2015 Supplemental Rulebook UNLESS OTHERWISE NOTED, RULE CHANGES BECOME EFFECTIVE IMMEDIATELY LAST UPDATE: 1/30/15 National Hot Rod Association This supplemental rulebook defines technical guidelines for vehicles participating in the NHRA Harley-Davidson Drag Racing Series and that are not currently defined within the NHRA Rulebook. The rules and regulations set forth in this document apply specifically to such vehicles and riders, and to performance and conduct at any NHRA member track. These rules and regulations are excerpts from, or supplements to the NHRA Rulebook. Participants and track officials should consult the current NHRA Rulebook for additional applicable information. Unless otherwise noted the requirements of the General Regulations section are applicable to all vehicles included in this supplement. NHRA rules may be added, deleted and/or amended from time to time and at any time by NHRA. It is the participant’s responsibility to stay abreast of all NHRA rule changes that may affect the participant. Additions, deletions or changes to the Rulebook (collectively referred to herein as “amendments”) will be communicated as follows: 1. Publication in National DRAGSTER; and/or 2. Publication on NHRARacer.com Logo Placement on NHRA Harley-Davidson Drag Racing Series Motorcycles In all NHRA Harley-Davidson Drag Racing Series categories, the NHRA Harley-Davidson Drag Racing Series logo must be displayed on both sides of the motorcycle in a prominent location at all times during NHRA Harley-Davidson Drag Racing Series events. Must use the official decal supplied by NHRA. In addition, at least one NHRA Championship Drag Racing logo must be displayed in a prominent location on the motorcycle. Current Record Holders 1/4 MILE: No record can be established 1/8 MILE: No record can be established REQUIREMENTS AND SPECIFICATIONS ENGINE: 1 ENGINE Must be V-Twin cylinder engine. Must be approved by Tech Inspector. Crankcase and all tanks containing fluids must have vent tubes routed to catch can or have a non-spill breather system on motorcycle. Any engine modifications are legal. Example: fuel injection, supercharger, E.F.I., turbo-charger, nitrous oxide, double engine, etc. FUEL Gasoline, alcohol and nitrous allowed. No propylene oxide. DRIVE TRAIN: 2 CHAIN GUARD Must have chain or belt guard for primary and secondary drives. TRANSMISSION May be of any variety or manufacturer with any number of speeds. Must be approved by Tech Inspector. May have any variety of a manufactured clutch. Belt drives are legal. Rear wheel drives may consist of any ratios and materials. Air shifters and automatic transmissions are legal as are other shifting devices. SUSPENSION AND BRAKES: 3 BRAKES Front and rear mandatory (disc or drum). 6 CONTROLS Handlebar controls must be located in safe, workable position. Foot pegs and foot controls must be located in safe, workable position and must be mounted in a safe, craftsman-like manner. All controls must meet or exceed OEM equipment standards. Snap-back throttle-return is mandatory. SUSPENSION Front suspension minimum size 30 mm and minimum travel of 2 inches. Rear suspension not necessary. Struts allowed. FRAME: 4 FRAME Any stock production or any style chrome moly or steel frame. Only mass- produced aluminum frames allowed. Ground Clearance: Minimum of 2 inches with rider on motorcycle and 10 p.s.i. in rear tire (includes exhaust and kickstand). WHEELBASE Unlimited. WHEELIE BARS Are legal and recommended. Motorcycles fitted with racing slicks must use wheelie bars. WHEELS AND TIRES: 5 TIRES Can be D.O.T. approved with 2/32 tread or specified for racing use by manufacturer. Any size is legal. WHEELS Stock OEM wheels or aftermarket performance wheels. Any size. BODY: 6 BODY Stock OEM fenders and gas tank, or custom fenders and gas tanks are allowed but must be mounted and constructed in a safe, craftsman-like manner. Rear fender must cover the width of the rear tire and extend beyond the vertical centerline of the rear axle. Shells are legal. FAIRING Allowed. 7 SEAT Stock OEM or seat with a step to prevent the rider from sliding backwards. (Motorcycle must have a manufactured seat on it.) ELECTRICAL: 7 IGNITION Any ignition system is allowed. No delay boxes or electronic throttle stops. Charging System: Not necessary. STARTING SYSTEM Electric or kick, external starter. Battery top covers are required. No rollers. No push starts. No dry hops in pits. CONTROL SWITCHES Must be mounted and constructed in a safe, craftsman-like manner. Motorcycles 10.99 (*6.99) seconds or quicker must be equipped with a positive ignition cutoff switch attached to the rider with a lanyard. OEM cutoff permitted in place of lanyard. Switch must be on low-voltage side of the ignition circuit. Many stock machines are equipped with a handlebar-mounted thumb switch that can have a lanyard easily attached for the above purpose. COMPUTERS Only data gathering computers are allowed. No delay boxes or electronic throttle stops. LIGHTS Not necessary. RIDER: 8 CREDENTIALS Valid state- or government-issued driver’s license beyond a learner’s-permit level mandatory for riders of motorcycles 10.00 (*6.40) or slower. See General Regulations 10:4 in NHRA Rulebook. HELMET Full coverage helmets only! Must be Snell-2005 or ECE 22.05 approved. Eye protection required. PROTECTIVE CLOTHING Leather jacket, full-finger leather gloves and hi-top leather shoes or boots. Riders exceeding 120 mph must wear full leathers. 