“The New Governing of Education: Privatisation, Profit and Knowledge for Policy” 40th Anniversary seminar of the Faculty of Education, organised by the Centre for Research on Lifelong Learning and Education (CELE) and KEVEKO Doctoral Programme, University of Turku TIME AND VENUE October 8-9, 2014 in the meeting room of the Faculty 441, 4th floor, Educarium, Assistentinkatu 5, Turku THEME To celebrate the 40 year’s anniversary of the Turku University Faculty of Education, the Centre for Research on Lifelong Learning and Education (CELE) and the Doctoral Programme KEVEKO organise an international seminar on one of the central research themes of the Department of Education: ‘new’ governing of education. The seminar identifies the main features of governing education that may be understood as ‘new’. In particular, there is a focus on the changing role of knowledge (as performance data) and the increased activity of private sector actors in bringing change about. Research in education has not, on the whole, kept pace with these developments, and political science has been slow to recognise the importance of education as a policy field for understanding of more general change in governing. This seminar seeks to fill this gap by bringing interdisciplinary perspectives (from political science, sociology of knowledge and political sociology) to bear in identifying key ideas and tensions in new governing. The questions we address include - What is new about ‘new’ governing? How widespread is it, in the European context? What factors influence its adoption? How is knowledge production influenced by and influential in new governing? Which actors are empowered and which displaced by new governing? In addition to the theme above, during the seminar the personnel of CELE and the doctoral candidates of the KEVEKO present their ongoing research and research projects on a variety of topics. The seminar opens the window to the wide range of research of CELE and KEVEKO as well as the people behind it. TARGET GROUP This seminar is of vital interest to anyone studying current policy in education, or involved in the education sector as a teacher or administrator. It seeks to understand and highlight growing trends in the control and direction of education systems, and to generate debate about national particularities that may help to shape or resist these trends-in Finland and elsewhere. Doctoral candidates from political science and sociology, as well as Doctoral candidates and personnel of the faculty, are very welcome. Kasvatustieteiden tiedekunta • Faculty of Education FI-20014 Turun yliopisto, Finland • www.utu.fi Puhelin/Telephone +358 2 333 8831 www.utu.fi/edu KEYNOTE SPEAKERS To stimulate discussion, the two guest speakers, Martin Lawn and Jenny Ozga, will draw on their recent and current research to present papers on two dimension of new governing: - Visiting Professor in the Department of Education, Martin Lawn from the University of Edinburgh and University of Oxford will discuss the emergence of the ‘shadow state’, that is, (perhaps especially but not exclusively in England) the increasing outsourcing of education services to private providers, and will look at the networks of entrepreneurs and consultants who are now ‘shadowing’ government and often influencing the direction of policy for profit. He considers how we should best understand this phenomenon (does it replace or extend the state?) and raises questions about trust, accountability and democracy within this emerging system. - Professor Jenny Ozga, University of Oxford will talk about the changes in knowledge that are accompanying – and perhaps shaping, and being shaped by – the new governing. She argues that knowledge is now ‘forming’ policy, rather than simply informing it, but suggests that this is a specific kind of ‘actionable’ knowledge, that reduces complexity and choice for policy makers, often through the mechanism of comparison. Her talk will connect to Martin Lawn’s through attention to the growing role of major publishing companies like Pearson in creating large scale data sets that offer apparently comprehensive knowledge about system performance. She also looks at the implications of advances in data systems – especially the growth of constant monitoring – for the governing of learners and teachers.
