Manual Auction Catalogue for Misc. Items of SC & NED Divisions for the month of February – 2014
Auction dates: 22.02.14
There may be amendments to the catalogue, which may be announced in the auction Hall at the time of paying entry
fee, and obtaining token number bidders should collect the list of amendments also. Holding of auction continuously on the next
day till the completion of auction will be at the discretion of the Auction Supervising Officers and also subject to availability of
lots.

Notice to Purchasers:
From May 2012, S.C.Railway has introduced receipt of Balance Sale Value of sold lots by Electronic transfer of funds
to S.C.Railway i.e., NEFT/RTGS or through Core Banking. The mode of receipt of Balance Sale Value by cash is likely to be
dispensed with shortly. All bidders are advised to make remittance of balance sale value of sold lots by Electronic transfer of
funds to S.C.Railway i.e., NEFT/RTGS or through Core Banking instead of making the remittances by cash. Detailed Procedure
for the payment of Balance Sale Value of sold Scrap lots by Electronic transfer of funds to S.C.Railway i.e., NEFT/RTGS or
through Core Banking:
1.0: The following accounts have been opened for the purpose of remittance of B.S.V. of sold Scrap lots.

The main pooling account will be at SBH/Himmatnagar which will be linked to pooling accounts operated in
SBH/BZA (DRM Office compound Branch) and SBH/Rly. Station Road Branch/TPTY.
All the transactions will be treated as transactions of SBH/SC (Himmatnagar) for the purpose of transfer to Railway
Deposit Account.
The jurisdiction coming under the nominated Stores Officers is as follows:
(a.) SMM/SD/LGD for the scrap disposal pertaining to SD/LGD, SC, HYB & NED Divisions.
(b.) SMM/SD/RYPS for SD/RYPS, BZA & GNT Divisions.
(c.) Dy.CMM/CRS/TPTY for CRS/TPTY & GTL Division.
2.0 Bid sheet: On the fall of the hammer and on payment of 10% amount towards EMD by the bidder, the auction
conducting officer (Depot/Division) will issue bid sheet.
3.0 Sale Advice: The concerned Depot/Division officer will issue sale advice.
4.0 Payment of Balance Sale Value: The scrap buyers should transfer the exact amount of balance sale value as per
Sale Advice issued by Divisional/Depot Officer and should furnish proof of transfer of funds i.e., Counter Foil of Transfer
Transaction Slip with Lot No., duly assigned with UTR No. in the case of NEFT/RTGS and Remitter’s Account No. with date
of transfer in the case of Intra Bank transfer of funds (CORE Banking). Scrap Buyer shall furnish the above counter foil of
transfer transaction slip, duly giving details such as Sale Advice Reference, purpose of remittance etc., in standard format to
Divisional Cashier (Pay) and get it acknowledged by the Divisional Cashier (Pay).
The Divisional Cashier (Pay) thereafter will prepare Treasury Remittance Note (TRN) and submit it to the respective
Bank i.e., SBH/Himmatnagar in case of SC, HYB, NED Div. & SD/LGD and SBH/DRM Office Branch, BZA in case of BZA
Division, GNT Divn. & SD/RYPS and SBH/Rly. Stn. Road, Tirupathi Branch in case of GTL Divn. & CRS/TPTY to
acknowledge and to effect transfer of amount from pooled account into Railways Deposit Account.
After getting confirmation from the Bank, the concerned Divisional Cashier (Pay) will prepare Misc. Cash Receipt
(MCR) indicating complete details like lot number, firm’s name, amount paid (sale value, sales tax and income tax), TRN No.
and date, UTR No. to make MCR a self contained document.
Divisional Cashiers(Pay) will grant MCR to the party who in turn will produce it to Depot/Division Officer concerned.
The Depot/Divisional Officer will issue the Delivery order based on the MCR.
The Pay Office will issue MCR for the amounts received and acknowledged by the bank irrespective of whether it
tallies with the BSV or not and intimate the Stores Officer concerned. The Stores Officials shall ensure that full payment is
received before releasing the Delivery Order. Divisional Cashier (Pay) will obtain daily statement of transaction received from
the Bank and send the same to Depot Officer by the following day of MCR date for reconciliation and record.
The rest of accounting procedure in Pay Office will follow the normal course as in the case of any other receipt in Pay
Office. The rights/privileges of the buyers will begin only after issue of MCR by Divisional Cashier (Pay).
The following conditions will be implemented with effect from 01.08.12
1.) Time of Depositing BSV payment is 20 days and further time not beyond 40 days including the date of Auction
subject to levy of interest charges at the discretion of COS/SC.
2.) Free delivery time shall be maximum of 50 days including the date of auction, this may be extended upto 65 days
by COS/CMM at the time of auction depending on the complexity of the lot or even after auction in case of Railway
Administration is responsible for delay.
3.) Beyond 65 days, delivery can be given only after imposing Ground rent. In exceptional circumstances when delay
is purely due of fault of Railway Administration, delivery time can be extended without ground rent with personnel approval of
GM/AGM.
1. Conditions of sale: Railway General Conditions of sale by Auction / IRS conditions will be applicable. Accordingly
any person bidding in the auction shall be deemed to be aware of the terms and conditions of auction sale. As also the location
and conditions of material being sold and shall be deemed to have agreed to such terms and conditions. Standard list of
reclaimable items for coaches and wagons (other than Tank wagons) is placed on page -2. Besides the list items any other
reclaimable items mentioned in the catalogue against individual lots are also to be returned to railways before affecting the
delivery. Any electrical item/ fittings & any Non-ferrous items available in coach are found at the time of cutting / delivery is to
be returned to railways.
2. Delivery conditions. On submitting cash receipt of B.S.V. delivery on single window system will be processed. The
receipt is required to be submitted one working day in advance to process for delivery order.
3.EMD AMOUNT: - (a) EMD Amount should be paid in cash if EMD is below Rupees ONE LAKH. For EMD above
Rupees One Lakh, payment can be made through Cash/Pay order /D.D. However this Railway is not responsible for any delay
in realization or unrealisation of the said PO or DD. Extra time will not be granted by the railways towards such delay for any
damages/claims. The presiding officer is not responsible and will claim all damages/claims directly from the purchaser.
(b) DD/Pay order shall be either from “STATE BANK OF INDIA” or any Nationalised bank, drawn in favour of
“Chief Cashier, South Central Railway, Secunderabad”, “Divisional Cashier/Vijayawada or Guntakal” as the case may
be.
4. Other Conditions.
1) Balance sale value payment is to be made within 10 calendar days (Including the day of auction sale) for sale value upto Rs.
1 Lakh and within 20 Days for sale value exceeding Rs. 1Lakh. In case lots sold subject to COS approval it will be reckoned
form the date of dispatch of communication conveying the final acceptance of bid.
2) Presently interest rate for delayed payments is 14.50% per annum and a payment beyond free time is solely with in discretion
of Controller of Stores.
3) VAT: Vat is charged @ 5% or 14.5% as applicable (Type of material sold).
4) Income Tax : Income tax charges collected at 1%.
5) Only Computer generated “C” forms which are issued by Commercial Authorities will be accepted on verifying the
genuineness.
6) Bid may be accepted on the spot, subject to confirmation
NOTICE: Purchasers are hereby notified that the following conditions will be implemented with effect from July – 2004
Auction sales.
1. Refundable Entrance fee of Rs. 10,000/- by Demand Draft from any Nationalized Bank in favour of “The Divisional
Cashier (Pay), Secunderabad, “must be produced.
2. Entry ticket will issued to only one person who produces the D.D / Pay Order.
3. The D.D / Pay order is not transferable to other party / firm on the day of auction.
4. If the purchaser does not obey the auction Rules DD will be forfeited.
5. Entry into the auction hall is restricted to only those who are in the possession of entry ticket.
6. S.T. reference to be made available at the time of sale for lots value over Rs.5 Lakhs
7. Free delivery period will be maximum 50 days from the date of auction. EMD will be forfeited if balance sale value is
not paid within said period of 40 days.
14) Participation in Auction by CPCB Certificate holders:(COS/SC Lr.No.S/289/Scrap Policy.05-06 Dt: 23.02.06) In
respect of sale of hazardous scrap to registered/authorised pruchasers, it is advised that