8 SECTION 2: HOT STREET Designation: "HS" followed by motorcycle number. Reserved for Harley-Davidson Sportster, Buell, Big Twin and V-Rod motorcycles. Motorcycle must be ridden under its own power to staging, starting line and back to the pit area after completion of the run (no towing permitted). This is a heads up, .400second, Pro tree class. REQUIREMENTS AND SPECIFICATIONS ENGINE: 1 ENGINE Must be Harley-Davidson based, air cooled, 45-degree XL, FX, FL or V-Rod 60 degree water cooled V-Twin . Maximum displacement is limited to 114 cu.i. Engine case and cylinder heads must be stock or Screamin’ Eagle castings only. Intake port, exhaust port and stud locations must be the same dimension angles and locations as originally cast. Only one (1) sparkplug is permitted for each cylinder. Internal modifications are permitted. Compression releases are not permitted. A single oil return line may be added to each cylinder head and routed directly to the crankcase. Engine must maintain steel crankshaft and rods. Cylinders must be stock appearing. All engines must be naturally aspirated and all air must be delivered through a single, float type carburetor and a one-piece split runner manifold or through a Harley-Davidson or Screamin’ Eagle fuel injection throttle body (no physical modifications are permitted to the throttle body). EFI must have been factory installed. No portion of the intake or exhaust manifold may extend past the mounting/sealing surface of the cylinder head. No fuel pumps are permitted on carbureted engines. Crankcase and all tanks containing fluids must have vent tubes routed to catch can or have a non-spill breather system on motorcycle. Active crankcase evacuation systems are not permitted. Internal modifications are limited to back-cut, clearance and lightening operations. Automatic transmissions are not permitted. No shifting devices are permitted other than stock or aftermarket foot operated shift levers. Clutch must be stock type and spring actuated. No weights, balls or levers (other than a hand operated clutch lever) may in anyway enhance nor control the actuation or release of the clutch. BRAKES AND SUSPENSION: 3 BRAKES Front and rear mandatory (disc or drum). CONTROLS Handlebar controls must be located in safe, workable position. Foot pegs and foot controls must be in the stock location. All controls must meet or exceed OEM equipment standards. Snap-back throttle return mandatory. SUSPENSION Front suspension minimum size 30 mm and minimum travel of 2 inches. Travel limiting straps are not permitted. Rear suspension may be strutted. FRAME: 4 FRAME Only stock, production, Harley-Davidson or Buell frames for licensed street motorcycles are permitted. Modifications affecting the structural integrity are prohibited. GROUND CLEARANCE Minimum of 2 inches with rider on motorcycle and 10 PSI in the rear tire (includes exhaust and kickstand). WHEELBASE Wheelbase: Maximum wheelbase is 68 inches. Wheelbase may be obtained by lengthening the swing arm. Swing arm extensions will be inspected for quality of workmanship and structural integrity. WHEELIE BARS Wheelie bars are not permitted. 10 TIRES AND WHEELS: 5 TIRES Any entry running in excess of 120 MPH must use V rated tires, DOT motorcycle tires only. No car tires are permitted. Tires must have 2/32” of tread on front and rear. The tread radius of the tires, when viewed in cross section, shall not be greater than 12 inches. WHEELS: Stock OEM wheels or aftermarket performance wheels. Any size permitted. SEAT: 6 SEAT Stock OEM or seat with a step to prevent the rider from sliding backwards. (Motorcycle must have a manufactured seat on it.) BODY: 7 BODY Stock OEM fenders and gas tank, or custom fenders and gas tanks are permitted but must be mounted and constructed in a safe, craftsman-like manner. Rear fender must cover the width of the rear tire and extend beyond the vertical centerline of the rear axle. FAIRING Permitted. ELECTRICAL: 8 IGNITION Any ignition system is permitted. No delay boxes, two steps or electronic throttle stops. CONTROL SWITCHES Must be mounted and constructed in a safe, craftsman-like manner. Motorcycles 10.99 (*6.99) seconds or quicker must be equipped with a positive ignition cutoff switch attached to the rider with a lanyard. OEM cutoff permitted in place of lanyard. Switch must be on low-voltage side of the ignition circuit. Many stock machines are equipped with a