Divisional Officer at 10.16 a.m, A.ny
personarriving thereafter shall record his/her fnlttals In the Divisional Offlcer', room.
4.2
DIvisional Officers should be very particular In scrutinising the Attendance
Registers.
4.3
Before leaving the office, every member of the staff [Including non-,upervllory
GazettedOfficers In the Branch(es)] shall enter his/her initials clearly along with the time
of departure.
4.4 The attendance of the Itaff attached to the Chairmen of the Parflamentary
Committees'wllf be controlled by the Olvilional Officers concerned, u"er ov&nll

4.5 The a~end8noe of the staff attaohed to Officers will be controlled by the
respectiveOfficers. If these OffIcers happen to be ab•• nt for more than one we.k, the

5.1 The following abbreviatIons will be used by the Head of Branch/Supervl8ory

6. LATE ATTENQANCt

6.1
Half-a-day's casual. leave should b. d.blted to the casual leave account of the
person for eaoh late attendance but late attendance upto an hour, but on not more th.n
two occasions In a month, may be condonQd by the Supervisory Officer, at hie
discretion, If this Is due to unavoidable realons. Suitable disciplinary action may be
taken against the officIal concerned, If he/she Is taking leave without prfor permIssion
except under compelling circumstances.
6.2
The case of an employee who leaves office early without permlSllon before the
tlmo 'or 01081ngat offioe should alIa be treated like late attendanoe and half-a-day',
casual leave should be debited to the·CL account for each of such early departu.re from
office.
7. Q~SEBVANCg OF PRQPSR DECORUM
7.1

All Officers/staff are dIrected to 'ollow thele InstructIons and observe strict
punctuality and 21180 office decorum. Any OffIcer/staff found violating theae Instructions
will be liable to dlsclpUnary actIon.
9.
IJlv/slonal Officers shall ensure that the Instructions contained In thIs Circular
are complied with by the Officers/staff In letter and spirit. Failure In enforcing
complfance of thes~ Instructfons wJlI be considered as a reflection on thl 8u-ptrvll'ory
atilfltf&s of the Offloers concerned.
10.
SupervIsory Officers are requested to bring thIs Circular to the notice of all
Officers/staff, workIng under them, for strIct compliance.
