Programme on Electricity Distribution Management March 02-06, 2015 ADMINISTRATIVE STAFF COLLEGE OF INDIA BACKGROUND The performance of electricity utilities around the developing world has witnessed considerable volatility in the last decade even after regulatory reforms. The rapid pace of technological development, along with regulatory, societal and economic factors, is affecting the way we generate, distribute and consume electricity. In a sector accustomed to long-term investment cycles and stable policy frameworks, the transition to new electricity systems has introduced policy uncertainties and market design complexities. Consequently, parts of the industry are becoming 'uninvestable'. A close look at the power distribution/retail utilities in almost all the developing countries presents a gloomy picture with a common set of issues impeding their growth and in turn their efficiency. Though generation and transmission segment has been improved substantially, the revenues originate with the customer at distribution, so subpar performance there hurts the entire value chain. Persistent operational and financial short comings in distribution have repeatedly led to bailouts for the whole sector. The representative issues being operational inefficiency, lack of credible information, financial distress, lack of transparency, minimal response to regulatory framework, absence of insulation from government to prevent interference and lack of professional approach. In the context of Indian distribution utilities, despite the fact that almost all states have adopted some form of restructuring and reforms as envisaged by the Electricity Act, 2003 and supporting acts and policies, only few States utilities are functioning in a systematically rational manner. Notwithstanding the enormous investments in national infrastructure improvement programs like RAPDRP and RGGVY, the financial position of these utilities as depicted by several reports is dismal. Hence, the current focus has to be on improving distribution management in terms of operation, commercial and financial parameters with regular regulatory intervention by avoiding government interference with transparency. The capacity building efforts in the overall integrated electricity distribution management for the personnel handling day to day activities must be channelized towards instilling the sense of this ownership and enhancing the professionalization in the staff. Apart from select faculty from ASCI, eminent guest speakers from the electricity distribution industry would be invited to participate. ELIGIBILITY Executives/ Senior Executives of Electricity Distribution Utilities, Electricity Regulatory Commissions and other organizations closely related to this sector. Organisational sponsorship is essential. VENUE The Programme is fully residential and the participants will be accommodated in airconditioned single rooms. However, the College does not provide accommodation for the family. Transport between Airport /Railway Station and venue will be arranged by the College. The Bella Vista Campus of the college is WiFi enabled in a comprehensive way. DURATION The programme duration is from Monday, March 02, 2015 to Friday, March 06, 2015. The participants are expected to arrive a day before the commencement and may leave after the conclusion of the programme. PROGRAMME FEE Rs.47,000/- (US $1600 if foreign) plus Service Tax @12.36% per participant will be charged to cover tuition, boarding and lodging, courseware and other facilities of the College including Internet usage. Local participants not availing hostel accommodation will be given a discount of Rs.1000/- per day for the duration of the programme. An Early Bird discount of 5% on the basic fee will be offered to the nominations with payment received before February 02, 2015. An additional discount of 10% is offered to the second nominee and onwards from the same organization. It is clarified that the total discount for any participant would not exceed 15%. MEDICAL INSURANCE The nominees are requested to carry with them the proof of Medical Insurance. The sponsoring agency is required to endorse the nominee's medical coverage in the event of hospitalization.
