NOTICE OF ELECTION The Moray Council Election of Councillor Ward 6 – Elgin City North A by-election is to be held to elect one councillor to the Elgin City North multi-member ward of The Moray Council. Nomination forms can be obtained from the Election Office at The Moray Council, Council Offices, High Street, Elgin, IV30 1BX or by calling 01343 563334. This office is open for the issue and delivery of nomination papers on weekdays from 10am to 4pm. Completed nomination forms must be delivered in person to the Election Office at the above address by no later than 4pm on Friday 7 November 2014. If more than one valid nomination is received, an election will be held and voting will take place between 7am and 10pm on Thursday 11 December 2014. Applications to register to vote must reach the Electoral Registration Officer at 234 High Street, Elgin, IV30 1BA by Monday 24 November 2014. Postal or proxy voting 1. Any elector may apply for a postal or proxy vote at this election. 2. Applications, amendments or cancellations of postal votes must reach the Electoral Registration Officer at 234 High Street, Elgin, IV30 1BA by 5pm on Tuesday 25 November 2014. 3. Applications to vote by proxy at this election or to amend or cancel existing proxy arrangements must reach the Electoral Registration Officer at 234 High Street, Elgin, IV30 1BA by 5pm on Wednesday 3 December 2014. 4. Applications for emergency proxy votes must reach the Electoral Registration Officer at the above address by 5.00pm on the date of the poll and are available for anyone who: (i) suffers an illness or disability after the deadline for proxy applications on Wednesday 3 December, 2014; or (ii) discovers, after that deadline, that they will be unavoidably absent from their qualifying address on the day of the election; or (iii) discovers after that deadline that they will be unable to go to the poll on the day of the election for occupational, employment or service reasons. 5.
