Demonstration Projects for CC Adaptation Anna Kalisch, GIZ Climate Change Adaptation in Rural Areas of India 1 Climate Change Adaptation in Rural Areas of India Project duration 2009-2014 Political Partner: MoEF&CC State partners: nodal agencies for climate change, DoE Project Partner States Main project interventions • Support for the preparation of State Action Plans on Climate Change • Vulnerability Assessments • Demonstrating projects for CCA • Climate proofing of rural development programs • Capacity building and knowledge exchange Climate Change Adaptation in Rural Areas of India 2 1. Rationale Background - Little empirical knowledge about how to deal with the risks of climate change - Need for adaptation examples, tested measures on the ground Objective - Enhance local communities’ coping capacity by providing alternate livelihood, increased income and better adapted land use systems - Enhance capacities of organisations Climate Change Adaptation in Rural Areas of India 3 1. Rationale: Communities’ Perspective ‘It used to rain continuously for about 15 days without stopping. This fantastic rain would leave all our lands, homesteads and crops completely saturated. But these continuous rains have stopped happening, which poses big challenges for our agricultural practices.’ Ramcharan Marco, 65 years Pathadevgaon village, Madhya Pradesh Climate Change Adaptation in Rural Areas of India 4 2. Results • At local level, socio economic conditions and environmental services have improved resulting in enhanced adaptive capacity • Outreach Total beneficiary households: 6027 (20099 individuals) • Way forward replication and upscaling of successful measures, by accessing international and national climate finance Climate Change Adaptation in Rural Areas of India 9 5. Results: Up-Scaling Integrated Mangrove Fishery Farming System - NGO: MSSRF - Region: Andhra Pradesh - Funding approved from Adaptation Fund Board: 0.7 Million USD AFB homepage (https://adaptation-fund.org/node/4058), 10.10.14: “In India, two projects were approved, for climate resilience measures, one including mangrove restoration and aquaculture as coastal protection measures (US$ 689,264 – NGO MSSRF). The projects were proposed and will be implemented by the National Climate Change Adaptation in Rural Areas of India 10 Bank for Agriculture and Rural Development (NABARD).” 5. Results: Communities’ Perspective ‘I have started to plant crops like Sesbania grandiflora, Indian coal tree, and pigeon pea which can stand drought and excess water. This made my water-inundated fallow land productive again. My income opportunities have increased immensely. I feel like I have things in my own hands and that I am not as vulnerable and at mercy of nature as I used to be.’ Sayra Bibi, 36 years Balarampur village, West Bengal Climate Change Adaptation in Rural Areas of India 11 5.Results: Up-scaling Livelihood diversification through Integrated Production Systems - NGO: DRCSC - Region: West Bengal - Funding approved from Adaptation Fund Board: 2.56 Million USD AFB homepage (https://adaptation-fund.org/node/4058): “In India, two projects were approved, for climate resilience measures, one addressing resilience of small and marginal farmers in West Bengal (US$ 2,510,854, NGO DRCSC). The projects were proposed and will be implemented by the National Climate Change Adaptation in Rural Areas of India 12 Bank for Agriculture and Rural Development (NABARD).” 6. Learning • Local vulnerability assessment help design adequate interventions based on existing local knowledge and resources • Active community participation throughout the project helps improve ownership and sustainability • Effective evaluation and documentation of impacts, outcomes and recommendations supports up-scaling of pilot projects (M&E, systematisation) Climate Change Adaptation in Rural Areas of India 13 Thank you!