(A) (i) Any person or persons found indulging in or suporting untruly behaviour or illegal activities at the itme of auction,
thereby creating ciucumstances not congenial to holding auction peacefully and uninterruptedly, shall be expelled at
the discretion of Auction conducting officer and his decision will be final & in such a case the Railway Administration
shall have the full liberty to forfeit the gate money deposited by the person or the persons concerned.
(ii) The purchaser/bidders must in their own interest bring letter of authority from their firm(s) giving their full name and
address including post office District, Pin Code, Phone number & Fax No. etc, and also the trade license No. on their own
letter head for deputing him to participate in the auction and produce that authority at the depot gate entry.
(iii) The lots of materials included in the auction catalogue are “specific” and “unique” and as such not cimparable or at par
with any other lot/lots which have already been formed aor under formation by the Railway from its future arising of scrap
materials. Therefore, all post sales matters of a lot will be restricted to the original lot only.
(B) Sale of Scrap by lots:
Whenever materials are sold on lot basis, the quantity shall not exceed the quantities shown in Nos. for all countable
items released from redundant lines/sidings etc. In respect of all scrap materials sold on lot basis, the Purchaser in their own
interest should inspect the lots and assess the quantities and no representation will be entertained subsequently with regard
to quantities, type, number of pieces etc. in such cases. All the other materials which are not included in the catalogue in
respect of that lot should be handed over to Railways.
(C) Payment of BSV:
In the event of South Central Railway’s Headquarters Office at Rail Nilayam/Secunderabad/ the division concerned,
reamain closed on the last date of payment of balance sale value, payment will be accepted on the next working day. This
has the concurrence of FA&CAO/S&W vide Lr.No.ASV/E01/Sales Policy/Vol.II Dt: 08.02.13.