handlebar-mounted thumb switch that can have a lanyard easily attached for the above purpose. CHARGING SYSTEM Stock OEM charging system must be present and in working order. LIGHTS D.O.T. approved headlight (high and low beam), taillight and brake light must be present and working properly. STARTING SYSTEM Electric or kick on board starters are required. No jump-starts from an external battery are permitted in the staging lanes. No rollers. No push starts. No dry hops in pits. 11 SUPPORT GROUP: 9 COMPUTERS Computers are not permitted. No electronic devices with the exception of a shift light are permitted. RIDER: 10 CREDENTIALS Valid NHRA competition license mandatory for riders of all motorcycles running 9.99 (*6.39) or quicker. Valid state- or government-issued driver’s license beyond a learner’spermit level mandatory for riders of motorcycles 10.00 (*6.40) or slower. See General Regulations 10:4 in NHRA Rulebook. HELMET Full-face Snell M2005, M2010, K2005, SA2005 or SA2010 helmet mandatory; shield mandatory (goggles prohibited). See General Regulations 10:7 in NHRA Rulebook. PROTECTIVE CLOTHING Full all-leathers or SFI Spec 40.1/2 suit mandatory on motorcycles running 120 mph or faster. Two-piece suits must be joined together with a metal 360-degree zipper at the waist. SFI Spec 40.1/1 or 40.1/2 suit or leather jacket, leather boots/shoes above the ankle, and leather gloves are mandatory on ALL motorcycles. Gloves must be Kevlarlined or equipped with slide buttons. See General Regulations 10:10 in NHRA Rulebook. 12 SECTION 3: DRAGGIN’ BAGGER Designation: "DB" followed by motorcycle number. All production touring family motorcycles 1999 or later, Road King models permitted. Motorcycle must be ridden under its own power to staging, starting line and back to the pit area after completion of the run (no towing permitted except for verified breakage after the conclusion of a run). Minimum weight at conclusion of run, including rider and safety gear, must be 975 pounds. REQUIREMENTS AND SPECIFICATIONS ENGINE: 1 ENGINE Minimum displacement 88 cubic inches. Maximum displacement is 120.5 cubic inches with a stroke of 4.625 inches and a maximum bore of 4.070 inches. Camshaft profiles are not restricted. All other engine upgrades are permitted utilizing engine components available from Screamin’ Eagle Performance Parts only. No modifications are permitted to any stock or upgraded engine components. All engines must be naturally aspirated and all air must be delivered to the engine through a single, stock, OE or Screamin’ Eagle fuel injection throttle body. SE throttle bodies may be modified up to 64mm. Maximum throttle plate diameter shall not exceed 64mm. EFI shall be controlled by an OEM supplied ECM bearing the factory label. Air induction is limited to a single concentric, continuous reducing diameter velocity stack with a maximum opening area of 20 square inches and/or optional air filter. No cups or scoops are permitted. Fuel shall be supplied by a maximum of two (2) stock, OE or Screamin’ Eagle supplied fuel injectors. Compression releases are permitted. Crankcase vent tube must be routed to catch can or carburetor air intake system. FUEL NHRA-accepted racing gasoline only. No Fuel additives and /or combustible oil additives are permitted. Dielectric constant, as per NHRA testing meter, must match baseline reading of specified fuel. Fuel must match color of specified fuel. Fuel must match NHRA generated graphs in random Gas Chromatography analysis of specified fuel. See General Regulations Section 1:6. DRIVE TRAIN: 2 CHAIN GURAD Must have OEM chain or belt guard for primary and secondary drives. 13 TRANSMISSION Must be Harley-Davidson original equipment or Screamin’ Eagle supplied transmission. Must be five (5) or six (6) speed OE or Screamin’ Eagle transmission. Clutch must be cable or hydraulically operate by a handlebar mounted clutch lever only. Must have OEM based clutch, modifications are permitted. No slipper clutches permitted. Belt drives and chain drives are permitted. Final drives may consist of any ratios. Manually operated air shifters and/or electric engine kills are permitted. No automatic transmissions. BRAKES AND SUSPENSION: 3 BRAKES Entire braking system must be in good working order. CONTROL Handlebar controls must be located in safe, workable position. Foot controls shall be located at the OEM location. All controls must meet or exceed OEM equipment standards. Snap-back throttle return mandatory. SUSPENSION Front and rear must be stock OEM or Harley-Davidson P&A supplied performance upgraded. No other modifications are permitted. FRAME: 4 FRAME Must be stock Harley-Davidson OEM frame. No structural modifications are permitted to the frame. Must retain stock swing arm. All frame components must remain as supplied by OEM. GROUND CLEARANCE Minimum of 2 inches with rider on motorcycle and 10 p.s.i. in rear tire (includes exhaust and kickstand). WHEELBASE Must be factory wheelbase (allowing for chain/belt adjustment) for model of motorcycle being entered in competition (maximum 66 inches, minimum 62 inches). WHEELIE BARS Wheelie bars are not permitted. TIRES AND WHEELS: 5 TIRES Must be H (or higher) rated/D.O.T. motorcycle tire. No car tires permitted. Must have 2/32 tread on front and rear. Any size. The tread radius of the tire, as viewed in cross section, shall not be more than 12”. 14 SEAT: 6 SEAT Stock OEM touring seat or Harley-Davidson P&A seat. No modifications to the seat are permitted. BODY: 7 BODY Stock OEM front and rear fenders and gas tank are required. Stock OEM fiberglass touring saddlebags and triangle side covers are required and must be located in their factory position. No modifications are permitted to any bodywork or tank. Fairings are required for models that had them as standard equipment and must be stock OEM fairing with OEM or Harley-Davidson P&A windshield. No modifications are permitted. Road King models are to use OEM or P&A windshield. ELECTRICAL: 8 IGNITION Must use same ECM as fuel injection for primary ignition control. CHARGING SYSTEM Not required CONTROL SWITCHES Must be mounted and constructed in a safe, craftsman-like manner. SUPPORT GROUP: 9 COMPUTERS Only data gathering computers are permitted. 15 RIDER: 10 CREDENTIALS Valid NHRA competition license mandatory for riders of all motorcycles running 9.99 (*6.39) or quicker. Valid state- or government-issued driver’s license beyond a learner’spermit level mandatory for riders of motorcycles 10.00 (*6.40) or slower. See General Regulations 10:4 in NHRA Rulebook. Reserved for Sportster, Buell, Big Twin, Harley-Davidson V-Rod and aftermarket based motorcycles. Motorcycle must be ridden under its own power to staging, starting line and back to the pit area after completion of the run (no towing permitted except for verified breakage after the conclusion of a run). REQUIREMENTS AND SPECIFICATIONS ENGINE: 1 ENGINE Must be Harley-Davidson based 45 degree, air cooled XL, FX, aftermarket VTwin or Harley-Davidson V-Rod 60 degree water cooled V-Twin. Maximum displacement is 145 cu.i.. All engines must be naturally aspirated and all air must be delivered to the engine through a carburetor(s) or through a fuel injection throttle body. Closed loop EFI control systems are permitted. Air induction is limited to concentric, continuous reducing diameter velocity stack(s) with a maximum opening area of 20 square inches each. No cups or scoops are permitted. Any other engine internal modifications are permitted. No Finless Cylinders. Aftermarket heads are permitted. Lateral valve stem angle must be zero degrees and minimum longitudinal valve stem angle is 18 degrees as measured parallel from a vertical line centered in the respective cylinder bore. Crankcase vent tube must be routed to catch can or carburetor air intake system. FUEL NHRA-accepted racing gasoline only. No Fuel additives and /or combustible oil additives are permitted. Dielectric constant, as per NHRA testing meter, must match baseline reading of specified fuel. Fuel must match color of specified fuel. Fuel must match NHRA generated graphs in random Gas Chromatography analysis of specified fuel. See General Regulations Section 1:6. GROUND CLEARANCE Minimum of 2 inches with rider on motorcycle and 10 p.s.i. in rear tire (includes exhaust and kickstand). Chest protectors are recommended. Scatter-shield or ballistic blanket required on superchargers. UNLIMITED cu.i. - Gasoline or alcohol. Normally aspirated carburetor(s) or fuel injection is permitted. No nitrous oxide or other supplemental fuels or oxidizers. 160 cu.i. - Gasoline or alcohol, single or double engines, carburetor or fuel injection. Nitrous oxide OR supercharger OR turbocharger (any one of these). 122 cu.i. - Gasoline or alcohol, any induction system, nitrous oxide permitted. REQUIREMENTS AND SPECIFICATIONS ENGINE: 1 ENGINE Must keep design features of Harley-Davidson engines (Pushrod, 45 V-Twin). Carbureted single engine with 122 cu.i. maximum displacement. Fuel pumps are not permitted. Pushrod aftermarket heads are permitted (including 4 valve). Crankcase and all tanks containing fluids must have vent tubes routed to catch can or have a non-spill breather system on motorcycle. Must have "Bellypan" scatter shield under engine. S.F.I. Specification 46.1 approved engine restraint systems are required. These restraints must be replaced or recertified by the manufacturer every two (2) years. Chest protectors are mandatory. FUEL Fuel to be mononitromethane and/or methyl alcohol only. No propylene oxide or nitrous permitted. Specification 46.1approved engine restraint systems are required. A nonflammable, oil absorbent liner mandatory inside of retention device. These restraints must be replaced or recertified by the manufacturer every two (2) years. Chest protectors are mandatory. FUEL Fuel to be mononitromethane and/or methyl alcohol only.
